Interviews and a national survey were conducted to make clear conditions for settling a new service supporting community problem-solving in public libraries. The results are as follows : 1. A new service actually consists of a set of multiple services. Each library put different emphases in component services with the result that a variety of services are provided by different libraries under the same service. 2. Librarians generally accept varieties of services, while they are persistently reluctant to work more due to the introduction of a new service. 3. Therefore it is crucial for its success to get understanding and participation of the staff as well as to give them opportunities to acquire skills necessary to implement the service. 4. It is effective for the development of a new service to cooperate with relevant organizations.

The purpose of this study was to investigate effective ways of providing business information service in Japanese public libraries based upon the examination of its effects on local civic and corporate activities in business. The effects of service were explicated by carrying out two research tasks: 1. to get theoretical ideas about the effects which such public mechanisms for providing information as public libraries and advice agencies can have through their services, and 2. to apply ideas to business information service in public libraries, to examine them empirically by the observation of the service and through interviews with librarians and users, and finally to refine ideas about the effects of business information service based upon results of theoretical as well as empirical investigations. First ideas about the effects were examined, while a series of field trips were conducted to 23 public libraries which were providing business information service. Then semi-structured interviews were had to users of the service and librarians in charge in four public libraries. The results of the user interviews indicated two kinds of effects: 1. satisfaction with the service just provided, and 2. perception of usefulness formed by the accumulated use experiences, images of the public libraries in general and the service in particular, and availability of alternative information services. Conditions for success in the management of the service were indicated through the interviews with librarians in charge of the service.

To investigate innovative library services for learning and teaching, we visited several reserch universities(University of Washington, Harvard University, Cornell University, UCLA), comprehensive universities(Wayen State University, California State University at Long Beach) and liberarl arts colleges (Oxidential College, Regis University) in the United States, and conducted interviews with chief librarians of these universities and colleges in March/September 2001 and March 2002. Reports on the ovearsea research are in the process of being written, based on the materials and information gathered. A survey on the role of library in academic reformations was carried on Japanese university and college libraries in February Questionnaires sent to 629 academic libraries, which fall into four divisions: impact of academic reformations on libraries, library services for learning and treaching, digital library services and information resource policies on campus. 470 questionnaires(74.7%) were returned, and opinions and suggestions on future of academic library services were offered from many college and university libraries.
