本研究の目的は，児童養護施設や乳児院などの子どもを養育する社会的養護施設や里親家庭において,子ども虐待や不適切養育などによりアタッチメントとトラウマの課題を抱える子どもを共同養育していくために必要な，職員集団および組織のあり方と養育を行う職員集団のチームワークを形成するための介入方法について検討することである。今年度は，コミュニティへのトラウマインフォームどケアを念頭におき，傷つきを抱えた子どもたちを養育するために必要な具体的技術の習得（Let’s Connectプログラム）と，職員集団の形成方法および組織への介入方法について検討を行った。
具体的には，アメリカのコロラド大学Boulder校にResearch Scholarとして赴任し，①トラウマインフォームドケアの実態調査と実践，日本への適用の検討，②アメリカ，コロラド大学Boulder校Institute of Behavioral Scienceが実施しているトラウマインフォームドケアであるLet’s Connectモデルに関する実態調査と介入方法の習得，を行った。Let’s Connectモデルとは，コミュニティを対象としたトラウマインフォームドケアであり，子どもへの具体的なかかわりの技術を習得すると共に，支援者が子どもとの関わりの中で生じる自身の心的状態を内省し，子どもの理解を深め子どもとのつながりを構築，強化することにより，子どものトラウマケアを行っていく点に特徴がある。日本において介入実践を行うために，コロラド大学Institute of Behavioral ScienceにてDr. Fitzgeraldの指導を受けた。またレッツコネクトプログラムの日本版のマニュアルの作成を行い，今後の実践介入の準備を整えると共に，研究挙力施設との実施計画等を整えた。 -
Study on rebuilding of the Clinical Attachment Approach based on the analysis of disciplinary behavior from parents and caregivers to children.

The purpose of this study was to examine how parents (including facility staff, foster parents, etc.) can learn how to raise children without child abuse in Japan, where the right to discipline by parents continues. We examined the way parents think about exercising disciplinary action and the actual situation of disciplinary action. Based on these, we reconstructed the Clinical Attachment Approach (CAA) with the disciplinary right (disciplinary action) of parents in mind. Specifically, 1. Fact-finding survey on the exercise of disciplinary rights by parents, facility staff, and foster parents, and international survey, 2. Refinement of the program by applying the clinical attachment approach 1) Start of parent support named "notification" -process analysis 2) Home visits and scrutiny of parent support programs through outpatient services, 3) Construction of staff support programs for child welfare facilities, etc.

An empirical study of factors leading to child abuse and responses to abuse was conducted to prevent institutional child abuse at facilities caring for children. From the perspective of supporting the providers of assistance, the current study examined factors leading to abuse with a focus on organizational climate and it developed specific intervention tools. Factors and circumstances leading to abuse were ascertained based on quantitative and qualitative analyses of basic studies on abuse. In light of those findings, the Organizational Climate Scale for Child Welfare Facilities was developed, and an organizational climate that dissuades institutional child abuse was identified. In addition, specific methods and organizational systems to prevent institutional child abuse were examined using an action research approach.

This research aims at the construction of a comprehensive mental consultation system which performs effective intervention in the whole organization based on the mental support process to the abused child in an institution as the support method to the personnel who work there with the abused child who lives in the children's home which is increasing rapidly. The mental consultation in a children's home serves as support of job execution of the children's home personnel who bring up an abused child, and functions also as mental support while it is the indirect mental support method to an abused child. As a result of research, by combining two or more methods, an individual, a group, a system, etc. demonstrated the effect more, and committed mental consultation in a mutually complementary fashion, and it was suggested that effective intervention is attained.

1.心理コンサルテーションに関する文献的考察
コンサルティの特質と困難要因を把握することと、進行プロセスについての研究が今後必要であり、日本では実践領域ごとの研究の必要性が明らかとなった。
2.虐待を受けた子どもの援助職への心理コンサルテーションに関する文献的考察
本テーマによる研究は皆無であることがわかった。本テーマに関しては、心理コンサルテーションへのニーズの高さ、問題行動への助言、職員のサポート機能が期待されていることが明らかとなった。
3.虐待を受けた子どもの援助職の特質と困難要因
養育実践上の特質にかかわる困難、虐待を受けた子どもとその援助の特質にかかわる困難、養護システムと環境にかかわる困難が示唆された。これら特質と困難要因を踏まえ、それに対処する心理コンサルテーションの機能を提供することが必要である。
4.目的と機能
職業上・役割上の課題遂行における支援と援助能力の向上が基本的機能であり、それに加えて、個人の変容や内的変化に注目することが、特に重要であることが示唆された。また、特質と困難要因に対応して、必要な具体的機能を明らかにした。
5.モデル
虐待を受けた子どもの援助職への心理コンサルテーションのモデルとしてエンパワーメントモデル、サポートモデル、プロセスモデルを提示した。
6.援助的介入のプロセス
場の把握を踏まえて、その場への介入プロセスと心理コンサルテーションの進行プロセスを整理した。
7.必要性と特徴
心理コンサルテーションの最大の特徴は、個人の内的変容を促す臨床心理技術を用いることで、効果を高め変化を起こしやすくする点にある。そして、援助職支援としてメンタルサポートとエンパワーメント重要であり、それが虐待を受けた子どもへの間接的心理的支援となる。
以上を文献研究に基づき、ヒアリング、施行面接、およびフィールドワークに逐語と場面分析より考察した。 -

1.The understanding of attachment disorder and Attachment Therapy in Japan and the examination about the activity contents of this approach. The technical approach about attachment and trauma leaned to the play therapy and the counseling interviewing in Japan. It was found that Attachment Therapy aiming to reconstruct attachment was not yet fixed to Japan.
2.The comparing Japan with the U.S. by the activity of Attachment Therapy and the introduction of Attachment Therapy in America to Japan. We examined the concept of attachment disorder and the activity of Attachment Therapy with Dr.Levy, T.M. & Mr. M. Orlans in Attachment Treatment & Training Institute in the State of Colorado, Evergreen. As a result, it was suggested that Attachment Therapy contained some viewpoints as follows, the program of developmental support for children, the viewpoint of the family therapy, the reconsideration of the attachment relationship of parents themselves. We hope that the study and training program for the foster parent in Japan will be more examined in the future.
3.The creating of an adaptable helping program by the care workers and the psychological professions for abused children in the child caring facilities and the short therapeutic facilities for children with emotional disorder. We practiced the program based on the idea of Attachment Therapy in the short therapeutic facilities for children with emotional disorder and the child caring facilities. And we examined the validity and the effect of this technique. As a result, we considered that it is important to try this technique as one of many programs in these facilities considering the originality of Japanese facilities. -
