Profile

Go Shimada is a Professor at Meiji University, Tokyo, Japan. He is also the Editor-in-chief of the Journal of International Development Studies, Founding board member of the Japanese Association for Development Economics (JADE), Executive Director of the Japan Society for International Development Studies (JASID), Board Member of the Japan Association for Human Security Studies (JAHSS), Visiting Scholar at the University of Shizuoka, and an Adjunct Researcher at Waseda University, Tokyo.


He has published and co-edited a number of academic journal articles, books, book chapters, and working papers on industrial policy and poverty issues and disaster and social capital.


Before these, He was an Associate Professor at the University of Shizuoka, Visiting Scholar at Columbia University, First Secretary, Permanent Mission of Japan to the UN, and JICA. He has his Ph.D. from Waseda University and M.A.(with Distinction) from the University of Manchester.


Dr. Shimada is a member of the Board of the Partnership for Economic Policy.

    Much existing research demonstrates the effectiveness of introducing kaizen to developing countries. The Japanese word “kaizen” is commonly translated into English as “continuous improvement” or simply “improvement.” However, its literal translation obscures important connotations that are difficult to translate. This chapter discusses the meaning of kaizen and why this seemingly simple term is challenging to comprehend not only for non-native speakers but also for Japanese readers. This chapter identified three reasons why kaizen is challenging to understand. First, there are two different origins of kaizen. One focuses on quality and productivity, and the other focuses on worker protection. In many cases, people often mix these two and make it difficult to understand. Second, the worker protection aspect of kaizen cannot be transferred directly to other countries as the management–labor relationship is different. Third, as the nature of kaizen is context specific, the entire logic is difficult to grasp. Improving the living standard of developing countries may require supplementing the implementation of the kaizen with additional assistance focused on safeguarding the well-being of workers.

    This paper is a reprint from the International Journal of Disaster Risk Reduction 22: 494-502 (June 2017)

    After a huge natural disaster, what are the factors that make the recovery of the society possible? This paper examines how social capital has worked in the process of recovery and reconstruction in Kobe, Japan, since the Great Hanshin Awaji Earthquake in 1995. After ten years, the population of Kobe returned to its pre-earthquake level. It looks as though the city has recovered well. However, if we look closer, ward-by-ward data gives a different picture. Even if each ward suffered a similar level of damage, some have recovered faster than others. For this reason, this paper looks further into the factors that caused this difference. To analyze these factors, this paper focuses on the tertiary sector within Kobe because there has been a structural shift away from the secondary sector due to the damage caused by the earthquake. Additionally, the tertiary sector accounted for 80% of employment, the most important factor for reconstruction over the mid-and long-term. The paper uses panel data from 1995 to 2010 and employs social capital proxies, such as households where three generations live together and crime rates, to examine the factors of recovery. The empirical analysis found that social capital is the factor that generates more jobs in the tertiary sector, thus, the factor that created the differences in the pattern of recovery among wards. The findings indicate the ways recovery can be made faster after future natural disasters so as to create resilient societies.

    1. 戦後、アメリカがヨーロッパへのマーシャル・プラン、そして対日援助でカイゼンをその援助の中心にしていたことはあまり知られていない。どうしてアメリカはそんな戦略をとったのだろうか?
    2. カイゼンのモデルである日本の会社といえば、社長と社員が同じ食堂で食事をし、労使が対立ではなく協調しているというのが一般的な日本の会社に対するイメージだろう。しかし、実はそれは高度経済成長期に入ってからのことであり、それ以前はそうではなかった。ではどうして家族的な日本企業モデルが出来上がったのだろうか。
    3. カイゼンは実は国内でもなかなか簡単に導入ができない(日本郵政の失敗事例など)。そんな中、JICAのカイゼンの援助は定量的にみて効果をあげているのだろうか?

    On Aug. 29, 2019, JICA Research Institute (JICA-RI) hosted the side event Quality Growth in Africa —Towards Inclusive, Sustainable and Resilient Development— for the Seventh Tokyo International Conference on African Development (TICAD7) held in Yokohama Aug. 28-30.

    The event began with an address by JICA-RI Director Izumi Ohno, who looked back on the past 10 years which have seen JICA-RI start a joint research series with the Initiative for Policy Dialogue (IPD) based at Columbia University, focusing on industrial policy and economic transformation in Africa. She expressed her deep gratitude for intellectual leadership by Professor Joseph Stiglitz of the IPD, which has resulted in the publication of the fourth book, “The Quality of Growth in Africa.”

    For the keynote speech, Stiglitz questioned the appropriateness of GDP as a measure to estimate quality of growth, particularly in Africa, where many countries face worsening disparities even though GDP figures show economic growth. He went on to explain that this book proposes a dashboard approach as an alternative measure, consisting of “social well-being,” “real economy,” and “natural welfare.” While Africa has experienced remarkable growth in overall economic indicators over the past 10 years, this growth is mainly attributable to increases in commodity prices, except for in certain countries such as Ethiopia and Rwanda. Many African countries are still dependent on natural resources, and have not achieved economic transformation for industrial diversification. He further argued that the export-led manufacturing model—which has been successfully adopted by East Asia— is no longer sufficient for Africa in consideration of demographic changes in Africa (where the labor force will reach 2.1 billion by the year 2100), urbanization, polarization, technology innovation, climate change and trade trends. He said that there is a need to promote job creation through industrial development in a broad sense covering sectors such as agriculture, service and natural resources.

    In the subsequent panel discussions, JICA-RI Visiting Scholar Go Shimada served as a moderator. In response to his questions about how to evaluate the status of industrialization in each African country and what types of policies African governments should pursue, Professor Haroon Bhorat at the University of Cape Town introduced the “Economic Complexity Model” to analyze the state of African industrialization and predict the direction of future industrialization. He said this model can also be used as an instrument for policies. In response to the same question, Professor Akbar Noman at Columbia University—co-editor of this book alongside Stiglitz—said there are many types of industrial policies, “industry” should not be limited to manufacturing, and Africa should also think about industrialization of agriculture and services at the same time. Additionally, in response to Shimada’s question about the dashboard approach proposed by Stiglitz as an alternative measure to GDP, Director Pedro Conceição of the UNDP Human Development Report Office stated that the method is quite intriguing and has many points in common with the concept of the Human Development Index (HDI). He explained the background behind the approach of the HDI employed by the Human Development Report (HDR), and stated he is also considering changes to the index in the future.

    Finally, Ohno shared her experience of involvement in JICA’s industrial policy dialogue with the Ethiopian government, which started ten years ago. With reference to Stiglitz’s book, she stressed the importance of learning—in particular, “indigenous learning.” She explained that Ethiopia has achieved current economic development not by copying the East Asian development model, but rather by taking the essentials learned from that model and adapting them to the country-specific context. She emphasized the importance of the learning process of developing countries, as well as donors’ approach to facilitating this process, while mindful of the existing constraints. As a suggestion to the international community, Ohno highlighted the significance of a policy dialogue approach which allows for more “policy space” for developing countries.

    Strong interest in the quality of growth in Africa was shown in the question and answer session, including a discussion on whether the low level of governance is impeding quality of growth in Africa.

    On Aug. 27, 2019, TICAD7 Partner Event: Globalization and Achieving the SDGs in Africa, Discussion with Professor Joseph Stiglitz, a seminar jointly organized by Meiji University, the Initiative for Policy Dialogue (IPD) based at Columbia University, and JICA Research Institute (JICA-RI), was held at Meiji University.

    Disparities among countries and within countries have been expanding with increasing globalization. This seminar particularly looked at how Africa is being impacted by globalization and how Africa will develop under future conditions.

    At the beginning of the seminar, Professor Keiichiro Tsuchiya, president of Meiji University, remarked “how we solve issues that follow economic development like environmental and climate changes is important. Through discussions on Africa, I hope this seminar serves as an opportunity to think about the direction Japan needs to move into.” Next, Yasuo Fujita, deputy director of JICA-RI, gave opening remarks and mentioned about a joint research project ongoing between IPD, led by Nobel laureate Professor Joseph E. Stiglitz at Columbia University, and JICA-RI, since 2008. He also said he believes that the three books and the latest publication, “The Quality of Growth in Africa,” published as outcomes of the joint research project, will serve as guidelines for those working in development and for JICA’s operations and research activities to solve issues in Africa.

    In the keynote, Stiglitz discussed the need of new ways of thinking for development and economic growth in Africa from various angles. For instance, as “labor-replacing” technological innovations like AI, cryptocurrency and SNS have progressed, export-led manufacturing models that brought economic growth in East Asia in the past would not work in the same way in Africa today. Moreover, he said that labor-augmenting innovation and learning (learning to enhance the capacities of producers) are required to lessen the gap between developed nations and developing nations, and are the sources of economic development in Africa. Furthermore, as in the Stockholm Statement of 2016, he said that GDP growth itself is not the objective in the first place and success should not be measured exclusively by economic benchmarks like GDP. He emphasized rather that we need to focus on the “quality of growth” contributing to human capital, social capital and knowledge capital.

    In the panel discussion that followed, Hafez Ghanem, vice president of the World Bank for Africa, and Professor Akbar Noman at Columbia University were welcomed as panelists. Go Shimada, associate professor of the School of Information and Communication, Meiji University, who is also a visiting scholar at JICA-RI, served as the moderator.

    Ghanem gave positive views on Africa being “the last frontier” significantly abundant in natural resources. He pointed out that investments in human resources, education, gender issues and health are extremely important, considering that two-thirds of the total population are under the age of 25. While pointing out the potential of technology in making significant contributions to addressing key issues like job creation and eliminating corruption, Ghanem also mentioned how it is surprising that the cost of internet usage in Dakar, Senegal, is roughly two-fold that in Washington DC. He said that it is necessary to create public platforms to develop appropriate competition policies and reduce inequality.

    Noman stressed the need for industrial policies in a broad sense, covering environmental and employment-related issues, to ensure high quality growth. For instance, he mentioned that the development of climate-change-mitigating technologies has the potential to cause a technological leapfrog in Africa. Based on the lessons from leading cases around the world, he expressed his hopes in learning, industrial, and technology (LIT) policies bringing about a kind of structural transformation needed for generating sustainable growth.

    Professor Takehiko Daikoku, dean of the School of Information and Communication, Meiji University gave closing remarks to wrap up this seminar that has provided an invaluable opportunity to have discussions with leading experts like Stiglitz here in Japan.
