In this study, we investigated the changes in Lots and Land Use in 8 highly aged residential areas (Total number of lots 15478) from the beginning of development. As a result, there were more changes in lots and land-use in the flat lots between the adjacent lots and roads than the lots with difference in elevation. In particular, there was no difference in elevation between each section GL and the frontal road, and there were many changes in lots and land use in the flat lots in two or more directions. In order to examine future land use measures, it is necessary to determine the extent to which there are areas that can be integrated into neighboring land, converted into parking lots, and converted into vegetable gardens, and it has become clear that attention is paid to the housing land development form of each area, which causes the difference in elevation between the front road and adjacent lots.

<p>This paper aims to clarify various issues on the measures to induce residence and urban facilities with the formulating the Location Normalization Plan by municipalities in the initial period after the formulation of the plan through the analysis of a questionnaire to municipalities. As a result, the most numerous cases were such municipalities that target only development in urban facilities induction areas and continue with previous projects. In some municipalities there have already been efforts such as down zoning, reviews of development permission ordinances, and improvement of support measures for designated areas to induce residence. Even in municipalities where the number of population and households is decreasing, it is necessary to designate areas to take support measures for reorganization into the city structure of "Compact Plus Network".</p>

In recent years, issues on vacant homes have become socially serious in Japan, and the number of vacant homes whose owners are unknown or inheritance abandoned is increasing. This paper clarifies issues on vacant homes and municipal measures to survey and cope with owner-unknown homes through the nationwide questionnaire survey to 180 municipalities (Municipality with DID area of 300ha or more) and the case study on Maebashi city that has the experience of using inheritance property manager system to the owner-unknown vacant homes.<br> Regarding the issues on vacant homes survey by municipalities, the trend differed depending on the population size of municipalities, such as the organizational structure, the target area of survey, and the method of grasping the information for contacting each owner.<br> Despite using taxation information on property tax, there were already 14.3% of municipalities that could not grasp the information for contacting the owner more than 10% of the surveyed vacant homes. 76.6% of municipalities that have owner unknown homes, and 72.5% of municipalities have inheritance abandoned homes, but only 15.7% of municipalities have applied the inheritance property manager system.<br> The problems are as follows. The first, it is important to take detailed measures to support for funds and human resources from government and prefecture depending on the scale of each municipality. For example, it is necessary to consider professional support to small municipalities.<br> The second, it is necessary to establish a new system to allow exemption of advance payment when municipalities use inheritance property management system.<br> And finally, we need to clarify concrete countermeasures to unknown-owner homes and inheritance abandoned homes as soon as possible to stop the reduction of tax revenue such as property tax and the deterioration of the living environment.

In recent years, new type advertisement using image devices and advertising from inside to outside on the windows has increased. This research aims to analyze the actual condition and issues of outdoor/indoor advertisement based on landscape plan by the nationwide questionnaire survey. As a result, about 60% of the municipalities had descriptions about standards or guidelines for outdoor advertisement in their landscape plan. About 35% of them replied that new types advertisements were increasing. However, the position of the law is not clarified for indoor advertisements. It is necessary to add the definition of indoor advertisement legally.

This study investigates the current status and issues of public contribution in urban redevelopment projects with high-rise condominiums in central Tokyo from point of views of population recovery, tax revenue effect and tax expenditure, characteristics of public open space, and so on. The results are as follows from the case studies in Chuo, Chiyoda, and Minato wards decided since 2003: 1) Population and tax revenues of three wards increased. Chuo ward issued municipal bonds for provision of elementary school. 2) High-rise condominiums with urban redevelopment projects are higher than the average sales price of condominiums in Tokyo. 3) Public open spaces of offices and commercial buildings tend to be open-minded design, but those of high-rise condominiums tend to be closed and exclusive design.

This study is aimed to clarify the requirements for hospital location and site selection process by the analysis through the trend of hospital relocation and accessibility of public transportation, which is based on hearing and questionnaire surveys to 70 hospitals relocated in the year from 2003 to 2012. The results are as follows: 1) The trend of hospital relocation has no significant change by the revision of the three city development laws. 2) On th requirements for hospital location and site selection processes of hospital relocations, important matters are the distance to the new site from the previous site and the early realization of the relocation. 3) Requirements for hospital location significantly vary with the railway structure of the city where the hospital is located.

This paper clarifies actual condition and problems of 3412 ordinance for industrial facilities in urbanization control area through case studies on Saitama and Aichi prefectures. The results are as follows: 1) Almost areas that are specified by 3412 ordinance for industrial facilities are in the district of the mixed land use of agricultural area and housings area. 2) Under the system of 3412 ordinance for industrial facilities, municipalities may determine the area and application flexibly. 3) It is necessary to strengthen administrative power of prefectural government at least as to the requirements that mention clearly about the acceptable location for land use control in view of regional scale against urban sprawl in urbanization control area.

This paper clarifies the factors of the abolition of the designated zone based on 3411ordinance focusing on Sakai City of Osaka prefecture and Kawagoe City of Saitama where development potential are active. The results are as follows: 1) Agricultural land and forest has decreased rapidly and agricultural environment has deteriorated, because sprawl in suburbs has been accelerated. 2) The mixed land use of agricultural area and new housing area cause various neighborhood frictions. 3) The development ratio of urbanization control area in both cities is greater than that of urbanization area after putting 3411ordinance into effect. 4) Especially, 3411ordinance may have caused the decline of the urbanization area in Kawagoe city. The results imply to improve the development permission system in urbanization control area for depopulation throughout the country.

This paper aims to clarify the effect of living environments improvement system based on citizen proposals focusing on Yokohama-city Machi-bushin project that Yokohama-City made a grant five millions yen per proposal at the maximum to the proposal groups to improve their living environments. As a result, this system made it possible to dig up valuable and flexible proposals which came from each community needs, and to produce the collaborative occasions with all concerned to realize their proposals. But almost proposals hardly possible because of consensus building and so on were not selected even though the proposals may have contributed to the community development. It is necessary to support continuously to realize their proposals and to give guidance to district planning.

This paper aims to analyze the effect and limit of residential development control through the Machizukuriordinance of Kokubunji City that is strengthened the standards by not only delegatory standards by City Planning Act but also independent standards. It is concluded that road improvement and prevention of site subdivision are realized regardless of delegatory standards or independent standards , but tree planting and external wall setback of building are not complied in part because the companies of the housing construction are different from residential land development. It is necessary to add some incentive menu of deregulation as to development standards depending on the regional characteristic for the effective control for residential land development through Machizukuri ordinance.

The purpose of this paper is to clarify the effect of Machidukuri learning for citizens through the questionnaire survey to all over the municipalities from 10,000 people up and interview to characteristic 5 municipalities about the Machidukuri learning seminars for citizens. As a result, there were only 70 seminars in the whole country and small towns didn't hold generally. 30% of these seminars created new groups for Machidukuri. The factors that new groups were created are related to the recruitment method to attend the seminar, support system for Machidukuri activities and communication between students and staff. It is necessary for the municipalities hold the seminars to provide support system for citizen Machidukuri activities.

Local Government Act defines three administrative functions of prefectures over municipalities: the coordination among various stakeholders, the complement to municipal administration and regional administration. This paper aims to analyze the planning process of prefectural master plans for city planning area and the relation between prefectural master plans and municipal master plans in terms of these three functions. We carried out the general review of the planning process by the questionnaire surveys to the prefectures and some case studies. The conclusion is that the coordination and the regional administration by prefectural master plans should be more strengthened and the complement to the municipalities should be decreased in terms of decentralization.

This paper aims to examine how Machizukuri-organizations(MOs) manage building activities inside Community Development Plans(CDPs). Recently there have been growing needs for CDPs in Japan and it is important to find out how MOs play their roles to enforce CDPs. We take Setagaya-ku as advanced case of the CDP proposal system. By making questionnaire and interviewing MOs and the local government, we find out that there are 66 CDPs. MOs have proposed CDPs in 14 cases, and in 11, MOs are still active after plans have made. To support enforcement of CDPs, District plans and Machizukuri-agreements are decided. In building activities managements, MOs take different roles according to contents of CDPs. A good cooperation of MOs and the local government occurs where agreement is effectively defined.

The paper aims to identify the planning effect of "Streetscape Promoting District Planning" and "Inner Row House System" through a case study on the northern district of Noda, the inner city area in Kobe. This coverage ratio (from 0.6 to 0.7). We examined the feasibility of the deregulation systems and the rules of limitation on lot-line fences and railings in the District Planning. It is conclude that the District Planning with deregulation was effective on rebuilding at a lot of small housing sites, but half of the rebuildings with deregulation was found fences and railings on lot-line. It points out that it is necessary to clear the concept of setback space for the District Planning.

It takes a case of recovery from the earthquake disaster in Kobe. It points out that Joint Replacements give improver rents on the rebuildings whose sites are too small or do not net the road contact requirements. They have different subjects according to the lot size. There are some merits in Co-operative Rebuildings at the sites of narrow frontage. This paper aims to identify the changes in the district environment with Joint replacements on recovery from the earthquake disaster through the case studies in Kobe. It is the case of Kobe that many housings are facing difficulties in individual rebuildings, because the sites are too small or the sites do not meet the road contact requirements according to the Building Standard Law. As the results, many joint housings were built with the supports of the Joint replacements. The projects are expected to improve the district environment, especially lot conditions, alley networks, and public open spaces. In this paper, changes of the district environment with Joint replacements were analyzed. It points out that it is necessary for the Joint replacements to have considerations for alley networks to improve the district environment.

The Improvement of the living environment of the block is expected as the result of the improvement of the narrow roads condition in the block, which depends on the setback in the individual site. In this study, through the observation of the change of narrow road condition in Ashiya, the factors the effect the improvement of block condition are discussed concerning the size of the block, road pattern in the block and numbers of the sites on the narrow road. It is clear that the improvement of the block condition is much affected by the way of individual setback and that of the corner site, and it is necessary to have block plan for improvement.

Intussusception of the jejunum after gastrectomy is rare. Therefore, its clinical characteristics are not well known. We report a case of intussusception of the jejunum that occurred 20 years after gastrectomy and assess the clinical characteristics of 28 cases reported in the Japanese literature, along with our case. A 63-year-old female who had a subtotal gastrectomy using the antecolic Billroth II reconstruction approach with a Braun's anastomosis 20 years prior required emergent laparotomy, due to a preoperative diagnosis of small bowel intussusception. The jejunum, located 10-cm distal from the Braun's anastomosis, was intussuscepted in a retrograde fashion into the afferent loop ; since there was no ischemia a repair was possible. Based on the analysis of all 29 patients, the age at intussusception was not different in the various disease groups. However, in patients with an ulcer, duration from gastrectomy to intussusception was longer than in those with cancer. The preoperative diagnosis could be made on abdominal computed tomography in all 29 patients. In 21 patients who had a subtotal gastrectomy, 12 (57%) were reconstructed using the antecolic Billroth II reconstruction approach with a Braun's anastomosis. Twenty-seven of the 29 patients (93%) had a retrograde intussusception. Even if the intussusception was diagnosed early and the laparotomy could be performed, some patients required a resection of the intussuscepted portion. However, in all patients the postoperative course was uneventful and there were no recurrences.

This paper aims to analyze the effect of planning negotiation system as to building activities based on a Machidukuri agreement through a case study on the Fukae district in Kobe as advanced case of planning negotiation system between Machidukuri-organization and developers.
