This study focuses on the Indian rural indigenous institution called "kaymi", a kind of bonded labor contract between landlord and their labors, which is observed on central Gujarat and surveys its geographical distribution, effect to the low agricultural wage rate and change under the recent economic growth in India. The findings are as follows. 1) The quick survey of 59 random sample villages on central Gujarat shows that the about 50% of the sample villages have kaymi and these villages locates sharply on the same area of the British direct rule villages of British Gujarat period. 2) The agricultural wage rates of these villages are extremely lower than the others as half to one-fifth, and the factor is not their lower labor productivity or the less opportunities of non-agricultural job around the villages but mainly strong bonded-function of kaymi. 3) However in the village in which about 60% of ex-agricultural labors starts to engage in non-agricultural jobs around the villages like factory labor, kaymi has collapsed, these kind of case are very rear and it is obvious that kaymi is still a crucial institution when we discuss about distribution of surplus labors between agriculture and industry sector.

昨年度はこれまでの成果を博士学位論文へまとめることを主眼においた研究活動を行い,またそのなかの2つの章にあたる個別論文を新たに執筆・投稿した。
博士学位論文は平成16年12月6日に,学位申請論文『経済成長下のインドにおける「白い革命」と農村貧困層-酪農生産の制約要因としての農村要素市場構造を中心に-』として京都大学大学院アジア・アフリカ地域研究研究科に提出され,平成17年1月20日にはその公聴会および口頭試問が行われた。個別論文は「インド・グジャラート州における農業労賃の低位性-農村構造と生存リスクからの考察-」を学会誌『アジア研究』へ,また「インドにおける『白い革命』の貧困削減効果-土地なし層による土着水牛飼育に焦点をあてて」を学術誌『アジア経済』へそれぞれ投稿した(両者とも現在査読中)。
インドでは酪農の技術革新である「白い革命(White Revolution)」が農村部貧困層の所得向上に大きな効果があるとされ注目され、貧困削減政策の中核であるIRDPでも,貧困層が乳牛を購入するための資金融資(補助金付き)に多額の予算が費やされ,過去30年にわたり国際的な研究対象ともされてきた。学位論文ではその膨大な研究蓄積の盲点であった農村の実態解明を行ったわけであるが、そこでは貧困層の酪農参入にとっては農村の要素市場構造(飼料市場,農地貸借市場,労働市場,金融市場など)が非常に重要であることがまず示され,さらにカーストを軸に展開される農村の社会関係がこれらの要素市場の機能不全の大きな原因になっているという点が実証された。このように農村の経済構造のみならず社会構造との関連を含めて「白い革命」やIRDPを評価し,その限界を指摘したわけである。
昨年度の研究の最大の成果は,農村要素市場の機能不全をもたらす背景に,カーストを軸としつつ歴史的に展開してきた農地分配構造の不平等,および債務奴隷制度に類似した大農家と貧困層のパトロン・クライアント関係が存在している点を実証したことであり,その結果,単純な経済的考察だけでは実態の把握が困難であることを示したことである。また経済自由化・市場経済化以降のインドにおいてもなお,市場を機能不全にするような農村構造(agrarian structure)が制度として強力に機能していることを示した点は,インド経済や貧困問題の議論に重要な問題提起となるものである。
