    The purpose of this study is to examine how content about the global coronavirus (COVID-19) outbreak changed in the Japanese information environment through a comparison of the topics that were prevalent in traditional media and social media. The paper investigated how the topics of information regarding the novel coronavirus (COVID-19) in newspapers and Twitter differed, how the topics in relation to COVID-19 of newspapers and Twitter users changed before and after the WHO pandemic declaration, with the assumptions that topics that are relevant to the central government of Japan are more often found in newspapers, rather than Twitter and topics that are relevant to Japanese families and individuals are more often found in Twitter, rather than newspapers. A total of 10953 newspaper articles and 171,996 tweets before and after the pandemic declaration by the WHO. Instead of employing traditional content analysis methods, this paper analyzed media content through the topicmodels package for R, for classifying the various topics that were prominent before and after the pandemic declaration due to the size of the data accumulated. The analysis of this paper found that Twitter tweets focused more on topics that affect individual or household needs such as medical issues and financial well-being of individuals and families. In contrast newspapers focused more on international topics such as China, U.S. and Europe and topics that involved the government such as the suspension of primary and secondary schools, the economy and the Tokyo Olympic games. Before the pandemic declaration by the WHO, medical topics were found to be prevalent on Twitter whereas newspaper topics were focusing on the Diamond Princess cruise ship quarantine and the current situation in other countries. After the pandemic declaration, Twitter tweets were about medical topics, but were more focused on the lack of medical supplies and future concerns of hospitals being overwhelmed leading to a collapse of the medical system in Japan. Twitter tweets also centered around hopes of support by the government, such as temporary cash payments. Newspapers on the other hand centered around topics of cancelled sports events and government announcements. The findings of this paper suggest during pandemics, mass media may be insufficient in resolving the discontent towards lack of information and suspicion arises towards the government. Twitter might be used for searching information that is not found in mass media such as newspapers as doubt towards the government rises as illustrated in the findings of this analysis.

    In this paper we examine the recent situation of advocacy through game accessibility of video games for people with physical disabilities and its challenges in Japan. We conducted an email survey among the dominant gaming companies in Japan. We discovered that most gaming companies developing games for those with disabilities have actually attempted to provide some consideration to people with disabilities through setting additional special functions such as “easy mode” and “support for visual disabilities”. One out of five companies could be categorized as having successfully developed games based on the concept of specialized assistive technology, and the remaining companies could be categorized as having developed games for disabilities based on the concept of barrier-reducing goods. We also found out that the major Japanese gaming corporations had a tendency not to be active in communicating with the disability communities. Our results might indicate that stronger interaction with the gaming companies is one direct way to enhance further development of games for people with disabilities. In addition to that, considering that games are a significant form of social participation for people with disabilities, more social understanding is required in the Japanese domestic context.

    This paper examines how social media are affecting Japanese civil society organizations, in relation to efficacy and political participation. Using data from the 2017 Japan Interest Group Study survey, we analyzed how the flow of information leads to the political participation of civil society organizations. The total number of respondents (organizations) were 1285 (942 organizations in Tokyo and 343 from Ibaraki). In the analysis of our survey we focused on the data portion related to information behavior and efficacy and investigated the meta-cognition of efficacy in lobbying among civil society organizations in Tokyo and Ibaraki. We found that organizations that use social media were relatively few. However, among the few organizations that use social media, we found that these organizations have a much higher meta-cognition of political efficacy in comparison to those that do not use social media. For instance, social media usage had a higher tendency of having cognition of being able to exert influence upon others.     This study examined activity on the Facebook page "Tsukuba Civic Activities Cyber-Square" operated by the municipal government of Tsukuba with the cooperation of the University of Tsukuba and Intel Corporation. We investigated what elements would direct people interested in civic activities or civil society organizations to participate in this SNS page. This study compared the effectiveness between 1) advertisement campaigns and 2) face-to-face communication for promoting participation in SNSs and subsequent activity through the social network. Through this comparison, we observed that the clicks of the "like" button for the Tsukuba Civic Activities Cyber-Square and the "reach" of the page increased more during the advertisement campaign period. However, this study observed no increase in "actions" during the advertisement campaign period. In contrast, regardless of the number of participants, face-to-face communication facilitated through social events increased the number of "actions" in the Tsukuba Civic Activities Cyber-Square and "actions" increased even more prominently among those that previously clicked the "like" button for the Tsukuba Civic Activities Cyber-Square.

    This paper examines the current state of media literacy education in Japan and re-evaluates the objectives that need to be addressed in media education. This paper also evaluates the possibilities for revitalization of Japanese civil society through media education. A prime objective of media education is to foster a critical "eye" about the media and through that, facilitate empowerment of citizens. Empowerment of citizens through media education is one path for revitalization of Japanese civil society. If empowerment of citizens is to be viewed as the final goal of media education, the following issues need to be additionally addressed as well in Japan: education on Net security and Net privacy issues, the interpretation of shocking images found on the Internet and digital copyrights. Media concentration is also an important issue to be understood through media education.

    Japan's social digital divide is being formed by the following elements: 1) the type of ICT (computers vs. web-enabled cellular phones or PDAs) use, 2) self-efficacy in using ICT, the mindset, and privacy concerns, 3) educational level, 4) age, 5) socio-economic level, 6) strategic (digital) skills, 7) instrumental (digital) skills and ability to bypass technical problems, 8) informational (digital) skills, foreign language faculty and cultural receptiveness. Through examining the result of two surveys, this paper examines how a type of stratification is being formulated - a digital stratification, instead of the current binary concept of the digital divide of "haves and have-nots" of ICT. This construct was initially conceptualized for providing a better understanding of the social digital divide in Japan, however it can be used for investigating the actual conditions of other nations and will be useful in developing systematic strategies for digital inclusion.

    <p>1. The Background This study is based the theories involved in the social construction of reality and the quasi-statistical sense by mass media. Past studies found that people who are exposed to television construct a social reality based on the content of television. Another study found that the amount of television exposure and social reality occured for those who trusted television to be an accurate representation of actual life, and not for those who were skeptical of television. News reports which highlight a specific category of life conducts the social construction of reality through the mass media. News reports aregenerally considered to be an accurate representation of actual life, however, due to the process in reporting news, the objective reality of news is converted into a social reality, therefore, mass media can be inferred to contribute to the social construction of reality among individuals. A possible type of social reality constructed through mass media news can be found in the theory of Spiral of Silence. In this theory, quasi-statistical sense is a factor that is presumed to occur. This ability is suggested to be conducted through the mass media. 2. Purpose A primary objective of this study is to clarify the relationship of mass media news source exposure and credibility leading to a quasi-statistical sense. The independent variables, mass media news source exposure and news source credibility were configured to explain the assessment of distribution of opinion. The dependent variable, quasistatistical sense is configured under the topic of socieconomic conflicts between the U.S. and Japan. With this objective, the following hypothesis was formulated. Hypothesis:Heavy exposure and high source credibility to mass media news sources lead to a higher quasi-statistical sense concerning the mass media news content. 3. Method 570 university freshman and sophomores were randomly selected from three universities in the vicinity of Tokyo in order to homogenize age and other demographical factors. 260 reponses were collected and after screening incomplete results, the resultant number was 244. The questionnaire method was used to gather the date. The questionnaires were administered at three univirsities during the period of April 6 to April 15, 1992. The independent variable of television news source exposure is measured through news program selection and a conversion of each program into minutes. Newspaper exposure is measured through a time scale that is divided every ten minutes. The Gaziano-McGrath Factors were utilized for the items of news source credibility. This item is measured through a live point scale. The items for measuring the assessment of distribution of opinion are based according to the joint survey by NHK and ABC "50th Anniversary of The War between Japan and the United States" in The NHK Monthly Peport on Broadcast Research (1992) For analyzing the data, correlation and multiple regression between the independent and dependent variables was used. 4. Results and Discussion A primary objective of this study was to clarify the relationship of mass media news source exposure and credibility leading to a high quasi-statistical sense. The hypothesis: Heavy exposure and high source credibility to mass media news sources lead to a higher quasi-statistical sense concerning the mass media news content, was supported. Television news source exposure and credibility were highly significant factors leading to quasi-statistical sense. Even though the selected sample was deficient in subjects with heavy exposure to newspaper sources, one can still suggest that the hypothesis can be significantly supported, especialy concerning mass media news source credibility. From the results of this study, one can infer that mass media news source exposure and credibiity are both factors that can be considered as important elements for assessment of opinion</p><p>(View PDF for the rest of the abstract.)</p>
