    In recent years, impact measurement methodologies for nonprofits and social enterprises such as Social Return on Investment (SROI) have received plenty of attention. Although certain methodologies are currently under discussion, it is important to design a measurement style in accordance with a conceptual framework for measuring impact. Many kinds of impact measurement methodologies such as IRIS, SIMPLE, GIIRS, and SROI have been derived till date. Nonprofits and social enterprises need to choose a methodology that best fits the purposes of their impact measurement. Therefore, we first need to consider the purpose, instead of a certain methodology. SROI, for example, has two distinctive features: (1) monetization of the value of impact and (2) stakeholder involvement in the measurement process. This paper argues that nonprofits are motivated to adopt SROI to secure the fundraising competition with a high SROI value, although the comparability of SROI value is very limited. It also argues that using monetization as a common language among stakeholders is not value-neutral. There have been many studies and discussions over SROI in Europe and the US. However, nonprofits have not yet widely accepted impact measurement in Japan. We need to think of diffusing an impact measurement framework to nonprofits and help them choose their own measurement methodologies properly.

  • The Risk of Mission Drift of Microfinance: A Case Study of the UK

    It is believed that a microfinance program should be sufficient in developing countries. However, should it be sufficient in developed countries? This research is to examine the risk of mission drift of microfinance programs in developed countries with a case study of Community Development Financial Institutions in the UK. <br />
    Under the reduction of CDFI support by UK government, CDFIs increased self-sufficiency. This study found that UK CDFIs experienced significant changes in terms of their target clients and business models. The reduction of governments support can cause the risk of mission drift.

  • Technical Assistance for Delinquent Clients

    Intensive TA is supply-driven support for clients to improve their businesses. Clients eager to grow their businesses are likely to request TA services, while delinquent borrowers tend to hesitate in contacting the MDO servicing their loans. Since delinquent clients stand to benefit the most from intensive TA, it is important to provide them with this service.<br />
    In January 2012, the author and a MDO in Philadelphia, PA commenced a TA project, which provided delinquent loan clients with one-on-one consulting. 12 clients were randomly chosen as the treatment group. The indicators to assess the outcome are delinquency level and the amount of sales.<br />
    Thus far, four clients in the treatment group improved their situation after one year of consulting. Overall, the clients in the Treatment group are better-off than those in the Control group.

  • Fundraising of Social Enerprise: From the U.S. Case Studies

    As social enterprises (SEs) are quite diverse, the author made a hypothesis that fundraising issues of SEs depend on their types and development stages.<br />
    The purpose of this study is to examine what fundraising issues SEs have and what kind of services SEs need depending on their types and development stages.<br />
    This study categorized SEs into four types: social innovation, nonprofit, worker cooperatives and WISE (Worker Integration Social Enterprise). It picked up 15 organizations including SEs and infrastructure organizations for SEs in the US. The author conducted in-depth interviews with the managers of the organizations.<br />
    Findings: The fundraising issues SEs are facing are never homogenous but quite diverse depending on their types and stages. Available and desirable funding sources are also different.

    It is believed that a microfinance program should be sufficient in developing countries. However, should it be sufficient in developed countries? This research is to examine the risk of mission drift of microfinance programs in developed countries with a case study of Community Development Financial Institutions in the UK.
    Under the reduction of CDFI support by UK government, CDFIs increased self-sufficiency. This study found that UK CDFIs experienced significant changes in terms of their target clients and business models. The reduction of governments support can cause the risk of mission drift.

    Social media creates great opportunities for nonprofits to spark dialogic communication between nonprofits and their stakeholders. However, most nonprofits currently use social media to send information and they primarily utilize one-way communication. Does the digital divide affect social media usage? This study examined how stakeholders of a nonprofit in an inner-city area communicate through social media. This study tracked a nonprofit organization's Facebook page for one year and conducted surveys with the clients. The findings are 1) most of the clients had access to the internet and used the internet frequently, 2) most of them did not visit Facebook and post comments.

    In January 2012, the author and a MDO in Philadelphia, PA commenced a TA project, which provided delinquent loan clients with one-on-one consulting. 12 clients were randomly chosen as the treatment group. The indicators to assess the outcome are delinquency level and the amount of sales.
    Thus far, four clients in the treatment group improved their situation after one year of consulting. Overall, the clients in the Treatment group are better-off than those in the Control group.

    This study aims to clarify present condition of financial exclusion in Japan through highly continuous interviews with a variety of needy people, such as single elderly households, people in over-indebtedness, ex-homeless people and immigrants. We analyzed income/expense, family budget management and use of financial services of target households. Financial exclusion refers to a process with which people get to have difficulties in everyday lives due to inability of using financial services.
    We found that most of the target households experienced different sorts of obstacles in using formal financial services, such as denials of credit application by banks, bankruptcy due to over-indebtedness, the lack of ability of money management because of mental condition and limited literacy of Japanese language.

    2018年度、本研究プロジェクトでは、第一に、社会的連帯経済を分析する際の視点として、カール・ポランニーの経済学やモースの贈与論に関する研究会を実施し、2月28日には、協同組合学会春季大会の事前研究会として、ポランニー研究の第一人者である若森みどり氏をお招きして、擬制資本(貨幣・土地・労働)の領域で発生する社会的連帯経済にポランニー経済学を適用する際の方法や可能性について議論することができた。また、研究代表者である藤井が、坂本治也編『市民社会論』について検討する市民社会サミットに招待され、新自由主義の展開という文脈において市民社会のレジリエンスを可能にするための戦略として社会的連帯経済の重要性について検討し、社会的連帯経済論に関する理論的フレームワークを整理することができた。
    第二に、海外調査としては、英国East London・Birmingham調査において①協同組合におけるコミュニティ・シェアのようにITを用いた新しい参加の形を生み出しているプラットフォーム協同組合の台頭、②社会的企業を正当化する際に重要視されるSocial Value Actの実際の適用方法、③Citizens UKにおけるコミュニティ・オーガナイジングの手法、④コミュニティ・センターにおけるアセット・ベースのコミュニティ開発手法等についてヒアリング調査を実施し、詳細な知見を得ることができた。
    第三に、10月にスペイン・ビルバオで開催されたGSEF2018大会とRIPESS理事会に参加することができ、とりわけ連帯経済の国際的なネットワークであるRIPESSからは、社会的連帯経済の運動が、世界社会フォーラム等反グローバリズム運動のうねりの中から生じており、明確な新自由主義への対抗性と地域主義、当事者を基盤とした自治を志向しているということを明確に理解することができた。

    In this research, we investigated food bank activities in Japan, France Republic, USA, Korea, and revealed the role that food bank activities play in support of daily needy people. Administrative support for Japanese food bank activities is limited, but the number of food banks is increasing. In France, the food bank activity that was born in the late 1980s was incorporated as part of the food support policy for deprived people with assistance from the EU and the government. In the United States, as the public's food-in-security problem emerges, food bank have become popular for the purpose of supplementing the shortage of food support policy. In SouthKorea, food banks have been developed led by the government, but private food bank activities are also seen.
