食品公害問題を含む公害問題を制度・政策的な視点から分析考察するために環境制御システム論の理論解釈を水俣病問題を事例にまずは行った。公害問題が中枢的政策課題となったとしても、その政策を検証することは必要である。その政策が効果的でなければ、あるいは解決ができなければ、その段階は課題の中枢化までいかずに副次的課題の段階であると認識できる。その問題の中枢的諸課題とは何か常に検討する必要がある。
他方で油症患者の受容克服過程の分析をするために、リスク論に依拠し「主観化」と「主体化」という言葉を鍵概念として概念の精緻化を行った。水俣病の場合はリスク認知が高いが故に患者として認定されることを避けて人々は潜在化した。油症の場合はリスク認知が低いからこそ、リスクそのものがわからないことにより結果的に人々は意図せずに潜在化した。水俣病の場合は既知リスクによる回避行動としての潜在化であり、油症の場合はリスクがよくわかっていないからこその意図せざる潜在化であった。そのため、まずはそのリスクを自分ごととして受け止めることが必要であり、それを「主観化」とした。つまりPCB・ダイオキシン類とそれがもたらす油症の被害が自分の身体的実感（体調の悪さ等）につながることが主観化である。世代を超えた害をもたらす化学物質の場合、当事者たちの現実のプロセスから学ぶことは重要である。そのため２世(親＝１世が幼少時、汚染油を食した後、結婚して生まれた子どもたちで汚染油は食していない世代)にも着目した。水俣病患者であれば当事者たちは申請行為・提訴をするなどの克服行為をとる。それら克服行為を「主体化」とした。
カネミ油症の被害者においては水俣病患者とは違い地域集積性や病像が得られにくいため、「受容」のためには油症ということに関しての「主観化」が必要であり、さらに克服過程においては「主体化」が行われていたことが確認された。 -

In being inherent that the concept of Drug-Induced Sufferings (DISs) extremely depended on the context of Japan, we clarified the issue of HIV/AIDS from a comparison with the U.K. that Japan and an initial condition were near in a central example. We add it to a function to let thalidomide and SMON, the victims of the different issue such as the hepatitis be joint as "DISs victim", and there is the characteristic at a point promoting "the cutting apart" with the conventional solidarity such as hemophilia or the handicap that are an underlying disease. Furthermore, we could point out the point where the concept of DIS was shown from the social background of the environmental pollution suit campaign, and it was a future research problem.

The first purpose of this presentation is to describe the outline of rice oil contamination and health damage cases that occurred in Taiwan(Taiwan Yucheng) and in Japan (Kanemi Yusho) and subsequent sufferers’ and supporters’ movements.
The second purpose is to analyze the relationship between the nature of sufferings, roles of sufferers’ and supporters’ movements, and development of policies for relief of sufferers.
To conclude, we ascertained the succession of the events, the occurrence of the poisoning, establishment of the supportive organizations, the effort to find latent sufferers, and establishment of movements for construction of relief policies. There have been difficulties to surface the sufferings. We also ascertained that movements played an important role to prompt the latent sufferings to surface and to construct new institutions. -

Environmental risk perception have been discussed with the purpose to persuade the public to accept newly introduced technologies, for example. However, after the Fukushima nuclear disaster changed the risk discussion into how we can utilize the concept avoid or lessen radioactive and other risks. For that purpose, individual risk perception must be constructed as socially defined framing such as environmental justice concerning distributive equity of risks.
In this research, we hypothetically categorize environmental risks into three types; already-known, uncertain, and catastrophic. And we conducted qualitative and quantitative research primarily in Japan, Taiwan, and South Korea, concerning how and why they are perceived as socially problematic risks and what sort of policy principles are necessary. -

With respect to the compatible Yusho issues both in Japan and Taiwan, we conducted a sociological research on their damage structure and relief systems. Little has been known so far in Japan regarding sociological aspects on Taiwan Yusho. Therefore, we begun to make our direct contact with actors/actresses in Taiwan Yusho issues, by drawing the mutual relation map among them.
Regarding Japanese Yusho issues so called Kanemi Yusho, we analyzed Yusho policy in Goto city. It was found that the presence of a medical-social worker in Goto city who has been building up a good relationship with victims is crucial to promote/support the coming out of latent victims. In addition, we compared the Yusho related two laws in Japan and Taiwan set in 2012 and 2015 respectively, focusing each contents and constitutional processes. It concluded that there are remarkable differences between two laws about the flaming of ‘damages’. -

As environmental problems not only occur as tangible health damage and environmental destruction but rather as potential environmental risks, this research attempted to analyze environmental risk perception focusing on its disproportionate distribution based on socio-economic inequality and the ways in which environmental risk issues are constructed as rhetoric of environmental movements or principles of environmental policies. Our researches have been conducted as a quantitative opinion survey, qualitative case studies on environmental movements and environmental policies in Asian-Pacific societies with different social background.
