Abstract A variety of community currency schemes have been implemented in Japanese disaster areas as a community-based tool to facilitate the revival of disaster-affected communities after the 2011 Great East Japan Earthquake. One of the key variables in the recovery of these disaster-affected communities is the restoration of disaster survivors' subjective mental health conditions, yet little is known about how subjective mental health coevolves with the supportive connections emerging in the postdisaster stages. Using stochastic actor-based modelling, we show that social capital, referring to postdisaster emergent social support networks and broader engagement, not only helped 101 disaster victims overcome the mental impacts of the disaster but also empowered them to provide social support to others. However, a dilemma emerged regarding the greater engagement of residents with poor psychological statuses in supportive networks during postdisaster recovery periods, which led to differential and detrimental impacts on initially mentally healthier residents’ conditions through the contagion mechanism.

<jats:p>Amid the novel coronavirus pandemic, a variety of public health strategies have been implemented by governments worldwide. However, the fact that strict government mandates focus on physical distancing does not mean that social connectedness for voluntary risk communication among citizens should be sacrificed. Furthermore, we lack an understanding of citizens’ behaviors regarding the voluntary adoption of public health measures and the control of mental wellbeing in the age of physical distancing. Key variables in the response to the global pandemic are the emergence of risk deliberation networks, voluntary compliance with government guidelines, and the restoration of citizens’ subjective health. However, little is known about how citizens’ health-related behaviors coevolve with social connections for sharing information and discussing urgent pandemic issues. The findings show that selection and social influence mechanisms coexist by affecting each citizen’s health-related behaviors and community-led risk discourses in the face of the urgent health crisis.</jats:p>

<jats:title>Abstract</jats:title><jats:p>After the Great East Japan Earthquake and Tsunami in March 2011, the new community currency experiment for supporting disaster recovery,<jats:italic>Fukkou Ouen Chiiki Tsuka</jats:italic>, was introduced by community‐based organizations in these earthquake‐damaged areas. However, little is known about how perceived community resilience coevolves with interactions in the disaster recovery process. Using Simultaneous Investigation for Empirical Network Analysis techniques, this study shows the coevolutionary dynamics between perceptions of community resilience and the formation of supportive links among residents through a community currency (“Domo”) in Kamaishi. This study also provides policy implications for how mutual reinforcement between community residents’ engagement in network establishments and building a sense of community resilience among those affected functions as a potential mechanism for facilitating disaster recovery.</jats:p>

<jats:sec><jats:title content-type="abstract-subheading">Purpose</jats:title><jats:p>Community currency (CC) is used as a tool for reviving local communities by promoting economic growth and facilitating the formation of social capital. Although the Japanese CC movement has stagnated since mid-2005, a new experiment,<jats:italic>Fukkou Ouen Chiiki Tsuka</jats:italic>(CC for supporting disaster recovery), was introduced across disaster-damaged areas after the Great East Japan Earthquake and tsunami of March 2011. Previous studies assessing the role of CC in these earthquake-damaged areas are rare; the purpose of this paper is to examine the micro processes of community rebuilding that underlie the transactional networks mediated by one of the experiments,<jats:italic>Domo</jats:italic>, in Kamaishi.</jats:p></jats:sec><jats:sec><jats:title content-type="abstract-subheading">Design/methodology/approach</jats:title><jats:p>Using transactional records capturing residents’ CC activities during the five-month pilot period before actual implementation of<jats:italic>Domo</jats:italic>simultaneous investigation for empirical network analysis techniques identify the network configuration dynamics representing the multiple observed forms of social capital in this disaster-affected local community.</jats:p></jats:sec><jats:sec><jats:title content-type="abstract-subheading">Findings</jats:title><jats:p>This study of the five-month pilot for the<jats:italic>Domo</jats:italic>system revealed: intensive dependence on the coordinating role of core members (i.e. the creation of weak ties), a lack of balanced support among members and the resulting uni-directional transactions (i.e. the avoidance of generalized exchanges), and the reinforcement of previous transactional ties via reciprocation or transitive triads (i.e. the formation of strong ties).</jats:p></jats:sec><jats:sec><jats:title content-type="abstract-subheading">Originality/value</jats:title><jats:p>This study provides guidance for practitioners, researchers, and policy makers on how community residents’ engagement in CC activities could function as a potential tool for generating positive socio-economic effects for local communities in disaster areas.</jats:p></jats:sec>

Community currency systems are said to influence the revival of communities by promoting either local economic growth or social capital accumulation. However, no empirical studies have examined the multiple competing mechanisms for providing social support through transactional networks among participants. The current study connects network structural concepts to theories of social capital, transaction costs, homophily, and resource dependency at multiple levels and evaluates transactional relationships for community rebuilding and local economic development. We examine the evolutionary process of dynamic networks among local residents or organization members with network configurations in one of the largest Japanese community currency systems, “Peanuts.” Using longitudinal network data over 12 years for approximately 1400 actors, we conclude that the evolution and achievement of transactional network dynamics and partner selections differ between the two groups of participants: individual members and organization members. We also provide practical implications for sustaining participants’ transactions and commitment.
