The LEADER is an EU initiative to support rural development projects initiated at the local level in order to revitalise rural areas and create jobs. But its evaluation process had rarely been studied. This study focused on evaluation/self-assessment by the LAGs of the LEADER regions as case studies, and we explored best evaluation practices that improve collective learning among various actors involved. We found that regions that put high priority on having discussions at workshops during the evaluation/self-assessment period were successful in improving collective learning. Using evaluation methodology made by the DVS was also found to be useful.

The purpose of this study was to elucidate what social factors lead farmers to engage in environmental conservation agriculture, and to elucidate the methods of motivation other than economic incentives such as environmental payments, and field surveys were conducted in Germany and Japan. In FY 2017~2019, we clarified the policy of promoting environmental agriculture and the support system for organic farming, the program for promoting environmental conservation agriculture, guidance for farmers, the content of training on conversion to organic farming, and the actual situation of advice and guidance of the Chamber of Agriculture. In FY 2020, the new direction of the EU's agri-environmental policy was to integrate cross-compliance and greening, and indicated that farmers have an obligation to comply with the corresponding environmental requirements.

The Common Agricultural Policy of EU promotes the use of the biomass derived from agriculture in order to reduce the greenhouse-gas and to mitigate climate change. Since 2000 generation by the biomass has been extended in rural areas、 supported by the Feed-in Tariff system for the renewable energy and especially in Germany by the biogas-plants managed by local people. This caused production expansion of silage corn and some environmental problems. German government amended the federal law for renewable energy (EEG) and switches from silage corn to the organic wastes as manure、 while Denmark government has been continuously using many sorts of organic wastes not only from individual farms but from food industry.

In Germany over 50% of the total agricultural used land is less-favored, of which 90% is targeted to be excluded and no more LFA because of the EU Commission’s proposal for new area definition. As natural conditions such as the weather or the soil are severe in these areas, a yield is low, other job opportunities and the tourist attractions are poorer, and income level is the lowest, the Bavarian state governments claims against the EU proposal and asks for increase of the allowance. In France, farmers in LFA have received various assistance from governments, not only LFA allowance, but special financial support for young farmers and premiums for extensive livestock breeding. As the governmental assistance for LFA farmers is generally accepted based on national consensus, numbers of people are against EU proposal.

We investigated the management strategy of economic activities contributing to rural diversification and social backgrounds embedding regional economy. Main findings are as follows. (1) In Japanese rural communities where the farmers' markets (FM) locate, Aged shippers have lowered both the level of social activity and that of shipping for FM. On the other hand, some late starters have been active in shipment and have developed wider social network. (2) The practice of diversified economic activities has developed the circulation of regional economy. (3) The Japanese Government introduced a program for agriculture, industry and commerce collaboration. But the agricultural sector is still lack in voluntarily at the stage of collaboration to other sectors. (4) Ireland's local action group (LAG) is based on project management and contributes to the enhancement of new collaborative activities among regional stakeholders. The study focused on community business (CB) in the field of 'food and agriculture', and analyzed two dimensions of CB, one is lead by agri-business, and another is lead by rural community and farmers. The case studies about the former dimension were explored at ethanol producing plants in mid-western USA and at a food company located in China coast-area exporting vegetables to Japan, and showed that both cases have possibilities to be CB by promoting job opportunities in the region. As to the latter dimension, the case studies on farmers' direct selling of agricultural products, rural tourism and rural women's entrepreneurship were explored and showed that all of them are changing into more consumer-oriented and releasing themselves from farmers' side-business to CB or social enterprise.

It is expected that the farmhouse population and agricultural work force of our country will rapidly decrease in future.
