本研究は以下の３つ視点から、若者を中心とする農山村移住の実態、プロセス、課題を総合的に明らかにする計画である。すなわち、①農山村移住は、どの程度、なぜ、どのようにして発生しているのか（人アプローチ）。②移住者はどのように仕事を確保し、それを通じてどのように地域との関係性を持っているのか（なりわいアプローチ）。③農山村移住が頻発する地域はどのような地域であり、また移住を契機として地域はどのように変わっているのか（コミュニティアプローチ）、加えて、④欧州諸国で以前から持続している田園回帰は、上記の視点からすれば、わが国の実態とどのような異同があるのか、差異があるならばそれを生み出す本質は何か（国際比較アプローチ）。そのために、それぞれのアプローチに対応した研究班を設けて研究活動を進めるとともに、総括班（全員）での情報や認識の共有化を進めてきた。
初年度は、主として研究のフレームワークの確認と強化、そして理論的検討のステージとした上で、特に次の内容を実施した。第1に、全員による研究課題の確認等の研究会を行い、田園回帰をめぐる理論の到達点について集中的に討議し、その意義と今後の課題を明らかにした。第2に、人アプローチ班において、総務省の事業として実施されてきた「地域おこし協力隊」のOB・OG隊員に対する独自アンケート調査を行い、その実態や課題を整理した。第3に、なりわいアプローチ班においては旺盛な現地調査を実施し、移住者による起業・継業の実態と課題を明らかにして、既に研究成果を複数公表した。第4に、国際比較アプローチ班は、欧州における田園回帰研究における第一人者と目される英国の研究者からのヒヤリングを行い、主に欧州における田園回帰の現状、また田園回帰をめぐる最新の研究状況を学んだ。
加えて、各班毎に既往研究の整理やデータ収集を進め、次年次以降の研究に資する基礎的な活動を実施した。 -

A normative analysis on the agricultural policy system in Japan

The objective of the research was to identify in a normative way conditions by which Agricultural Policy Systems could develop policies to respond to changes in policy environments. In sum, the research showed that analyzing sub-policy systems would be crucially important to understand the components of an agricultural policy system. The research also revealed that, in addition to meta-policy systems, epistemic communities have played important roles in developing innovative policies in some case studies. It was also found that the ways how policy concepts have been shared by actors could be categorized into three types, which are academics-driven, government-driven and international-organizations driven. The research also implied that actors’ sharing policy concepts could influence the sustainability of the policies.

Endogenous development theory, which underpins many rural revitalisation schemes, has been criticised, as the local dynamics of rural areas both in Japan and UK evolve beyond the socio-spatial boundaries of the rural. This study aims to examine the rural realities that diverge from endogenous development theory and redirect rural development strategy and practices. Dialogue between theoretical review on the one hand and case studies in Japan and UK on the other, reveals historical contexts and causalities, as well as new challenges for effectively capturing today's ever-changing rurality. An edited book with research findings will be published in 2017.

In this research, we discussed the function, characters and conditions for development of "small autonomy" (regional autonomy organizations) in rural areas. In detail activities, the characters common to these organization can be arranged as follows : (1) the activities are comprehensive with economical activities, such as managing shops and making local products. (2) those organizations maintain the mutually supplementing relation with the conventional communities of territorial bond. They are conscious that the communities act the part of conventional "defensive autonomous activity" and the Promoting Association acts the part of new "aggressive autonomous activity".
But these are private organizations or NPO corporations. NPO corporation is not proper by nature as a frame for the organization of territorial bond closed in a region. Therefore we must attack a problem of institutionalization of "small autonomy". -
A Study for effect of the Rural Policy in Japan especially The System of Direct Payment of Subsidies to Farmers in Hilly and Mountainous Areas

I arraigned the data which were necessary for analysis for effect of the policy ; The System of Direct Payment of Subsidies to Farmers in Hilly and Mountainous Areas. As a result of having analyzed the data, the first purpose of the policy ; to maintenance of the condition for disadvantage farmland and prevention to be abandoned was achieved. And the second purpose of the policy ; to strengthen the ties of rural community was also achieved. And furthermore, as a result of having compared with other forestry and fishery policy, I found the common point with The System of Direct Payment of Subsidies to Fishers in isolated islands especially the operating the policy in rural and fishing areas.

The study focused on community business (CB) in the field of 'food and agriculture', and analyzed two dimensions of CB, one is lead by agri-business, and another is lead by rural community and farmers. The case studies about the former dimension were explored at ethanol producing plants in mid-western USA and at a food company located in China coast-area exporting vegetables to Japan, and showed that both cases have possibilities to be CB by promoting job opportunities in the region. As to the latter dimension, the case studies on farmers' direct selling of agricultural products, rural tourism and rural women's entrepreneurship were explored and showed that all of them are changing into more consumer-oriented and releasing themselves from farmers' side-business to CB or social enterprise.

The structure and policy of fragile communities in hilly and mountainous areas

Rural communities (shuraku) has come to be focused on the discussion about the agricultural policies and the rural policies in hilly and mountainous areas. But the research is not making good progress on the community itself. There are extremely few researches that analyze what characteristics the communities have and how they are changing.
This research catches the dynamics and the present state of fragile communities in hilly and mountainous areas
The conclusions are as follows :
1.It is confirmed according to the statistics that the degradation of "inhabitant, land and community" is going on. Especially there is seen recently a new tendency of extinct communities.
2.The activity in a hamlet is dependent on the population. Especially the population from 30 to 64 years old (the primary-age population) relates closely to the vitality in a hamlet. One of the problems caused is that activities related especially to agricultural production become depressing in the hamlets where the primary-population has decreased considerably due to population drain to urban areas.
3.In short, the policies of fragile communities in hilly and mountainous areas should target at the "small-scale hamlets" of low-rate prime-population. -
Comparative study on Changes of rural Canada and Japan under the economic growth and globalization

We started the project to make proposal for policy measures for rural revitalization in 2000. We finished the project in March 2004, and our main activities and observations are as follows.
Main activities:
Japanese researchers participated in Spring Workshop in Canada in every years. We had field surveys in Canada and Japan. Japanese participated in Autumn Conference in Canada and Canadian participated in Tokyo Conference every years. We exchanged rural leaders in 2002 from Japan and in 2003 from Canada. We printed a report on Comparative study on Changes of rural Canada and Japan under the economic growth and globalization

Main academic results through the comparative studies:
In Japan there are strains because of rapid economic development in rural Japan after 1950. Before the World War II, rural Japan was completely under the traditional economy and society. In both countries the Rural governance are under restructuring, and there are big expectation to revitalization through Volunteer activities. In rural Japan people are thinking rural revitalization through reorganizing local assets, on the contrary in rural Canada people are searching the way independent to local assets. -
The economic analysis on structure and functions of rural communities in hilly and mountainous areas

The subject of this research is to make clear the present structure and functions of rural communities (shuraku) in hilly and mountainous areas, the less favored areas in Japanese agriculture, and also the problems of the new policy applied to those areas. The conclusion is as follows.
1. In the hilly and mountainous areas, especially in and around the Western Japan there are brought about such problems as depopulated areas, ruined agricultural lands and difficulties in maintaining communities.
2. Marginal communities, whose community function have become too weak to hold even a community meeting, are coming up.
3. Looking back on the past policies for the hilly and mountainous areas, cares were not paid enough. But the reflection on these problems resulted in the establishment of the new basic law on food, agriculture and rural areas and there will be into effect in this chance the direct payments to hilly and mountainous areas.
4. Although we should estimate these policies as epoch making, there are also problems. So comprehensive measures, therefore, are required in particular for marginal communities of hilly and mountainous areas in addition to the direct payments. -

At the close end of 20th century there arise four types of new agricultural enterprises in addition to the traditional family farms in Japan. They all are agricultural production legal persons, whose first type is the group of companies or cooperative corporations of a different sort, the second type special legal person of village farming, the third type company of a different sort under direct investment and control of agricultural cooperative, the fourth type public corporation for agriculture of cities, towns and villages.
The characteristics of these enterprises are as follows ;
1. They all are relatively bigger enterprises than the family farms as to number of labour forces and scale of farms. They have the functions of complimentarity and substitution of family farms.
2. They organize the cooperation and division of labour, and therefore realize the high labour productivity on the one hand, sustainability of farm on the other hand.
3. They have mainly a character of enlarged family farm as to the roil of labour forces, which are expected to play the part of labourer and manager.
4. They have commonly the character of commercial enterprises on the one hand, but are under the control of villages, agricultural cooperatives and local government.
The reorganization process of Japanese agriculture into the 2lst century can be described as follows.
First course is enterprising development of many family farms, and the company stands at the summit of this course.
Second course is also enterprising development of such new types of agricultural production legal persons accompanying with the complimentarity and substitution of family farms.
These courses mean in other words the reexperience process of experiment of socialist agriculture, which has aimed at overcoming the limit of family farm productivity under the conditions of lower productivity level, under the higher productivity level of today and future. -
中山間地帯における地域マネージメントの機能に関する実証的研究

過疎化・高齢化の進行が進む中山間地帯の一部では、従来の集落をベースとした住民自治による内発的発展が著しく低下しつつある。そのような実態に対して、地方自治体や農協が専任の地域農業マネージャーを雇用し、中山間地帯の農業再編の基礎づくりに取り組んでいる事例も生まれている。本研究においては、そのような事例地域における地域農業マネージメントの諸機能を把握し、中山間地帯の地域農業・地域社会の維持・発展に果たす意義を理論的に製序することを課題とした。福井県、広島県、大分県の中山間地域におけるヒヤリング調査によって明らなったことは次の諸点である。
1.中山間地域における地域マネージメントとして求められる機能は、農業生産活動を含めた地域住民の生活(暮らし)をトータルにとらえて振興するという、「暮らし」の視点からの総合的な領域に関するマネージメントである。
2.そのマネージメントにおける農業領域の内容にかかわっては、農業生産の担い手、それを支える組織、そして生産物にかかわる創造的なマネージメント(人づくり、組織づくり、売れる物づくり)が求められている。
3.このような広領域で多角的な「地域マネージメント」機能を発揮する人材の確保・育成が、多くの地域で課題となっている。
4.従来の地域(農業)マネージメントは、農協によって担われる実態や、また農協が担うべきであるとする議論が多かったが、しかし現在の中山間地域で求められるマネージメント機能は、先述のように広領域で創造的機能が求められ、そのために現状の農協の体制では、この「地域マネージメント」機能の機動的な発揮には困難が大きい場合が多い。そして、それへの新たな対応策として、「農業公社」等の第三セクターを、その機能発揮の主体として位置づけるという試みが見られる。 -
中山間地域における自治体農政に関する実証的研究

過疎化・高齢化が著しい中山間地域においては、従来集落による自治的・内発的な機能としてあった地域社会・地域農業の振興機能が弱体化し、地方自治体によるその機能の代替的な発揮が期待される状況に至っている。本研究では、そのような状況下にある中山間地域の自治体の農政活動(地域農政の理念、体系、範囲、自治体他部局との連携、農業団体との連携)に焦点をあてた実態調査を通じて、中山間地域の実態に応じた地域農業・地域社会の振興機能の発揮のあり方を明らかにすることを課題とした。典型地域である西日本の3府県(京都府、徳島県、山口県)の実態調査等によって明らかになったことは、次の諸点である。
1.集落を単位とする地域活性化、地域農業振興のための活動は、集落の世帯(農家)戸数の縮小にともない著しく低下するという実態が一般的に確認しうること。
2.それに対応する自治体農政の役割として、農業生産活動を含めた地域住民の生活(暮らし)をトータルにとらえて振興するという、従来の自治体農政の理念や範囲とは異なる、生活(暮らし)の視点からの「地域マネージメント」が強く求められていること。
3.「地域マネージメント」機能を発揮する人材の確保・育成が、自治体農政の主体的課題であるが、それを実現するためには、新たな地方財政措置が求められていること。
4.また、現状の自治体農政の体制では、この「地域マネージメント」機能の機動的な発揮には困難が大きい場合が多く、そのため、新たな動向として、「農業公社」等の第三セクターを、その機能発揮の主体として設置するという試みが見られたこと。そして、そこにおける実践が、この課題に多くの教訓を生み出していること。 -
Significance and Limit of Family Farm in the organized Society --Perspective of management organization in Japanese Agriculture

Family Farms are not easily adaptable to the highly developed and organized industrial society, partly because of the less ability to realize such characters of the organization in modern society as follows. 1.organization which pursues the innovation. 2.organization which realizes the specialization and diversification through division of labor. 3.organization which ensures the high quality of labor life. 4.organization which gives its members inclination to belong to the organization. There is also a big difference between the agriculture and manufacturing industry with regard to the possibility of acquirement of profit or income. But we should not explain the reason for the inactivity of agriculture through this less possibility,because there are many family farms which show activity in business and realize high profit and income. They have capacity to overcome the handicaps of agriculture or find the merits in family business an such. On this point of view we should not deny the significance of family farms and it is necessary to take measures for family farms to have the equal conditions of concurrence to company business. But on the other hand agricultural business should grow up from mere calling to enterprise in industrial society. In order to encourage this development such problems must be examined as the future agricultural business and management system, scale and competitive ability of farm management,inheritance system of farms and the propriety of new entry of company into agriculture.

(]SY.encircled1.[) The world market of farm products as a whole has faced with relative surplus. However, some countries have had problems of surplus and some countries have suffered from problems of deficit. So the subiects of the agricultural policy reform in each country are different according to the problem by which each country has benn confronted.
(]SY.encircled2.[) The developed countries of the West World have been confronted by the problem of surplus of farm products which was caused by the policies for increasing farm products. These policies have been mainty adopled as the counter actions against the food crisis in the beginning of 1970's. Price support policies which follow the policies for inceasing farm products have leaded the financial difficulties in the era of lowgrowth-economy. EC and US have been adopting the new policies so called "decoupling" which cut the linkage of production policies and income policies for farmers. But these countries have been strengthening the subsidy policies to win the race of export of farm products and they have not yet reached agreement on making the new rule for the international trade of farm products in GATT negotiations.
(]SY.encircled3.[) Most of the socialist countries have overcome the hunger problem by securing the absolutely needed supply of food. But these countries have been suffering from the relative hunger. Because these countries have been achieving the higher income level and the demand for meat and milk products is in creasing gradually and they are confronted by the deficit of feed grain. They are not able to import feed grain enough because of the deficiency of foreign goods. So they are expected to reform the farm structure and to increase farm products. Under these conditions China and USSR have been trying to promote the agricultural policy reform.
(]SY.encircled4.[) Japan has also been promoting the agricultural policy reform since 1987 mainly because of improving financial difficulties. The main subjects of reform are the adjustment for import policy of farm products, food conlrolled policy, production controlled policy and farm structure policy. Japan has suffered from the lowest self sufficiency rate of foods against the high rate in other developed countries of the West World. So food importing countries which are confronted by extremely low self sufficiency rate like Japan are expected to promote the agricultural policy reform based on the philosophy that the policy of supporting and maintaining agricultural production is most important issue in these countries for the future of the people and the world.
