    This study examines the influence of multi-layered, East Asian sub-regions on the regional order. We found that the East Asian sub-regions have led to the following developments: “change in center-periphery relations from a bottom-up perspective, and obtainment of local governments’ own intentionality”, “revision of national strategies and international relations, and replacement of leading actors”, “relativization of borders, and reconstruction of informal territorialities”. These findings have the following implications.
    First, unlike previous research, which has only analyzed the economic aspects of sub-regions, this study opens a new field by providing clues that can unpack the political functions of subregions. Second, this study sheds light on the non-traditional security functions of sub-regions, which have been overlooked in the mainstream theories (realism, liberalism, and constructivism), and thus provides a new perspective in the research on the East Asian order.

    This study focuses on the importance of the role of regional cross-border cooperation (subregions) in the international order after the Cold War. One of them, the Greater Mekong Subregion(GMS), was linked to the national strategies of neighboring countries, and difficulties as well as areas for cooperation were observed. The research findings show changes in national and local government relations and the involvement of various non-state actors in China, Thailand, Vietnam, and other countries that occurred with the development of the GMS. Consequently, the expansion of a new cross-border public space from the "bottom" has transformed the sovereign state system and the security order, and the changes have been partially confirmed in the GMS.

    The main achievements of this project have been as follows: (1) Through an examination of key concepts --; such as “residents” and “residency” --; as well as international comparison, this research re-examined several fundamental premises of Japanese local government law from their origins. (2) The naïve assumption that changing the institutional system changes the reality has been tacitly accepted under the simple scheme that “centralization is bad” and “decentralization is good”, and this research identifies several conditions enabling a better understanding of the negative points of decentralization and enhancing such reform.Regarding concrete research achievements of this project, in addition to the publications of papers by project members, a total of four booklets to disseminate the research to the public will be published (two are published and the other two will be published by August 2015). Moreover, three edited volumes, will be published in early 2016.

    Le groupe d'etude franco-japonais de droit public, cree en 1997, a la suite de rencontres entre esbseinants-chercheurs francis et japonais a Strasbourg et a Paris, reunite aujourd'hui plus d'une quarantaine de members des deux pays. Il a pour but d'ameliorer la diffuseion mutualle des connaissances des systemes juridiques de la France et du Japon, d'ouvrir un espace aux jeunes churcheurs et d'approfondir les etudes relatives aux problemes du droit public moderne. Il organize annuellement des journee d'etudes en France et au Japon, autour d'un theme permettant a la fois de connaitre le droit de l'Autre et de le comparer avec son proper droit.
    Le theme de l'annee 2004 etait "Le pouvoir juridictionnel dans l'espace public" et ouvert a l'Universite Kogakuin, Kantogakuin, Tohoku et Tohokugakuin. Il y avais, "Professionnalisation et 《non professionnalisation》des organes juridictionnels au Japon", "Organes juridictionnels internationaux at organes juridictionnels nationaux : relations comparees et au Japon", "Contentieux educatifs en milieu scolaire et droits des etudiants", "La Justice en contentieux constitutionnel compare, bilan et perspectives", etc.
    On a publice "Le Nouveau defi de la Constitution Japonaise" par L.G.D.J. (2004) et on va tenter de publier "Le pouvoir juridictionnel dans l'espace public (version japonaise)" par Yushindo au moin de l'annee 2006.

    This project has aimed at analyzing the impact of internationalization symbolized by the establishment of the European Union and regionalization within and beyond national borders in the European society on public law and constitutional theories. The researchers include Japanese and French academics specialized in public law and constitution. The main project areas are: 1) the State and sovereignly facing internationalization and regionalization; 2) intemalization of human rights; 3) local governments facing globalization; 4) globalization and the welfare state; 5) issues concerning minorities.
    Based on our achievements, papers were presented by our members at La Metamorphose de la Constitution, December 14-18, 1999, at the University of Strasbourg, and La societe et les Droits de l'homme au 21eme siecle, March 7-12, 2002, at the University of Kogakuin University of Tokai and University of Kanto Gakuin. Our papers have also been published in Volume 7, the Annual Report of Kogakuin University Institute (Problems of Globalization and Regionalization) and Volume 8 (Report of the Session on Minority Issues), Volume 11, Jurisconsultus Kanto Gakuin University (Universality of Human Rights Theories and Their Contemporary Dimensions), and Volume 33, Tokai Law Review (Issues of Life and Sex). Papers presented in 1999 are scheduled to be published in France. Other related articles are to be published in periodicals of the institutions to which our researchers belong.

    This is a study on the development of the municipal international cooperation(MIC), community-based organization (CBO) and community-based organization initiative (CDI).
    We have been dealing with this matter in this three years to clarify their meanings possibility limits problems.
    This researching team is consisted with seven Japanese members and two foreign scholars. After the research we published the report.
    "Part 1" : Chapter 1 and Chapter 4 are the summary of the research. Chapter 2 and Chapter 3 are report of foreign scholars. "Part 2" : Chapter 5 is the reports on European and Northern American precedents in 1999. Chapter 6 is on Asian precedents in 2000. Chapter 7 touches the Japanese counterpart precedents in the same year. Chapter 8 and 9 are additional research in 2001. The list of f researches is in the end part of this report.
    We could make clear the total image of international cooperation activities of local authorities in the world, and got the fundamental knowledge of our theoretical frame of this area.

    The purpose of the research is comparison and normative future expectation of management of local area by local entities, especially municipalities as newly emerging international actors after the collapse of cold war structure. During the two years research term, we collected materials concerning the topic and analyzed them in the first year, and concentrated in normative and policly studies including hearing from experts in the second year.
    As a results we concluded that plural network by local entities will be one of the most important factors to the future of the area. The right to perform diplomacy by municipalities should be took into consideration is another conclusion.
    Considering the change of nation-states-structure of the world, to make clarification among such concepts as localism, local autonomy and decentralization will be the next topic of our research.
