    Abstract

    The COVID-19 pandemic has impacted higher education (hereinafter “HE”) teaching and learning approaches globally since 2020. It has compelled a major shift from face-to-face to online delivery, affecting the ways HE teachers teach and communicate with students. In this paper, we explore an under-researched area, teachers’ ideological dilemmas surrounding online teaching and issues related to remote or technologically mediated communication adopted in three countries, China, Japan and the UK. Drawing on the theoretical and methodological framework of discursive psychology, we focus on the concepts called ideological dilemmas and the kaleidoscope of common sense in order to examine common sense views of HE teachers regarding online and onsite teaching as well as blended learning where these constitute ideological dilemmas. Taking an exploratory, small case study approach, we present a discourse analysis of interviews with HE teachers and reveal their ideological dilemmas over online teaching. We identify the patterns of shifting justifications in the interviews. Our discussion highlights the dynamic and dilemmatic nature of the HE teachers’ views, some of which are shaped by the local university context, as well as the different ways in which the spread of COVID-19 is taking place and the various measures taken by each country’s government against the damaging effects of the pandemic.

    これまでは「留学体験は越境体験」というパラダイムは大前提とされてきた。しかし科学技術はその枠組みも変えるかもしれない。そういう未来的な問題意識で取り組んだ本課題だったが、パンデミックによる渡航の不能は、このパラダイムの再検討はきわめて今日的課題になった。
    研究計画では課題先進地での聴き取りや、実地の見学・調査を計画していた。しかし渡航が制限されているなかで、調査や聴き取りおよび発表については、計画の大きな見直しを余儀なくされた。2021年度については複数のコンフェレンス等へ参加したが、その多くがオンラインによる参加となり、かろうじて米国でおこなわれたAIEAには対面で参加して研究発表をおこなった。その際には現地の留学プログラムのステークホルダー達と意見交換をおこなう機会を得た。
    調査の内容としてはDr Murakami(英Bath大)等を通じた海外事情の聴き取り・情報収集に取り組むとともに、新たな分担者を加えて「母国と常時繋がっている現代の大学生」にとっての留学経験についての新たな調査軸を用意した。
    日本語教育によって外国人留学生に広範なネットワークを有する工藤昭子准教授(国際武道大)を分担者に迎え、2021年度からは国内の留学生のインターネット使用に関する調査を本格化させている。国内で日本語学習(座学中心)する中国人学生のネット使用実態については2022年3月のAPAIE(オンライン)会議で発表している。それに加え調理師専門学校のように、ホスト文化への依存度が高く、また師弟関係的人間関係がまなびの中心におかれるタイプの留学生についてアンケート調査を実施し、次年度の国際会議での発表に向けて対比分析に取り組んでいる。

    In this study, highly expected positive effects of homestay accommodation is examined, from the view point of the learning outcomes. The research was conducted based upon the summer intensive Japanese program. As a result, significant homestay advantage on learning outcome was not confirmed, but those who seek deep understanding on host culture tend to choose homestays. Also they in fact acquired deep understanding on Japanese culture and real Japanese everyday lives. We, therefore, need more comprehensive approach to the homestays, including the multicultural understandings of host families、for further researches on this topic.

    From the point of view of analyzing the governance that is thought to have a major influence on the system of higher education and its environment, we will develop the research project vertically to develop macro level (reform trends in higher education policy), middle level (the organization of university management: functions and actual practice), and micro level (student and teacher's consciousness and behavior).
    We will also examine what kind of governance functions are involved in the "promotion of bachelor's education reform".     How could Japanese universities prepare for substantial accommodations for their international students? In what ways, these residents have satisfied their everyday lives in connection with their accommodations? Since 2014, this project has investigated possible connections between types of international student accommodations and their Quality of Lives. In order to establish accommodation guidelines for Japanese universities, this also collect some characteristic examples for the foreign student housings throughout the nation, since it might not be meaningful for the university accommodation officers, if the investigate solely focus on the satisfaction survey of non-Japanese students for their housings.

    Based on the overseas research in the United States, Europe in 2005, we had several times of domestic research and study sessions. In such ways, we have promoted our research, so that individual universities evaluate their progress about internationalization, and bearing in mind that this is to be used for self-improvement; we developed evaluation indicators as below.
    First of all, we developed evaluation indicators and guidelines to suit Japanese universities in terms of their administration and organizational structures, referring to "Activity Category" and "Viewpoint", which are adopted in the evaluation activities for assessing "International Affiliation and Academic Exchange Activities" in national universities that are conducted by National Institution for Academic Degrees and University Evaluation in 2003 to review the evaluation indicators as well as the Internationalization. Performance Indicators by the IQR,ACE guidelines, and Michael Page.
    The draft of the evaluation indicators are arranged "Item, Sub-item and Sub-sub-item," "Objective and challenge of evaluation," "To be surveyed," "Techniques of surveillance and analysis," "Evaluation indicator," and "Guidelines" in chart form. Evaluation indicator made up from 8 items consists of other than the curriculums :
    1.Mission, goals and plans of the university
    2.Structure and staff
    3.Budgeting and implementation
    4.International dimension of research activities
    5.A support system, information provision and infrastructure
    6.Multifaceted promotion of international affiliation
    and curriculums :
    7.Internationalization of the university curriculum
    8.Joint programs with external organizations
    and 23 sub-items and 49 sub-sub-items. These developed evaluation indicators were prepared to take into consideration philosophies of foundation, sizes, features and other aspects of universities, as well as diverse concepts of "internationalization", so that each university is able to select and use only the items suitable for its own objectives from the various items of the indicators, representing a so-called a la carte menu of indicators. In Osaka University, we investigated using these evaluation indicators experimentally.
