  • Migration of the Second Baby Boomers within the Tokyo Metropolitan Area: Focus on the Alumni of X University Reviewed

This paper examines the characteristics of the second baby boomers' migration within the Tokyo metropolitan area and determines the factors that characterize their intra-metropolitan migration. The study is based on a questionnaire survey that was conducted with the alumni of X University as participants. This university is a large private university located in the Tokyo metropolitan area. Unlike the parental generation, the first baby boomers, a large majority of Japanese second baby boomers, who now live in the Tokyo metropolitan area, were born and raised in the metropolitan area. These second baby boomers do not necessarily leave their parental homes when they enter universities or obtain their first jobs. Women, in particular, tend to live with their parents until they are married. Owing to the tendency to marry late and the decline in birth rate, at the same stage, the composition of second baby boomer families are more diverse than that of first baby boomers. However, like the first baby boomers, the respondents displayed an inclination to become owner-occupiers after marriage. Couples with no children or with one child tend to acquire condominiums a short period after their marriage, whereas couples with two or more children live in detached houses, which they generally acquire after the birth of their second child. These facts indicate that people's housing requirements differ according to the familial status; each family chooses a type of residence that suits its lifestyle. Most of the respondents were born and raised in the Tokyo metropolitan area, and many of them migrated only a short distance; the number of respondents who moved inward within the metropolitan area is almost the same as the number of respondents who moved outward within the area. This indicates that the location of the respondents' residences hardly changes through the course of their lives. Signs that people wished to move back to the downtown area have been observed since the late 1990s. However, compared to the migration of the first baby boomers, that of the second baby boomers apparently had a weaker impact on the spatial structure of the metropolitan area. The first baby boomers' quest for detached houses in the suburbs was evident by the excessive outward migration, which led to the expansion of the peripheries of the metropolitan area. Although Japan's economy has been declining since the burst of the bubble economy in the early 1990s and affordable condominiums are available near the downtown area, many respondents chose to live in the suburban area. One reason for this is the convenient commute: about 40% of male suburban dwellers work in the suburbs. Another reason is that they are inclined to live close to their parents: about 50% of all married couples live within 10 kilometers of the husband's or wife's parents. Since most of the second baby boomers living in the Tokyo metropolitan area have lived in the metropolitan area as children, they are able to live close to their parents.

Centripetal population movements in the Tokyo metropolitan area and changes in the supply of condominiums since the latter half of the 1990s have been reported. Hence, this study aimed to clarify the demographics of the residents of those condominiums and to examine changes in housing acquisitions in recent years. An analysis of questionnaires administered to residents revealed various family types, including not only small family units such as singles and “double-income, no kids” partners, but also families with small children, who were believed typically to move to the suburbs, and older families who had moved away from the suburbs. Each family type had reasons unique to the life stage in which they moved; however, commonalities in behavior to minimize social risk can be inferred. The opportunities to obtain suitable housing become similar to ascending the career ladder in this era when employment and income stability have decreased.

Administrators concerned with aging and social gerontologists share a growing interest in so-called"familiar areas", that is, places where the elderly have been living for a long time and have prolonged social relations. Government policies now aim to provide social services based on this concept. However, there is no clear definition of the concept of"familiar areas". For example, there is little awareness of the following points: 1) What is the spatial range of the "familiar area"?; 2) What is the basis for this new expectation that the elderly should live and be cared for in"familiar areas"?; and 3) How will the"familiar area"idea, and the residential preferences of the elderly, change in the future? To clarify these three points, the authors surveyed the spatial range of daily out-of-home activities and social relations of the elderly, which in this research is referred to as life space. Second, the authors asked the elderly whether they expect to continue living in the present place (area). Third, the relationship between the spatial range of the life space and attributes of respondents were examined. For the study area, Koshigaya city, Saitama prefecture, a Tokyo Metropolitan suburb, was selected because of the rapid increase of the elderly there, in combination with great changes in the attributes of the elderly population that appear to be occurring simultaneously. In the survey, a questionnaire for both elderly wives and husbands was employed. The findings can be summarized as follows:(1) In the case of two-thirds of the respondents, the life space of the elderly is limited to the local area, including the neighboring cities as well as Koshigaya City. Others visit with some frequency the remainder of the Tokyo Metropolitan area outside Koshigaya City.(2) Groups with higher academic credentials, professional or clerical careers, and immigration experiences from non metropolitan areas, tend to expand their life space beyond the local area. Therefore, the authors can assume that the changing attributes of the elderly population in the future will be accompanied by an expansion of life space. People who expand their life space beyond the local area tend to develop far fewer connections to their local area. Thus, the authors anticipate a future crisis for the group that lacks local social relations because, as the elderly age, it is difficult to maintain mobility.(3) Although most elderly persons wish to continue to live in the local area, only about a half of those people who moved to the area in their later days indicate an attachment to the new local area. So, there is no denying a growing tendency for the elderly to either lose or even fail to develop an attachment to the local area, raising questions about their commitment to continue living there.(4) Consequently, the approach that the elderly should be cared and supported for in a"familiar area"is considered to be a proper one for government policy. It is important for the realization of this policy, however, that in order for it to be effective it must identify a means of nurturing the social relations between the elderly and the environment in which they dwell.

This paper tries to evaluate the usefulness of the time-geographic approach by analyzing mar-ried women's participation in the labor market and identifying the obstacles which keep married women from working.<br> In section II, after a brief review of key concepts in time geography, we consider the important underlying concepts of time geography at some length. These include: 1) a strong concern with the quality of life and with social welfare, which is reflected in the ensuring of alternatives for the handicapped; 2) a tendency to see people not in the aggregated ones but as individuals; 3) a targe-ted level of analysis upon midway between micro- and macro-scale; and 4) emphasis upon con-straints rather than on demands or preferences.<br> With these characteristics in mind, the daily lives of married women were scrutinized in detail to clarify the obstacles to their participation in the labor market. Data used for the analysis were taken from a space-time budget survey of all household members above fifteen years old living in Shimosuwa Town, Nagano Prefecture (Table 1). In considering the factors affecting married women's labor force participation, our focus is upon the life stage of the housewives, households structure, and private automobile ownership.<br> Married women with infants suffer strong constraints on their daily lives (Fig. 1), which are <br> loosened as children grow up. For example, women with children enough old to be cared for in day nurseries would be able to work from nine in the morning to three in the afternoon, usually on a part-time basis. Escorting children to and from day nursery imposes &ldquo;markers&rdquo; in time geo-graphic language upon the mothers; between these markers a free time &ldquo;window&rdquo; is available(Fig. 2). When children are primary or junior high school pupils, a longer time window is available to their mothers, which enables them to work for a much longer time. Married women in households with no children or with children of high school age or above can easily participate in the labor market (Fig. 5). Cooking and washing dishes on weekdays remain unavoidable household chores, and the residual time tends to be discretionary to the wives. If the family lives with either the husband's or the wife's parents, sometimes these grandparents may help the wives to care for the young children and enable them to work outside the home (Fig. 3). But this does not apply to every household, nor can every extended household get such help from the grand parents (Fig. 4). Therefore, supplying day-long nursery care service or infant care service seems a more effective way to help working women.

The purposes of this paper are to grasp the spatial structure of retail activities in the Tokyo commuting area and to consider its structure from a view point of activity space. In order to delimit the study area where commuting flows to the downtown Tokyo are dominant, principal component analysis was applied to commuting flow OD matrix of the Kanto Region.<br> By factor analysis on the geographical matrix of cities by workers of each retailing sectors, three factors were extracted and they were interpreted as "eating and drinking services, " "shopping goods sales" and "convenience goods sales" (Table 1). Cluster analysis was adopted to find seven types of cities in retailing activities (Fig. 2). These seven types were regrouped to three major groups, namely, CBD location group, commercial center location group, and residential area location group. The commercial location group is developed along the commuter lines, especially in sub-centers and in suburban centers. The residential location group forms three concentric zones (Figs. 3 and 4).<br> The concept of "wedge shaped activity space" is based on consumer behavior and space cognition. It is useful to explain the spatial structure of retail activity in areas where coreoriented preference of inhabitants is quite notable. The metropolitan dominance in retailing and superiority of intervening opportunities on traffic link nodes were recognized.

In rapid economic growth period of post-W.W.II Japan, many youngsters migrated to metropolitan areas abundant in various jobs. They afterwards moved their dwellings within metropolitan areas and some of them returned to their home prefectures (that is 'U-turn' migration).
These processes, however, has not been satisfactory clarified mainly due to a lack of migration history data. In this study we conducted a questionnaire survey and inspected about five thousand migration histories of male graduates from the high schools in Nagano and Miyazaki Prefectures (1956- 1958, 1966-1968 and 1976-1978 graduates). The principal results of analyses are summarized as follows.
First, the rate of U-turn migration from the three largest metropolitan areas to Nagano and Miyazaki was progressively higher for the younger generation. Most U-turn migrants returned to the municipality where they had grown up in the cases of the two prefectures. And this tendency becoming gradually stronger for the younger generation.
Next, we proved that the birthplace of a man's wife was a key factor to decide in favor of U-turn migration, although this decision was also affected by his educational background and whether he is the eldest son or not.
In terms of the timing of the U-turn movement with a job change, it was revealed that the majority of the migrants returned to their birthplaces within five to eight years after their first getting job. Therefore, we can conclude that U-turn migration is an option that young migrants from rural regions may choose at the first turning point in their careers, without severe restriction on occupation or residence.
