    With an emphasis on the political aspect of competition policy, the study examines the relational status of the competition authority in the policy network, particularly referring to the case of the Fair Trade Commission of Japan (JFTC). The concept of legitimacy is employed as a key factor in the analysis. JFTC is neither court-based nor ministry-based, formally enjoying strong quasi-judicial power and much independence from other ministries. On the other hand, JFTC has far less legalized legitimacy than its otherwise similar counterpart in Korea, and thus needs more to earn substantial legitimacy to secure its status in the policy network. The reform case in the mid-1970s demonstrated the benefit of the non-ministry framework, but it also shows how difficult it is for JFTC to earn substantial legitimacy. The reform case in the mid-1990s reveals further weaknesses of the current form of governance, which seem to have made it less effective for JFTC to be legitimatized as a powerful entity.

    Following the US and Europe, Japan is now becoming aware of the importance of Corporate Social Responsibility (CSR). In fact, Japan has become the country with the largest number of participants in Global Reporting Initiative (GRI), which is currently the most acknowledged reporting system of CSR in the world. However, the mere number of the participants does not tell much. The Japanese approach to CSR may well differ from the Western approach, given various differences in their socio-economic characteristics. Against this background, two empirical tests are conducted. The identification of the characteristics of the Japanese adopters of GRI Guidelines implies the erosion of the traditional corporate-centered system of that country both from outside and from inside. On the other hand, the manner of adoption is found to be quite different between Japan and the West, which may be a sign of cultural or systematic resistance to total convergence.

    Ten years have passed since the Swedish government widely encouraged its municipalities to marketize their elderly care services. There has been a long-standing discussion on the benefit of marketization during that period, but most of the discussions were developed from the case studies of a limited number of municipalities. With lately available statistics, the present study tries to find some general rules across many different municipalities. Regarding the motives of the municipalities for marketization of elderly care, there is apparently a tendency that municipalities with more bourgeois politicians and a larger size of elderly population are likely to rely more on privately managed service. As for the effect of marketization, it is shown that the cost performance is better in those municipalities allowing the participation of private providers to certain extent than in others. Also, the cost performance seems to have an association with the political representation of municipalities, although somewhat modestly.

    Having been relatively closed to foreign businesses for a long time, Japan is being required to make efforts toward a more open market. Pressure from the United States at the beginning of the 1990s initiated a number of reforms, but how much Japanese competition policy has developed since then is controversial. The present study aims to discuss it with particular focus on relational structures in the policy process, or 'policy network'. The scope of collective action has been reduced as a result of economic internationalization, but the remaining business-government connection seems to have been strong enough to compen-sate for the lack of a comprehensive approach. On top of that, the Fair Trade Commission remains vulnerable to the pressure from politicians and other ministries, despite recent organizational reforms. Those relational stru-ctures are clearly reflected in the current enforcement manner of Japanese competition policy. The policy process toward the removal of holding company prohibition also exhibits the weakness of competition policy authority in the policy network.

    While the recent Big Bang reform fundamentally aims at enhancing market competition in the financial sector, the Japanese competition authority, the Fair Trade Commission (FTC), seems to be rather reluctant to participate in relevant discussions. The present paper focuses on this aspect, relating the FTC痴 reluctance to its traditional close relationship with the Ministry of Finance (MoF). The paper examines the structure of the relationship between the FTC and the MoF, considers its reason on the side of the FTC from Pfeffer and Salancik痴 迭esource Dependence Perspective・ and discusses its effect on the recent 釘ig Bang・ reform. Its main argument is that the FTC ・MoF link is beneficial not only to the MoF but also to the FTC, and that this structure has yet to be changed even after the FTC began to increase its performance.

    The dissolution of traditional cross-stockholdings and the growth of crossborder economic transactions have made Japanese companies more concerned about their relationship with foreign investors. The majority of foreign securities investments come from countries whose official language is English, and many Japanese companies are now beginning to provide corporate information in English on the web. While many companies recognize such a necessity, and appreciate the possible financial opportunities, others are reluctant to use English. This study examines what types of companies use English more on the web, and why. My conclusion is that larger sized companies with a higher degree of internationalization, a higher share of international investors and better financial results are more likely to provide their corporate information in English on the web. According to my e-mail survey, many of the companies who provide their web sites in English seemed to be satisfied with their effort. However, the survey also reveals a number of difficulties that discourage some companies from conducting investor relations using English.

    Japan and the Nordic countries similarly experienced a serious collapse of the Bubble economy in the early 1990s, but the financial recovery of the former is extremely delayed compared with the latter. In Japan, the Ministry of Finance is often accused of this, with the claim that it has acted too arbitrarily. The assumption is that it has held, or had held at least until recently, excessively strong power in the policy-making process, based on the close connection with banks and politicians. However, the close connection between relevant actors may also reduce the scope of their performance. If the policy-making process is conceptualized as the network linking relevant public/ private actors, the Japanese financial authorities are rather seen as trapped into sticky relations with other actors in the network. As suggested in the literature of social network and social learning, too close and too closed connections may deteriorate the learning competence of the actors in the network, partly because their action tends to be restricted and partly because they tend to get less information from outside. This theory seems to be strongly supported by the evidence of Japan and Sweden.

    In 1998, Britain carried out the reform of competition policy legislation, which was the largest in the past twenty-five years. This paper examines the policy-making process leading to that reform and discusses the factors driving the movement. Since the original nationally-specific system was transformed into the more Europe-based system by the reform, it may be natural to look at the progress of European integration and other external changes as the main factors for that policy change. However, one should not ignore the effect of the change in the internal factors, that is, the endogenous development of competition policy officials. The main argument of the proposed paper is that the progress of European integration is important for explaining the domestic policy change in member states, but that we need to take account of the change in the domestic policy-making process as well.
