The purpose of this study was to examine the feasibility of effective utilization of official agricultural statistics and methods for dissemination in order to realize effective utilization. The results of this study revealed the following: (1) We summarized the trends in secondary use of recent official agricultural statistics. (2) We presented the construction of panel data as a method of effective utilization of official agricultural statistics and summarized the object connections and common survey items by year of multiple statistical surveys such as the Census of Agriculture and Forestry in order to construct panel data. (3) We indicated that the sharing of linkage code necessary for the construction of panel data promotes the effective utilization of official agricultural statistics.

本年度の研究成果の第１は、農村のQOLであるwell-beingをどのように捉えるかについて、well-beingの理論、概念の検討を行った。幸福度と効用理論の関係性について、始祖A.Smith以降の経済理論、効用理論の系譜について検討した、特に、新古典派以降の効用理論は矮小化して扱えないことを示したが、A.Senのケーパビリティ概念とは整合性があり、ケーパビリティを幸福度に関連付け、幸福要因として扱えることを論じたので、今後、ケーパビリティ研究の成果を調査項目に加える予定である。第２に、継続して幸福度の調査を行っている３市町村について、幸福度形成要因の調査結果についての数値を比較したことである。統計的な検定を経た考察によれば、地域として、明確な特産物や産消連携の組織的取り組みを長年やっていて、活力があるよりある地域ほど、総合的な幸福度は高く、幸福要因も、各種の生活満足度も高くなることが明らかとなった。今後、本研究を推進していく上で、QOL及びwell-being解釈の前提となり、考察、検証に大きな意義を持っている。調査対象の継続性をもたせるという意味でも重要な結果である。第３に、well-beingを検討する上で必須となる行動経済学の観点の導入に関して、消費者を対象に分析をしたことである。食品の購入に関し消費者は何を考え、行動するのか、従来の効用最大化理論に替わり意識と知識、損失回避を考慮したモデルを考察し、リピーターとなる要件について考察をした。情報が行動に与える影響についても検討をしている。それらがマーケティングどのように役に立つのかは、農村においてwell-beingを高めるために、農産物を売ることに対し示唆を与えるとともに、今後の調査項目に加えることを考慮する。

There is little empirical evidence or quantitative evaluation of Japan’s agricultural or rural policy. The purpose of this study is to investigate the impacts of agricultural structure, farm management and agri-environmental policy, and to clarify the dynamics of the rural sector using micro-data such as farm-level data from agricultural censuses. Our findings indicate that the incorporation of farm management had positive effects on agricultural sales, and less-favoured areas payments fostered continued land use and prevented farmland abandonment through maintenance of farm households and household members, though these effects are modest. Additionally, we found that agricultural subsidies had a slight impact on increasing the proportion of farmland rents and that the level of community functions, such as the number of local meetings were positively associated with the farmland consolidation of community farming.

In this study, we conducted research of market design of farmland consolidation and econometrically analyzed the policy evaluation of farmland consolidation. In the research of farmland consolidation market design, we proposed a better farmland replotting protocol using the deferred acceptance (DA) algorithm. Also, related to the farmland policy evaluation, we investigated the economic impact of Japanese agricultural subsidies on farmland rental rates. From these research results, not only could we deeply understand the farmland market itself, but also we could get new findings which encourage to increasing farmland transaction.

This study is a coherent research on the Japanese policy reform in the postwar period. The outcome and issues of policy reform are examined in reference of political and economic background, revision of international policy framework, and intersectoral relation among agricultural policies through the reform process. In addition, the influence of the recent policy reform on structure and performance of the Japanese agriculture is considered. The analytical framework of policy assessment is redefined to scrutinize historical transformation, institutional complementarity, and policy making process of principal measures. The quantitative impact analysis is conducted as much as possible.

This report investigates factors, including non-economic factors, that determine the fruit and vegetable consumption of socially disadvantaged individuals. The main outcomes of the study are as follows: 1) When considering the relationship between the attributes of a consumer and their fruit and vegetable consumption, it was observed that the age of the person and social capital have an impact. 2) In the case of people with low income, a relationship was observed between focus on diet and the proportion of vegetable intake. 3) Compared to the group with ordinary incomes, the low-income group included more people who disliked vegetables and underestimated the quantity of vegetables necessary for good health. The vegetable intake of this segment was also low, probably because they did not have an interest in diets since childhood. 4) Cognitive reframing had only a partial impact on the purchase of fruits and vegetables.

This is a study into determinants, including noneconomic factors, of Fresh Fruits and Vegetables consumption, and its main findings are summarized as follows. An analysis of demand systems revealed that salad is increasingly consumed by households, and that households with fewer members consumed more salad. Covariance structure analysis revealed that the amounts of both vegetables and fruit consumed were affected by people’s attitudes toward health and safety, while that of vegetables consumed was affected by people’s attitudes toward cooking, and that of fruit consumed was affected by people’s attitudes toward eating with other people. These results suggest that highlighting the healthiness and safety of Fresh Fruits and Vegetables is effective in increasing their consumption, proposing recipes and offering pre-cut vegetables are effective in increasing consumption of vegetables, and spotlighting the enjoyment of eating with others is effective for increasing fruit consumption.

A major characteristic of Japanese agricultural landownership is that farmers own small, geographically scattered plots. To improve productivity and maintain or enhance agricultural production capacity, farmland consolidation is necessary.
Considering the above, this research quantitatively examined by simulation the extent to which plot exchange can consolidate fragmented farmland. Specifically, we propose a collective, centralized approach, based on the top trading cycle algorithm. Also, this research aimed to evaluate the economic impact of agricultural policy such as the irrigation and drainage project, the Conservation Policy of the Land, Water and Environment. Spatial durbin model suggested that the irrigation and drainage project had impacted rural communities by increasing the ratio of area rent-in. And difference in differences estimation indicated that the Conservation Policy of the Land, Water and Environment maintained the common resources in rural communities.

Preceding studies demonstrate that there are two important prerequisites that facilitate land rental in agriculture; one is outmigration of farm labor, and the other is the securement of farmers’ land rights. This is especially true for the counties and/or regions where the farm sector is overemployed and farmland has yet to be privatized. Considering these empirical findings quite tenable, this paper pays special attention to rural shareholding cooperatives (RSCs) that have been established recently in rural China. Our econometric analyses suggest that RSCs play an important role in reducing transaction costs associated with land-use right movements, and thereby encourage land rental/consolidation activities and new entry of non-farm-household entities into farm management. Worthy of emphasis is the fact that RSCs help clarify farmers’ property rights, through which they become better able to transfer their land-use rights without any hesitation.

The aim of this research is to show the measures against common agricultural problems in Asian developed countries in terms of food-system. 1 )We analyzed socioeconomic factors(relative prices and technology) to establish the agricultural recycle system in rural area by microeconomic theory. 2)We showed socioeconomic factors(especially : information )to frame the cooperation between farms and co-op by using transaction cost theory. 3) Consumer evaluated add-value livestock products (especially rice feeding pig) and showed different WTP under some situations. 4)Farmers showed more happiness than non-farmers in rural area by using happiness indicator as the new welfare index .The most important result is to trust building among stakeholders.

Our post-modernity analysis showed that the transition in Japanese food consumption composed of three stages as modern, post-modern, and post-post-modern in post-war periods. Obviously further extension of post-post-modern consumption would require substantial reforms of domestic production and distribution systems. It is concluded that direct transaction between producers and consumers can possibly grow as an alternative food system from our workshop discussion with citizen and field surveys on French and UK experience.

We found that Japanese farmers still hold traditional preferences on “ie” and community, which may hinder the concentration of farmland. On the other hand, certain fraction of farmers is positive in exchanging plots to consolidate fragmented plots.
Farmland Improvement Projects stimulated outsourcing of core machinery works but not purchase or rental of farmland.
Based on a simulation analyses, we found that farmland fragmentation cannot be resolved through voluntary plot-exchange. However, a centralized, collective exchange can achieve nearly perfect farmland consolidation.

本年度は、集落営農の収益配分メカニズムを検討するため、長野県の集落営農組織の実態調査を行った。研究の課題は、次の2点である。第1に、集落営農への参加形態(農地貸付、農作業委託、自作)の選択問題について、如何なるファクターが選択の決定要因となっているか検証することである。分析に用いたデータは、集落営農に参加している農家全戸に行ったアンケート調査である。第2の課題は、集落営農における農家のモラルハザードの問題である。具体的には、JAのカントリーエレベーターから入手した圃場ごとの収量データ(2003年から2007年の5年分)を利用して、集落営農と自作農家の収量を計量経済学的に比較し、生産効率性の差の有無を検証した。分析の結果、第1の課題である、営農組合への参加形態の選択については、世帯員数、世代構成、世帯主の年齢といった家族労働力の賦存状況に規定されていることが明らかとなった。また、第2の課題については、直播、傾斜、圃場面積をコントロールした上でなお、自作農家と比べて、集落営農で管理している圃場の収量水準は有意に低くなっていることが示された。つまり、集落営農における農家のモラルハザードの問題が実証された。これらの分析結果を踏まえて、効率性、公平性の観点から集落営農の収益配分メカニズムについて考察を加えた.この研究の成果は、「集落営農の収益配分メカニズムに関する一考察-農家の参加形態の選択と生産効率性に関する実証研究-」として、2008年3月の日本農業経済学会で報告した。
昨年度からの研究の成果である「畑地の貸借契約の選択と土地改良投資」を2007年11月のTEA(Theoretical and Economics Association)会秋季大会で報告し、学会誌へ投稿した。
また、これまで研究を、博士論文「農地をめぐる取引形態に関する計量経済学的研究」にまとめた。
