    This paper examines the structure of Japanese local revenue and the characteristics of the Japanese local tax system. Further, it examines the goal of financial autonomy in the Japanese context. Local revenue is mainly composed of the general revenue resources in terms of quantity and quality. These revenue sources accounted for 55.2% of the total local revenue in fiscal year 2012. Moreover, they are not earmarked for specific purposes and are essential for local autonomy. The key elements of the general revenue resources are the local taxes, the local transfer tax, the special local grants, and the local allocation tax. Local tax is the principal local revenue and the core method for the financial autonomy. However, the local tax system currently faces various issues. I identify several issues with the local tax system - disparity, sensitivity, overlap between national taxes and local taxes and discuss the need to enrich local autonomy. These are architectural issues that are closely related to the characteristics of the Japanese local tax system. Further, I examine the Japanese local tax reforms. The Japanese tax reform strategy involves two approaches - an urgent approach and a long-term approach. It would be preferable for the citizens to distinguish between these approaches when considering the local tax reforms. Finally, I suggest three goals for the Japanese local tax system. The first is to reduce disparity. In a manner, this is the hottest issue at present. The national government enacted several very important reforms such as the foundation of the local corporate special tax in 2008. The second goal is to enrich autonomy. In order to achieve this, the Trinity Reform was implemented in Japan from 2004 to 2006. Moreover, the local governments will receive additional tax revenue in the form of an increase in consumption tax in 2014. However, the issue of the gap between revenue and expenditure has become rather remarkable. The third goal is to stabilize the tax revenue, which is a significant agenda. In this context, the local governments have made much of the asset tax and the consumption tax. Moreover, the expansion of local consumption tax in 2014 could contribute to stability. However, the taxes on corporate income (which amount to 3 trillion yen) are still principal local taxes and they are very elastic to economic situation. How to deal with those elastic local taxes and to procure more stability for the local tax system seems to be more crucial. And as the concept of social values is becoming complicated, the reform of local tax system will be complex. But when we consider the future financial autonomy, the following point is significant. The local governments are required to be more and more sensitive to community needs in the framework of financial autonomy. And relationship between sensitivity and financial autonomy must be an indispensable combination in the contemporary society.

    In Japan,the main local administrative affairs are traditionally allotted to prefectures and municipalities,while communal disposal systems,fire-fighting and regional development takes secondary importance.However,two new changes to the frame of local governments have altered the main frameworks of national and provincial governance.With decentralization reforms taking effect,more local bodies are gaining autonomy and departing from uniformity.This has allowed methods of cooperation between governing bodies to diversify-trends which augur a dissolution of uniformity in Japanese local administration.If left alone,it may eventually lead to disparities between principal and peripheral bodies,and thus complicate the administrative systems further.How will these changes affect future community development?This book aims to address the dynamism of concepts of wide area public service in Japan.It advocates the use of flexible strategies to ensure service standards are best suited to each regional demand.This concept can be called"departure from uniformity".This book also examines the advantages and disadvantages of these shifts for the future of Japanese public policy,and suggests various strategies to prevent further complications;e.g.autonomous settlement zone.

    The revised Special Law took effect on March in 2020 after some amendments.The Law gave substantive authority to prefectural governors; the main administrative acts are requests
    (a) The Special Law established a prefectural-centered management system.
    (b) Substantial power was assigned to the governors, including the power of information creation.
    (c) The effectiveness of widespread administration through inter-prefectural cooperation, as reflected in public fields such as nursing, transportation, and tourism.
    Overcoming the current challenges substantially connects the changes to good governance in Japan. The author haslisted three challenges: (a) demand for strengthening public health administration, (b) difficult complex financial management, and (c) regional disparities. All of these are long-standing issues.

    本研究のテーマは，「我が国の水道事業の民間的経営又は広域化はどこまで進められるのか」というものであり，効率的経営手法である広域化と民間的経営について，行政学上の政策手段の観点から検証を行うこととしている。その中で，2021年度は，次に掲げる研究実績を達成した。第1に，2021年度は当該研究の初年度であり，基礎的資料の収集確保を行った。広域化については，全県単位の広域化の有効性に係る検証を行う。この点について香川県及び広島県への取材を通じその取組に係る資料を入手・確保した。この調査を通じ，人件費及び資本費をいかに効果的に縮減に結び付けていくかが取組の鍵となることを確認することができた。
    第2に，2021年度は，我が国の事例を素材として諸外国との研究交流を図るため，次に掲げる活動を行った。論文（英文）‘Challenges of Japanese Water Governance’（明治大学紀要）の執筆（2022年6月刊行）や，特別講演（国外）“Sustainable water supply”，IIAS(国際行政学会）総会発表を行う予定である（同年6月）。また，次に掲げる特別講演（国内）を行った。①「公営企業の現状と課題」公営企業連絡協議会主催，②「自治体間の広域連携－その進展と課題」鹿島平和研究所主催，2022年1月，③「水道事業の現状と課題」明治大学主催。
    第3に，地方政府の改革に係る研究交流を視野に入れ，我が国の地方行政の枠組みに関する論稿の著述及び講演を行った。①書籍（共著）‘The MIC and the Reform of Local Administration’（2022年夏刊行），②“Pandemic and Change of Japanese Local Administration”アジア行政学会総会（AAPA,2021年10月）における発表。

    Focusing on Japan and the other Asian countries of Indonesia, the Philippines, Korea and Thailand, this research aims to advance comparative study of the three topics, “The Results (Effects) of Decentralization Reform”, “The Factors Determining the Form of Decentralization”, and “The Gap between the System and the Reality of Local Governance (Decentralization)”. At the same time, it examines in respect of each country the history and structure of local governance, the function and structure of local governments, and the background to decentralization reform, as well as the content of, the achievements of, and the future challenges posed by, decentralization reform.
