This study examined how to increase the number of candidates for local councils where there is an increase in non-voting, or even "everyone can become a member". Specifically, I pointed out that it is necessary to "relax the restriction on post-employment restrictions" in which company employees and public officials can concurrently work with councilors, as well as the review of remuneration, fixed numbers of councilors and the authority. In particular, civil servants are not permitted to be councilors at the same time. But public officials in other countries are allowed to serve as local councilors, assuming that counselors are unpaid volunteer. Based on the actual conditions of other countries, I examined what kind of range of restrictions on concurrent duties needed to be relaxed for public servants to be local councilors. I wrote some articles and made a presentation in an academic conference as research achievements and received certain response.

The result of our research project consists of the following publications. First, "The Civil Service System", a single-authored book by Prof. Nishio, which analyzes the characteristics of the Japanese civil service system in comparative perspective, will be published in September 2017 by the University of Tokyo Press. Second, Professors Nishio, Omori and Terada have published, and will publish, various articles and book chapters on such topics as air traffic control, correction policy, crisis management, nuclear energy policy and personnel management of higher civil servants. Third, we plan to publish a book entitled "Risk and Civil Service", in 2018, which includes the discussion results of the three ICU-JSPS seminars in 2013-2017.

The public service domain is diminishing rapidly because the public service delivery has opened to the public and private competition and corroboration. All public officials are servants of the whole community under the Public Service Law, but the role of them is changing to pursuing market productivity and performance. Securing basic labor rights, salary cut according to management condition and introducing performance evaluation system are examples of the public service reform that the public service should work in an environment close to the private service. This research surveyed these public service reforms from comparative perspectives. The public service works in the environment of competition, but that is the very reason why the research of Public Service Motivation (PSM) is important. It launches fundamental research of PSM in the Japanese context from comparative perspectives.

This research defines the concept of political appointment in the United States and France analyzing the extent of the statutory and practical regulations to the appointment.
