平成30年度（２年目）は、主たる事例対象であるワーカーズコープの実態分析を、主に社会的困難にある人びとと共に働く取り組みに着目して行った。具体的には、前年度にまとめたアンケート結果を記述統計・クロス集計（SPMI test)を用いて、再度その傾向分析を行った。これらの作業は、研究協力機関である日本労働者協同組合連合会と月１回のペースで定期的に開催した「協同労働研究会」を通して実施し、実務的な観点も加えた「ワーカーズコープで働いている「社会的困難にある人」の特徴」/「共に働く現場の特徴」/「共に働くことへの認識とその影響」/「共に働く現場の変化」/「課題と必要な制度」等について明らかにした。その成果は、中間的就労と協同労働研究会（研究代表：大高研道）報告書（2018年12月）として刊行し、併せて公開研究会（「社会的困難にある人びとと共に働くワーカーズコープの実態調査研究報告」2019年1月19日：明治大学駿河台キャンパス）を実施した。
また、同時並行で実施したフィールド調査（宮城県登米市）では、社会的協同実践が単なる即自的なつながり意識を超えて、より広い視野から自らの実践を社会的文脈に位置付け、協同の価値を再構成するプロセスの自己拡張的学習の展開条件を検討した。その成果は、日本協同組合学会報告（2018年9月）および論文「Reconsidering the meaning of knowledge based on experiences of community-based social education practice in Japan」として近刊予定である。 -

This research project aims to explore the role of social enterprises (work integration social enterprises), which are conceived as a key agent of transition support for socially excluded people, in terms of 'intermediately work' and 'workplace empowerment'. The main tasks are: 1) to discuss the logic of regional construction of a work support system that allows diverse work styles, beyond single-track career assistance such as a transition support to general work; 2) to empirically clarify the conditions and issues of the development of social enterprise practices in creating expanded learning opportunities/spaces to reconsider the meaning of working.

The central objective of this research project is to explore the development condition and potential of the Work Integration Social Enterprise (WISE) for supporting the independence of the socially excluded. The analysis emphasises on the holistic and inclusive approach, which supports the people who has been facing multi-dimensional problems economically and socially, and in particular focuses on the recovering process of the relationships and trust to the others/community. Through the comprehensive research on the Workers' Cooperative movement in Japan, this project aims to establish the theoretical foundation for the study of the linkage between social enterprise discourse and community empowerment.

本研究の目的は、持続可能な地域づくりの方法論であるコミュニティ・キャパシティを高めるために必要な教育、福祉、健康に関する三職種の協同関係の構築の方法戦略と、そのための職員の専門性の内実と養成のカリキュラム、研修方法を開発することにある。
この研究では、社会福祉施設、地域包括支援センター、公民館の協力をしながら、地域づくりの協同実践を行い、小学校区くらいまでの地域のキャパシティを高めるために、具体的なCCD実践の計画化と実践をとおして連携・協同関係構築の方法構築と課題を明らかにしたい。あわせて、職員に求められる専門性の内実と養成のためのカリキュラム、研修方法を開発するとともに、これを国際的連携の中で実装化することを目指す理論的・実践的研究である。
以下の研究成果を公表し、研究成果を発表するとともに、諸外国の研究者とのネットワークを形成した。次年度以降の研究の基盤を構築することができた。

2018年度、本研究プロジェクトでは、第一に、社会的連帯経済を分析する際の視点として、カール・ポランニーの経済学やモースの贈与論に関する研究会を実施し、2月28日には、協同組合学会春季大会の事前研究会として、ポランニー研究の第一人者である若森みどり氏をお招きして、擬制資本（貨幣・土地・労働）の領域で発生する社会的連帯経済にポランニー経済学を適用する際の方法や可能性について議論することができた。また、研究代表者である藤井が、坂本治也編『市民社会論』について検討する市民社会サミットに招待され、新自由主義の展開という文脈において市民社会のレジリエンスを可能にするための戦略として社会的連帯経済の重要性について検討し、社会的連帯経済論に関する理論的フレームワークを整理することができた。
第二に、海外調査としては、英国East London・Birmingham調査において①協同組合におけるコミュニティ・シェアのようにITを用いた新しい参加の形を生み出しているプラットフォーム協同組合の台頭、②社会的企業を正当化する際に重要視されるSocial Value Actの実際の適用方法、③Citizens UKにおけるコミュニティ・オーガナイジングの手法、④コミュニティ・センターにおけるアセット・ベースのコミュニティ開発手法等についてヒアリング調査を実施し、詳細な知見を得ることができた。
第三に、10月にスペイン・ビルバオで開催されたGSEF2018大会とRIPESS理事会に参加することができ、とりわけ連帯経済の国際的なネットワークであるRIPESSからは、社会的連帯経済の運動が、世界社会フォーラム等反グローバリズム運動のうねりの中から生じており、明確な新自由主義への対抗性と地域主義、当事者を基盤とした自治を志向しているということを明確に理解することができた。 -

1.民衆の暮らしの再生産の構造をM.ド・セルトーのの日常性論を参照しながら整理し、安丸良夫の民衆思想史を日常性の再生産に関わる学習論の視点から読み込む可能性を示した。さらに、エンゲストロームの学習論を参照しながら、再生産的学習から拡張的学習に移行する条件としてのダブル・バインドを民衆思想の展開過程に読み取り、その局面での意識変化が生命や自然などの根源的地平にまで及ぶことを主張した。このような地平から再構想された社会として地域社会を位置づけることができるが、それが地域社会教育の学習論の中心に据えられるべきことを主張した。宮崎隆志「暮らしの思想の生成論理」、日本社会教育学会第65回大会プロジェクト研究（台風のため2018年12月22日に振り替え発表）

「地域づくり」は、国際的にも、そして国内的にも重要な政策的課題（「地域創生」政策）である。それは社会教育の政策的課題にもなっている。しかし、「地域づくり」とは何か。「地域づくり」に社会教育はどのように寄与することができるのか。社会教育的アプローチの固有の課題と方法とはどのようなものなのか。こうした諸点は詰められた議論が行われていない。

国内の研究としては、今年度は研究分担者が責任を持つ地域・課題の現地調査を実施して分析に必要な資料・データを収集した。この成果については、日本社会教育学会の東京6月研究集会及び10月の研究大会でプロジェクト研究として報告することができた。これをもとに海外の学会等でも報告し成果を広く公表することができた。次年度は最終年度として研究全体の成果を出版することを計画することができた。 -
Comparative Study on the policy and social conditions underpinning the sustainability of third sector in the UK and Japan

In our study, we clarified the following; first, we found third sector organisations devised the way to provide public service in their own unique way. They produce not only goods and service but also added-value such as community building. Second, in local councils surveyed, front-line officers have been struggling for de facto partnership relationships with third sector organisations in order to reflect social value in public commissioning, even though formal partnership policy had abolished in 2010. This means front-line officers recognise the specific characteristics of third sector organisations. Finally, Local councils in the UK and Japan face the same challenge in the local public service commissioning. We conclude that sustainable partnership between public-third sector depends on how front-line officers exercise their discretion and this is the research task from now on.

The purpose of this research was to clarify the nature of community that enables the self-independence of its members. What we have found are the followings:
1) A community that can emancipate participants is one with a loose coupling among participants and between participants and community. We can call this function Non-determined zone. 2) Essential moments of this function are dispersibility and homology. Dispersibility refers to distributed processes organizing learning, and homology those that provide for the possibilities of sympathizing and synchronizing among independent participating agents. The conditions of making homology relate to the following: reversing dominant values, creating a new culture and the compounded structure of communities of practice. 3) The role of support staff in this space is that of 'editor' rather than designer. Each participant can become a designer of their own life story under such an editor. -

We investigated the social inclusive role of workers collective and workers co-op movement as Japanese WISE(Work Integration Social Enterprise). We revealed some challenges of these Japanese WISEs, that is, the reconstruction of participation concept, the relation between headquarter and business places on the spot, bad conditions of public contract and so on. In addition we compared these Japanese WISEs with Korean WISEs and found similar institutional problems.

We have focused on the following issues in this research.
(1) What are behind difficulties the excluded youth are facing?
(2) How should we design a support system for the excluded youth?
By intensive analyses on support activities and system, we have concluded followings:
(1) In the cases of the excluded youth, almost all cases, communities of which his/her life-world consists are fragmented.
(2) To recover from such structure, a flexible and diverse community produced by supporting organization is essential. It works as a mediation to change his/her life-world and self-schema.
(3) To design supporting system, it is important to begin not from the view points of institution, but totality of his/her life-world. In this way, we can improve "Capability"(A.Sen) in their communities -

Japanese adult and community education system has been systemized as welfare national polity. However, The educational system and governance is getting dysfunctional with the personnel arrangement.
In this research, we proposed the vision for the system of "partnership-type administration", "social governance of adult and community education". Various bodies such as markets or NPO take participate in there and create new public nature as stakeholder playing their original rolls.
