    This paper discusses the endogenous development theory in Japan based on the “regions”. It raises contemporary topics by reviewing empirical research in rural geography and by examining some practices in regions. The endogenous development theory has been developed as a social movement theory of municipality. However, since rural areas have been diversified, they should be taken up as places of human development. Therefore the endogenous development theory should be a forum for interdisciplinary research of “regions”.

    2003年度から実施されてきた「緑の雇用事業」の実態研究に関する経過報告である.ここでは長野県における事業の実施状況について報告した.田中県政下では,競争入札制度の導入,土建業者の入札資格付与によって,県の森林整備事業が厳しい競争環境におかれることとなり,既存の林業事業体の経営は不安定化してきている.しかし,そうした中で「緑の雇用」を活用して新たな事業体の成長がみられるなど,地域によっては肯定的な側面も現れてきている.全国一律に実施されている「緑の雇用」の実施段階における都道府県林政のあり方の影響を実証的に示した.

    This paper presents an account of the associations made, in a variety of questionnaire responses, by university students with the term'rural'in the Japanese context. Here, it pays special attention to the discursive process over space and representation, and to the role of language for mediating them, and for producing and reproducing collective meanings of rurality. Thus, the respondents were asked to make texts which account for what two words remind them of: No-son (an agricultural village in the literal sense) and Den-en (a paddy field and a garden), both being generally used as referring to physically non-urban areas. The percentage of respondents mentioning key words related to 29 items-landuse, physical and built environment, ways of life, social and cultural features, and so on-is illustrated (Figs. 1 and 2), and the texts themselves are examined, being focussed upon what representation they make with rurality. In conclusions, the component of respondents' representations of the rural contains many aspects of the'rural idyll'or the'rural myth'. In particular, in spite that some point out'problems'around the current rural area, nevertheless, aspects of the (agricultural or industrial) production process are evidently absent from most if not all responses, and instead there are dominant romanticized views of farming and idealization of a (patriarchic) family and/or a village community. Further, there is certainly difference between two sets of imaginary countryside associated with those two words: that in term of Den-en tends to be more idyllic. The authors finally argue that lay discourse of the rural is interrelated to that of the policy of the government and the mass media, which have increasingly tended to be in the post-productivist direction at least from the early 1990s onward.

    Since WWII, the main forestry policy in Japan has been to expand areas of afforestation. However, the forestry related workforce has both declined in number and increased in age, for many young workers have migrated from mountain and forest regions to urban areas following the period of high economic growth in Japan (1955-1973). Caring for forested areas, and especially artificial plantations, is now a very serious problem. In recent years, some reports (notably in Forest Economy) have pointed out the appearance of newcomers to forestry from urban jobs. A change in sense of values on labour exists behind this phenomenon. In this paper, I shall examine the case of the Kashimo village Forest Cooperative with the following question in mind ; What are the regional preconditions of forestry enterprise? What factors have influenced the behavior of the newcomers? What conditions are necessary to keep the newcomers working as forestry workers? Kashimo-village is situated in a hinoki [Chamaecyparis obtusaa] timber producing district, although its Forest Cooperative did not develop until the 1970's, when the sales department began to expand. Based on the profits generated, the Forest Cooperative made the conditions of employment for forestry workers were close to those of urban jobs, and formed a new organization of its directly employed workers. Few village dwellers, however, actively participated in it, because most of them owned, and had to manage their own forest in addition to performing other part-time work (agriculture, carpentry, and house-building, for example). It was therefore necessary for the Forest Cooperative to call upon urban workers. On the other hand, the newcomers-all young bachelors or couples were tired-up with urban jobs and lifestyles (i. e. strongly constrained by human relations and urged to work for enterprise and increasing profits). They were seeking another lifestyle and found it in forestry and rural-dwelling. There are two trends which explain this. Firstly, relief is felt among bachelor groups at not being under a strong administration. Also, couples find welfare for their growing children in rural life accompanied by nature. Despite moving from suburban areas, they encounter few problems. On a day-off, they drive to suburban shopping areas, or local cities. In addition, they generally enjoy their jobs. In conclusion, they will undoubtedly develop forestry skills in the future. Some problems do remain to be faced in the near future in rural life, however. Because of their youth, as their life-cycle moves on, the condition of their lives must change. For young couples, educational problems are bound to appear, whereas for bachelors, they may face the absence of marriage partners in rural areas. Other concerns include rural deprivation, and especially the sparsity of public services, transport, and hospitals. The above matters do not lie within the area of forestry, but extend to the rural situation. It is necessary for a future forest management system to be able to accommodate both newcomers and regional perspectives (such as rural-urban relations) in its scheme.

    There have been iriai-rinya (common forests) in almost all of mountain villages in Japan. They have been owned by each village itself and utilized by almost all of the villagers based on social and cultural norms. Because of its pre-modern ownership system, however, the Japanese government has attempted to redesign it in a modern form since the Meiji Era (1867-1911), that is abolition of the ownership of iriai-rinya and putting it into the category of government-owned forests.The latest efforts done by the Japanese government was the Act for Modernization of Iriai-Rinya (iriai-rinya-kindaika-hou), which was enforced from 1966. In the act, the viewpoint of iriai-rinya was quite different from the previous policies and acts. The ownership of iriai-rinya was regarded as private property by nature. As a result of implementation of the Act, iriai-rinya have been usually divided into many parts owned individualy or shifted to associated ownership and management.During this reorganizing process, regional patterns have occurred, namely, the type of individualization in Northeast Japan and the type of association in Southwest Japan. Some factors indicated in the regional patterns can be summarized as follows;First, historical factors existed behind the regional patterns. Especially, the significance of iriai-rinya differed according to the implementation of to previous different policies on iriai-rinya.Second, administrative factors existed. The attitude of each prefecture toward iriai-rinya has strongly effected the reorganizing process.In this paper, however, it is argued that iriai-rinya have been scarcely reorganized by implementation of the Act in many metropolitan-neighboring mountain villages, although it has been done in other categories of mountain villages. With regard to this argument, previous research seems to have been hypothetical or general, but not empirical.Therefore, this paper aims to analyze the reorganizing process of iriai-rinya in two villages of Fujioka municipality, Aichi Prefecture, as a case of mountain villages neighboring to metropolitan areas, putting the focus on regional factors concerned with the implementation of the Act. The comparison between two villages is adopted as the main methodology, that is, one is a village authorized by the Act and the unauthorized village is the other.The results are summarized as follows:First, both villages planned to establish an association for forest management, that is, in both villages, there was intent to continue the collective forest-use by the implementation of the Act.Second, the previous mode of forest-use, however, was different. Furthermore, the prefecture government policy was to determine the type of reoganization owing to the previous mode of forest-use.Third, therefore, the Act was scarcely implemented, when the policy of the prefecture government as did not agree with the intent of a village. In other words, administrative factors could effect the type of reorganization.Fourth, the eventual determinant factor in the implementation of the Act was correspondence between the planning of the forest-use and the spirit of the Act. The reasons for disapproval, for example, wore that there had been alternative land-use planning, such as construction for leisure industry.From these facts, the following can be argued, that the inhabitants have intended to maintain the traditional mode of forest-use and ownership system, as ever, while the mode of urban land-use has invaded mountain villages. This is also supported by the fact that they have recognized the significance of forest management organization in conservation of the local living environment.

    本研究は以下の3つ視点から、若者を中心とする農山村移住の実態、プロセス、課題を総合的に明らかにする計画である。すなわち、①農山村移住は、どの程度、なぜ、どのようにして発生しているのか(人アプローチ)。②移住者はどのように仕事を確保し、それを通じてどのように地域との関係性を持っているのか(なりわいアプローチ)。③農山村移住が頻発する地域はどのような地域であり、また移住を契機として地域はどのように変わっているのか(コミュニティアプローチ)、加えて、④欧州諸国で以前から持続している田園回帰は、上記の視点からすれば、わが国の実態とどのような異同があるのか、差異があるならばそれを生み出す本質は何か(国際比較アプローチ)。そのために、それぞれのアプローチに対応した研究班を設けて研究活動を進めるとともに、総括班(全員)での情報や認識の共有化を進めてきた。
    初年度は、主として研究のフレームワークの確認と強化、そして理論的検討のステージとした上で、特に次の内容を実施した。第1に、全員による研究課題の確認等の研究会を行い、田園回帰をめぐる理論の到達点について集中的に討議し、その意義と今後の課題を明らかにした。第2に、人アプローチ班において、総務省の事業として実施されてきた「地域おこし協力隊」のOB・OG隊員に対する独自アンケート調査を行い、その実態や課題を整理した。第3に、なりわいアプローチ班においては旺盛な現地調査を実施し、移住者による起業・継業の実態と課題を明らかにして、既に研究成果を複数公表した。第4に、国際比較アプローチ班は、欧州における田園回帰研究における第一人者と目される英国の研究者からのヒヤリングを行い、主に欧州における田園回帰の現状、また田園回帰をめぐる最新の研究状況を学んだ。
    加えて、各班毎に既往研究の整理やデータ収集を進め、次年次以降の研究に資する基礎的な活動を実施した。

    In the 21st century, the mountain village area of Japan has undergone drastic changes due to globalization and administrative reforms, and the seriousness of the mountain village problem is recognized. For this reason, this study examined the actual conditions of mountain villages in Japan and their future vision. As a result, (1) large changes were observed in the economic social sphere. In the industry, the entry of companies and the movement of environmental conservation in agriculture and forestry in particular attracted attention, and the sixth industrialization has produced economic results. With regard to communities, the weakening of traditional social capital was recognized along with the formation of newly created local management organization. From these considerations, he pointed out that it is necessary to pay attention to resilience, which is the source of local autonomy.

    4回の共同研究会を実施し、研究分担者間で議論を積み重ねた。第一回研究会は、8月30日に高崎経済大学で開催された東日本入会・山村研究会の際に開催した。中川が「田園回帰とコモンズ化からみた入会林野の位相」と題して基調講演を行ったあと、本研究課題についての進捗状況と分担内容、今年度の研究計画を確認した。第二回研究会は、11月16日に関西大学で打ちあわせを行った。第三回研究会は、12月7-8日に明治大学駿河台校舎で開催し、中川が研究報告を行ない、新潟県村上市(旧朝日村)高根生産森林組合における調査について打ち合わせをした。第四回は、12月21-23日に高根生産森林組合での資料収集活動を行った。第五回研究会は、2月に新潟県村上市で実施予定であったが、新型コロナウィルスのために取りやめになった。
    一方、各自が研究分担にしたがって現地調査をが進めている。藤田は山梨、岡田は岩手を中心とする東北地方の山村で継続的に調査を行っている。中川は2016年度に現地調査を行ったスコットランドのインバネス周辺を再訪し、現況を確認した。西野は兵庫県の査を継続している。寺尾は新潟県村上市における共同研究全体で収集した資料を整理している。
    災害のために中止になった学会や研究会もあり、成果は限られているが、昨年度中に収集した文献資料などを用いて中川は『経済地理学年報』特集号を責任編集し、巻頭に「『関係人口』と大学におけるフィールドワーク教育」を寄せた。また、東日本入会・山村研究会での基調報告の内容を「田園回帰とコモン化からみた入会林野の位相」として会報に発表した。さらにE-JournalGEO誌に共著で「フランス・ジュラ農村にみる移住者の増加と田園生活 ―フランシュ・コンテ地域圏,カンティニ村の事例―」を発表し、『人文地理』では、学会展望「村落」を担当した。そのほか各分担者の成果は別紙のとおりである。

    本研究課題の最終年度を翌年に控え、本年度末に東京の駒澤大学で開催されることになっていた日本地理学会2020年春季学術大会において、シンポジウム「農村変化と地理学―地域運営組織をめぐって」を企画した。本シンポジウムでは研究代表者と研究分担者7名の報告とコメント・総合討論を実施し、集落再編をめぐる農村変化の現状認識に関わる学術的な研究成果をひろく地理学界に公開する予定であったが、新型コロナウイルスの感染拡大により、学術大会が発表予稿に基づく書面開催となり、実質的な議論は持ち越しとなった。コロナ禍は本科研メンバーのフィールド調査のいくつかについて実施を困難としたが、感染拡大までに臨地研究集会を実施できたことにより、上記のシンポジウムにつながる討論は順調に展開された。
    まず7月下旬には鳥取大学コミュニティ・デザイン・ラボにおいて「地域運営組織の地理学的考察」をテーマとして本科研メンバーよるワークショップを実施した。また9月17日から19日まで韓国全羅北道の鎮安で、巡検を中心とした臨地研究集会を実施し、韓国農村で地域振興に取り組んでいる方々との対話を通して、日本と韓国の農村開発の類似と相違に関する認識を深めた。さらに12月には伊豆半島南部の農村開発の実践にかかわる臨地研究集会を実施し、周辺農村が向き合う困難な状況に向きあう現地の方々との交流に立脚した研究討論を行った。
    このほか科研メンバーはそれぞれのフィールド経験を活かした調査研究を着実に進めており、例年のように多数の論著を公開している。

    About the Common forests(iriai-rinya) where the dismantling had been promoted by modernization law(iriai-rinya kindaika- hou), we constructed the database of the village survey Census of 18 prefectures. As a result, we confirmed whether common forests exist or not related to the population trend at the village level . In addition, we reported the result of the field study in Ehime Pref. in the Association of Japanese Geographers (AJG, Mie University) of the autumn of 2017. It was like multilayer, and we clarified the structure of a variety of forestry owners' associations and of the public forest. One of our next subject relates the samples to data analysis. Furthermore, we started a study of Community Landownership and a field work about the cases in Scotland. I reported about it in a poster session in the AJG (Tokyo Gakugei University) of the spring of 2018. We announce these result to official journal of a scientific society sequentially.

    Endogenous development theory, which underpins many rural revitalisation schemes, has been criticised, as the local dynamics of rural areas both in Japan and UK evolve beyond the socio-spatial boundaries of the rural. This study aims to examine the rural realities that diverge from endogenous development theory and redirect rural development strategy and practices. Dialogue between theoretical review on the one hand and case studies in Japan and UK on the other, reveals historical contexts and causalities, as well as new challenges for effectively capturing today's ever-changing rurality. An edited book with research findings will be published in 2017.

    In this research, by rethinking the view of "rural" "sustainable development" with the concept of "regional potential for continuation", clarification of the analysis framework was attained and the actual condition of Rural mountain area was analyzed.
    Regional potential for continuation -- a "rural community at the limit of viability" -- etc. -- it is the concept based on today's situation in which it is apprehensive about continuation of the community around a country.
    While examining anew the meaning of the community continuation which manages broad space, we tried to understand how to have local continuation from a long-term viewpoint, and the present phase by analysis of the case studies.

    The purpose of this paper is to analyze the existence base of non-marginal settlements in mountain villages of modern Japan. "Marginal settlements" which was the coinage of one sociologist gave the impression that all mountain villages will soon collapse. However, the condition of all mountain villages is not marginal settlement. Existence base of non-marginal settlements in mountain villages of modern Japan are as follows. The first factor is improvements to the road and transportation infrastructure to cities that have made much more accessible to inhabitants of the mountain villages. The second factor depends on whether a region can develop and market itself as a vacation resort destination.

    The purpose of this study is to develop a handy "Chemical Vacuum Pump" which evacuates from atmospheric pressure to vacuum. In the first year, the Li based alloys, which were produced by mechanical alloying with Si, Cu and Fe, were investigated. For the case of Li-Fe alloy, powders quickly absorb nitrogen gas. However, the amount of absorbed gas is limited, since Li is consumed by the reducing reaction with ion oxides covering the iron powder surface. In the second year, to improve the efficiency, the mechanical milling of Li with oxides which is more stable than lithium oxides were carried out. Thus, the powders milling with alumina and magnesia showed very active reactivity with nitrogen gas. Especially, Li-alumina alloy can absorb air (nitrogen and oxygen), which has not been reported before. In the last year, we also investigated nitrides. In the case of Li_3N, it also reacts with oxygen gas showing two stage reactions, much higher than with nitrogen gas. The reason of this characteristic is attributable to the phase transition from alpha-Li_3N to beta-Li_3N and the formation of complex of Li-O-N.
    Our study team contains not only human geographers but also professional architects or cultural anthropologist and so on, whose collaboration makes our study very fruitful. We made field research in China and Korea every year. It was very exciting experience for us to make such collaborative field study, which produced our results.
    Our results are listed below:
    1) The most basic character of special structure of China, mainly the nation made of Han ethnic group, is its closedness. In China, especially old urban area, we can easily find its closedness in every house, street and urban community. For example in Beijing, very boons Si-he-yuan (one estate made of four houses) is typical traditional residential style which is closed by thick and high wall, which is a part of one house and has no window on t she, to outer space. And the space which is made from such Si-he-rum style estates is called Hu-tong (a word &Mongolian origin meaning narrow street), is closed by walls of estates on both sides and sometimes by the gate or decorated arch which has its name plate. And the city itself presents the basic closed character in Chinese special structure. Every Chinese city, nominal or administrative status above prefectute, Xian, has city wall around its residential area. Especially its long and thick wall of the capital city Beijing gave foreigners, including Western people, very strong impression of imperial power.
    2) This closedness found in Chinese spatial structure is not equally bind in Korea and Japan. Korean city has city wall, but its size is not so great and not so universal in its country. Japan has no tradition of constructing city wall around its traditional city. And in the structure of everyday living space, Korea and Japan have some common character In urban area they have no closedness as same as Chinese Si-he-yuan. But in the inner structure of living space of every estate or house, Korea is different from Japan.
    3) In East Asia it is said that in ancient times China had strong influence to other regions including Korean peninsula and Japanese islands. So we are inclined to consider that spatial structure or residential style had also its origin in Chinese cultural diffusion. But by our study it is clear that Japan and Korea have their original tradition for making their spatial structure
