    This study examines trends among absentee owners who own assets such as forests, farmland, and houses in Japan and still live far from the location of their assets by conducting a nationwide Internet survey. The objectives of this study were to (1) identify trends in asset ownership among absentee owners who live far from where their assets are located and (2) compare the results with similar surveys conducted in 2017 to identify changes. Using descriptive statistical analysis, we found that the results of this survey tended to be similar to those of 2017. At the same time, the aging of the population reveals absentee owners who are finding it more difficult to manage their assets.

    This study empirically explores the factors related to forest management behavior of non-industrial private forest owners (NIPFs), and analyzes the influence of the regional history of forestry on these factors. We conducted a mail survey of residents and absentee NIPFs from two towns in the Tottori Prefecture of Japan-Chizu, which has a long history of forestry, and Nichinan, where forestry has thrived since the 1950s. We developed four logistic models from four different samples (Chizu or Nichinan, resident or absentee). In addition, we reviewed the literature on the forestry of each town. The results indicate that forest size and recognition of forest area influenced forest management in all four models. Furthermore, legal registration was associated with forest management in three models, except in the Nichinan absentee model. Forest size had a greater impact on absentee owners than on resident owners, and in Chizu than in Nichinan. The Nichinan absentee model had a different structure. Chizu has a long history of forestry; therefore, the difference between residents and absentees can be minor. In Nichinan, forestry thrived after the 1950s, and commercial thinning has burgeoned since the 2000s. This indicates that local history can influence forest management behavior.

    Abstract

    Agricultural landownership in Japan has changed drastically over the last century due to post‐World War II land reforms and cultural, political, and economic shifts in the subsequent decades. Initial land reform shifted the concentrated ownership of land from the wealthy to small‐scale farmers. But as Japan industrialized and became more urban‐centered, a substantial amount of rural land has been left abandoned or unmanaged by descendants of those farmers. This paper analyzes the attitudes of absentee agricultural landowners in Japan to better understand the prevalence of economically rational versus traditional attitudes toward land ownership. We draw on the rural sociological literature on place attachment to hypothesize why some absentee landowners feel a strong tie to the land of their ancestors, while others would be willing to sell for a reasonable price. We use unique survey data obtained from 466 absentee agricultural landowners in Japan. Logistic regression results indicate that attachment to place, gender, age, educational attainment, and usage of land is significant predictors of whether landowners hold traditional, rather than economic, values. We discuss the implications of these findings for the future of sustainable agricultural land management in Japan.

    This study showed the current conditions of family forest owners with a questionnaire sent to all households in Chizu town, Tottori prefecture where was a traditional forestry area. Particularly, we paid attention to the small scale forest owners that it became impossible to grasp in the recent census of agricultural and forestry in Japan. Results are as follows. More than half of households were the family forest owners. It indicated that the forest and the forestry were important issues in Chizu town. Among the forest owners who had plantation forests, 41% of the owners had plantation forests less than 1 ha and 67% had less than 3 ha. The ownership scale of natural forests was smaller. Most of respondents were 60 years old and over, were not engaged in agriculture and forestry and had small farmland. This implied that it was difficult for them to increase efficiency of labor and capital by combining forestry and agriculture. The average management level of the owners over 3 ha were better than the others. However, there were more owners among the owners under 3 ha than among the others whose forest management condition was relatively better. The owners over 3 ha were more likely to have successors than the others.

    This study aims to understand the effective management of forests by making comparisons of the various types of property that people have in Chizu town and Nichinan town. Specifically, this study focuses on “absentee landlords” who own their property away from their current residence. The descriptive analysis on the relationship between the recognition of management of planted forest and other related variables found that the two towns have many similarities and some differences. This comparative study suggests that to better understand the forest management of the absentee landlords, we should focus on similarities and some differences on their other property statuses.

    <p>This study aims to find the causes of hazardous vacant houses in rural local government, based on environmental information. First, the external appearances of all vacant houses in rural local government were correlated with the surrounding environmental factors. Second, the findings were examined using interview data from the residents in the neighborhood. Analysis based on quantitative and qualitative methods revealed that external information is important in identifying hazardous vacant houses. </p>

    This study aims to explain the anti-forest management(i.e., non-thinning)practices of resident and non-resident forest owners in an underpopulated rural area. Data from separate mail surveys among resident and non-resident forest owners of Nichinan town were analyzed through a binary logistic regression. This study found the following results.1)The size of a forest and recognition of the forest area can underpin the forest management behaviors of both resident and non-resident owners.2)Legal registrations for the forest can underpin the forest management behavior of resident owners.3)Education, ties with Nichinan town, and distance from the forest can underpin the forest management behavior of non-resident owners. The results contribute to the local government's forest policy in two ways. First, this study confirmed the importance of economic and cognitive factors in forestry policy research. Second, the analysis clarified that different factors affect the forest management behavior of resident and non-resident owners. Therefore, although the local government and forest owners' cooperatives can adopt the same measures for both resident and non-resident owners in some cases, they need to employ different strategies for both in other contexts.

    <p>This study aims to explain the forest management of non-resident forest owners in depopulated areas by conjunctional factors using qualitative comparative analysis (QCA). Data from interviews with 20 non-resident owners of forests in the depopulated areas of Japan were analyzed using a QCA and additional testing. This study found that many regional ties with people in depopulated areas, close-distance residence, and strong feelings toward the region can induce forestry management behavior among non-resident owners of small-scale forests (1 ha or less). However, it was found that large plots of forest (over 1 ha), even with distant residence and few regional ties with people in the depopulated area, can prompt the same behavior. The results contribute to the research in several ways. First, the QCA clarified that multiple factors may affect forestry management. Second, this study once again confirmed the importance of social factors in forestry policy research.</p>

    This study aims to understand the effective management of forests by investigating the various types of property management in Nanbu town, one of hilly areas in Japan. Specifically, this study focuses on "absentee landlords" who own their property away from their current residence. After characterizing Nanbu using geographical and socio-economic indexes, I analyzed the relationship between recognition of planted-forest management and other related variables. The study found that the absentee landlords who own property in Nanbu has consciousness of possession but cannot manage their forests properly. This case study adds new information on property management by "absentee landlords" in the hilly area.

    This study aims to understand the effective management of vacant houses in Nichinan town, one of the most depopulated areas in Japan. Specifically, this study focuses on “non-resident owners” who own a house in Nichinan yet reside in other locations. Data from mail surveys of 408 non-resident house owners were analyzed using a descriptive analysis and a binary logistic regression. The study found the following results: 1) The descriptive analysis found that the non-resident owners who regularly manage their house in Nichinan experience the stress of maintaining the house. 2) The binary logistic regression found that household income, distance from current residence and Nichinan house, interaction with local people, and attachment to the region can affect the house management behavior of non-resident owners. The results suggest two possible policy implementations for local governments: the local government can take measures to maintain non-resident owners' interaction with local residents; and the local government can also devise different measures to provide information for non-resident owners who live either near or far away from the town.

    Using the comparative text analysis of Japanese newspapers, this study aims to uncover how the concept of "forest" changed between the late 1980s and the late 2000s in Japan. Based on the social network approach, the text analysis of the word "forest" was conducted using Asahi and Yomiuri newspapers from 1987 to 2009. It was found that 1) the characteristics of discourse space related to "forest" in 1980s is significantly different from that of the late 2000s. 2) The discourse space has shifted from 1987 to 2009. 3) In addition, the shift occurred around 1997 when Kyoto conference was held.

    Recent research has showed that waste management policies in Tokyo 23 Ward do not reflect community social characteristics. This paper focuses on the concept of social capital and argues that pro-environmental behaviors are influenced by the characteristics of community social capital. Based on a survey (n=406) in Bunkyo ward, we found 1) positive associations between social capital and pro-environmental behaviors, and 2) two types of social capital promoting such behaviors, i.e. bonding social capital and bridging social capital. Results imply that recycling regulations in 23 wards should be implemented based on the nature of community social capital.

    The number of abandoned small-scale artificial forests has been increasing in recent years in Japan, especially in the depopulated regions. Despite various government policies to deal with these privately-owned forests, owners of small-scale artificial forests often fail to carry out adequate management, particularly, thinning. Insufficient maintenance of artificial forests is likely to increase the risk of mudslides and other natural disasters. Using a social network approach, this study explored how social factors influence the artificial forests management. In particular, this study showed the different types of social networks between the resident and non-resident of depopulated regions, highlighting the importance of social relationships on people's pro-environmental behavior.
