コロナ危機に対応したために2021年までの渡航期間に十分な意見交換等ができなかった海外研究協力者と短期で面談するなどして、業績の公表に向けた議論を重ね、その準備をすることを本年度の課題とした。
具体的には、2021年度までに互いの研究上もっともシナジーがある研究者としてベルギー自由大学（2022年10月からKUルーベン大学）のLaura Drechsler氏と、同氏の紹介のもとにベルギー自由大学の個人データ法制研究チームとの議論を行った。Laura Drechsler氏が2022年6月に来日した際に日本の個人情報保護法制の制度改革についての議論を行い、2022年8月に、その内容をもとにした研究上の疑念を、ベルギー自由大学のチームに事前送付し、それをもとに議論を行った。
また、2022年8月の出張では、ドイツにおける研究協力者である弁護士及び行政機関関係者にも同様のインタビューを行い、ドイツにおけるデジタル化と司法警察関係の個人データ保護制度についての実務上の知見を得た。
これらの議論に基づく論考はまだ整理できておらず、2023年度に公開することを目指している。
その他の成果物として、以上の知見も併せて日本における行政上のAI利活用に関する動向調査に関する国際学会提出用の資料を基にした論考を1篇公開したほか、ドイツにおけるコロナ危機の影響をドイツにおける公法学者たちがどのようにとらえたのかを検討するため、学会誌の書評を行った。

This study aimed to identify issues that cross the three areas of consumer law, environmental law, and information law and to design a legal system to respond to these issues to prevent "defect of execution" in which rules do not function properly.
As a result, the roles and problems of consumer groups and the government in the information law were clarified, and the risk in the society which utilizes AI robots as a problem which crosses three fields emerged. As measures to cope with these risks, I clarified the concept of adaptive risk management as a reference, the ideal form of administrative regulations to realize it, and the challenges for the administration to cope with these changes.

This research project analyses mandamus action in new Administrative Case Litigation Act, especially interested in connection with judicial process and administrative process.
From matter in some judicial decisions, comparison of Japanese and German institutional basis, and interviews jurists and officers on cases, I found out the importance and capability of step-by-step approach.The function of mandamus action is orientation which encourage the smooth exacution of administrative process after the judicial decision.
