1970年生。青山学院大学法学部卒業。慶應義塾大学大学院法学研究科政治学専攻博士課程退学。2004年九州国際大学法学部専任講師。2005年同助教授。2008年同教授、九州国際大学副学長。2011年情報セキュリティ大学院大学情報セキュリティ研究科教授。2012年情報セキュリティ大学院大学学長補佐。2020年情報セキュリティ大学院大学副学長。2021年明治大学専門職大学院ガバナンス研究科（公共政策大学院）教授。2024年～2026年明治大学学長室専門員。2026年明治大学専門職大学院ガバナンス研究科長。

本研究では、地方議会会議録（非構造データ）を基盤として、さまざまな構造化データを結びつける「拡張版地方議会会議録コーパス」を構築するとともに、本コーパスを用いて、政治学、経済学、社会言語学、言語処理の研究を推進することを目的としている。

本年度は、議論構造の分析および関連する文書と表の自動アライメントについての研究を進めた。研究代表者および研究分担者は、地方議会会議録、議会だより、予算表などのデータを用いたQA-Lab PoliInfo4タスク、および有価証券報告書のテキストと表を扱うUFOタスクを実施した。QA-Lab PoliInfo4では、議会会議録を活用した4つのサブタスク（ファクトチェック、質問応答、スタンス分類、関係抽出）を提案した。UFOタスクでは、有価証券報告書に含まれる非構造化データを半構造化データへ変換するタスクを実施した。これらのタスクの詳細は、ウェブサイト（https://sites.google.com/view/poliinfo4/ および https://sites.google.com/view/ntcir17-ufo/）にて公開している。

This study examined the treatment of human 'death' in the current information network society by organising study groups with researchers and practitioners from many fields, conducting a literature review, and conducting questionnaires and interviews to identify issues. Although data on the deceased is often required to be deleted from the perspective of privacy and the wishes of the person concerned, it is desirable to retain it for memorial purposes, for its value as a historical record and for its position as property. In retaining the data, it will be necessary to incorporate detailed settings and some form of compensation for the deceased into services and legal systems in an effective manner. On the other hand, AI-based "resurrection" of the deceased is not an option that bereaved families actively desire at present, and there is still time to discuss this.

We conducted a survey of the current state of the service, the current legal system and user attitudes. First, we examined some services to found that the existence of the account must be informed to after the user's death to follow procedures.As for the legal system, while the Anglo-American legal system is generally negative about the rights of the dead, the continental legal system allowed the rightfulness of the deceased to the certain extent. There is also a movement to make use of the publicity rights framework. Regarding to user attitudes, the survey was conducted among university students in Japan and among people in Japan, the United States, and three countries in France. Results showed differences in intentions depending on their position and usage conditions were identified.

Many victims occurred by the Great East Japan earthquake, and most of them became the political weak. In our research project, we examined the possibility of the e-democracy from their viewpoint. And we paid attention about e-voting to facilitate their vote participation.
There is not the local government carrying out election by the e-voting system now. However, We understood that many people permitted the use of the electronic voting system from a survey of public opinion poll that we made in Fukushima. And Our questionnaire survey for the EMB (election management body) of all Japanese cities made clear that they was careful about enforcement of the e-voting. We must solve concern of the EMB on promoting the ICT use in the election.

In this research, we examined the handling of data in the administration including (1) introduction of the cloud to the administrative office including municipal cloud, (2) trend of open data, (3) use of social network services etc in the administration, (4) utilization of personal data, and (5) new administrative procedures. This research tries to elucidate the influence which electoral governance gives to a democracy by the comparative politics. This research fills in the big blanks on the study of electoral management through the comparative studies among the countries in the world and among the local governments in Japan.Our researches have two big findings different from commonsense views. 1st, equity and fairness of election can't be achieved only by independence of the electoral management bodies, which is recommended by international organizations like ACE(Administration and Cost of Elections). We need more complicated treatment for Electoral Integrity. 2nd, though it has been thought that business of the election administration committees are uniform and so they have executed fairly and equitably in Japan, but it's largely influenced by the state of the composition of the committee and its secretariat. Therefore we have a variation of electoral governance among local governments in Japan.
System of information law to establish the deliberative democracy

From the comparative points of view, this study addresses how to form the legal system to support realizing deliberative democracy that has been expected to establish in recent years. In this study, we discuss various legal issues from five standpoints such as (1) fundamental aspect of the legal system to representative political will, (2) limits and sphere of guaranteeing the political will and treatment of anonymous expression, (3) relationship between law and risk when they utilize information technology equipment, (4) role of the nation state and relationship with civil sector undertakes, and (5) how to express political will adequately and equally. As the result of examines and considerations, we retain crucial points and suggestions to establish legal system to support realizing deliberative democracy.

Our goal is to construct a corpus of Japanese local assembly minutes, and provide available databases for each research toward both a research activity and an interdisciplinary collaboration.We carried out our tasks, which divided into tree steps as follows:1. We provide our assembly corpora with a lot of researchers through our web site (http://local-politics.jp). 2. We support researches, which include politics, social language and information engineering. 3. We construct a political information system, which enhances interdisciplinary collaboration.In this research, we achieved our goal, which supported corpus-based researches such as politics, social language and information engineering.

This study analyze the relationship between legal system and creation of the public order and morals in the information era. Comparing legal systems about e-voting and other methods using internet in some countries, it has been shown that introducing relevant risk management into legal system is essential to adopt information systems and tools in the field relating to the administration and politics.
