本研究は、ヨーロッパのボトムアップ型農村開発のガバナンスと領域性に着目して分析し、その意義を考察しようとするものである。
事例として、周辺部の農山村としてこれまで多様な政策の対象となってきたアルプス地域を取り上げる。その理由として、アルプスでは、EU、国、州、県、市町村、さらにはアルプス広域地域等の多層的な領域において政策が遂行されていることが挙げられる。さらに、アルプス地域ではEUのボトムアップ型農村開発であるLEADER事業も積極的に実施されているからである。
2021年度は現地調査を予定していたものの、コロナ禍が収束せず安全かつ円滑に調査を実施することが不可能であったため、実施を断念せざるを得なかった。その対応策として、2022年度に改めて調査を実施することを想定して、主にインターネット上の新聞記事や公的機関の情報などから現地の最新情報の収集に努めた。さらに、それらを踏まえて翌年度の調査計画案を検討した。
一方でボトムアップ型農村開発のガバナンスとその領域性についての制度等に関する整理や分析、および理論的検討については各自が進めてきた。EUの共通農業政策（CAP）や、国、州、市町村等による農村開発政策、LEADER事業などについて、報告書や文献等による情報収集や分析を進めるとともに、それらに関連する理論の整理を行った。
さらに、これまで実施してきた現地調査で得られた情報やデータを整理し、その分析を進めた。 -
ヨーロッパにおけるモビリティの増大に伴う農村人口変動と新たなルーラリティの創出

オーストリア・チロル州、ドイツ・ライプツィヒ市、ミュンヘン市、フランス・オーベルニュ地方、スコットランド・ブラックアイル地方において現地調査を行った。
オーストリア・チロル州においては、モビリティ確保を中心とした農村振興政策について、EU、連邦、州、基礎自治体の重層性に注目しつつ、資料を収集した。また、農村移住に対する現地での議論等を、地元紙の新聞記事を収集した。そこでは、モビリティの確保・増大が、農村移住の重要な要件の一つとなっていることが示唆された。フランス農村における移住の展開についてオーベルニュ地方を中心に、南仏農村にかけての移住先進地について調査を行った。ジュラ地域における農村の事例では、移住者の増加は、都市との近接性、静かな環境、低地価、古民家の存在、景観の美しさを背景としていることが明らかとなった。また、スコットランド・ブラックアイル農村におけるモビリティに関連する地域政策、とくに住宅政策についての資料を現地にて収集した。また、事例集落においてカウンシルや地域活動団体に対して、農村移住とコミュニティの現状について聞き取りを行い、農村移住がコミュニティに与える影響を評価した。加えて、ドイツ・ライプツィヒ市およびミュンヘン市において都市住民側のモビリティの動向に関する資料収集と調査を行った。都市住民のモビリティの増大が、農村地域にも及んでいることが示唆された
2020年度以降は、現地調査が不可能となり、日本において、それぞれのフィールドに関する資料を収集し、フィールドにおける収集データとともに分析を主として行った。 -

The purpose of this study was to elucidate the process by which border areas in the EU change with the intensification of human migration, focusing on ethnic minority groups. Specifically, four researchers on geography, cultural anthropology, and history, shared the border regions of Austria with Hungary, Slovenia, the Czech Republic, and Slovakia, aiming to elucidate changes in border regions. In doing so, we focused on the behavior and consciousness of ethnic minorities and the political and social frameworks concerning them and examined the characteristics of the border regions of the EU.

In Tyrol, Austria, one of peripheral areas in Europe, not only seasonal long-stay visitors but also immigrants from foreign nations tends to increase recently. Their activities have been diversified, and the territories of their activities have been enlarged. The increase of visitors has promoted the concentration of commercial and service functions to small centers in Tyrol, and the diversification of activities have been based on the functional diversification of small centers. With those changes in small centers, the landscape of small centers have been gentrified and also standardized.

The purpose of this study is to analyze the process of developing of the cross border cooperation as well as its geographical implications on regional governance and regional formation under the european integration. This study focused on the case of Oberrhein region, especially BioValley Project. Participation of various actors in cooperation transforms the condition of regional governance. Moreover, the process of cross border cooperation can be understood in the proceeding of formulating a cooperation space which creates a new region.

The research results on Rucar, a settlement in Rumania show that rural tourism has been booming since 1990 and the tourism business has been playing a significant role in the development in Rucar. Deforestation still continues, but after drafting of the "Management Plan", the degree of deforestation has been slowing down.
Disparity among residents in terms of living environment is expanding in Rucar. With regard to the residents' evaluation for their living environment, they are highly appreciating the landscape, nature and social solidarity of the settlement, but are concerned about ongoing deforestation and many abandoned pastures.
The research results on Professor Ishirkovo, a settlement in Bulgaria show that the agricultural cooperatives within the settlement are playing a vital role not only in creating jobs and promotion of economic growth but also maintenance and improvement of the residents' living environment. Both the EU and the State Governments have been implementing various settlement development measures, but because of poor administrative functions of the local governments and their heavy financial burdens, those measures have produced fewer results so far.
