    ABSTRACT

    Agricultural methane emissions represent a significant contributor to global climate change, with irrigated rice cultivation being one of the primary sources. Despite the availability of effective mitigation technologies, their adoption often remains limited due to behavioural and institutional constraints. Water management practice that extends drainage periods during cultivation can curb methane emissions from irrigated rice at low cost, yet uptake among Japanese farmers remains modest. We surveyed 2219 rice producers in Shiga Prefecture using a labelled choice experiment that embedded two behavioural nudges (social norm and loss aversion) and one informational boost (knowledge enhancement), presented with or without a reminder. Farmers most favoured a 7‐day drainage extension. Social‐norm messages did not robustly shift adoption intentions, but loss‐aversion and knowledge enhancement paired with reminders increased the probability of choosing water management practice by 5–10 percentage points, particularly when financial incentives were modest. The added value of nudges and boosts faded once subsidies approached prevailing ceiling levels, suggesting diminishing marginal returns to stacking instruments. These findings suggest that timely, low‐cost behavioural interventions can effectively complement agri‐environmental payments in resource‐constrained settings, providing a scalable and context‐sensitive strategy to accelerate the adoption of climate‐smart rice practices.

    Abstract

    This study examines whether informational nudges effectively enhance adherence to the Fertiliser Act among Japanese fertiliser companies (N = 2,382) by conducting field experiments in collaboration with a national regulatory body. We find that the timely submission of reports to the authority increased by at least 5.7 percentage points, from a baseline of 70.3 per cent. This result suggests that highlighting the consequences of noncompliance—such as imprisonment and fines—through a loss aversion message effectively encourages compliance. These effects sustained for over a year in some regions, though being marginally significant. The loss aversion message has the greatest impact among both the smallest and largest companies.

    本研究では，ランダム化比較実験（RCT）により，消費者がどのような情報（ナッジ）に強く反応して有機農産物（米，にんじん，たまねぎ，ほうれんそう，トマト）及び加工品（納豆）の購買行動を変容させるのかについて検証した。RCTにおける介入群は，①有機農産物の定義情報を付与する群，②慣行栽培と比較した環境負荷低減の情報を付与する群，③安全性の情報を付与する群，④全ての情報を付与する群の四つであり，また対照群を設けた。３か月間の購買データからナッジの効果を比較したところ，にんじん，たまねぎ，ほうれんそうについては対照群と比べて介入群の有機農産物の購買額が大きかったものの，統計的に有意な差ではなかった。ただ，③安全性の情報を付与する群については，もともと有機農産物に高い価格を支払っても良いと考えていた実験参加者の支出額を有意に高めた。Nudge proposes positive reinforcement and indirect suggestions as ways to influence the behavior and decision-making of groups or individuals, which is expected to be a new policy tool. Using an online field experiment by randomized controlled trial （RCT）, this study examined how consumers respond to several types of information provided （nudge）, and to what extent they change their purchase behavior toward organic agricultural products. Based on information types, treatment groups are divided into four: （1） basic information of organic agriculture （treatment 1）; （2） information related to food safety （treatment 2）; （3） information related to reducing environmental damages （treatment 3）; and （4） all of the above information （treatment 4）. Results of the three-month experiments show that average treatment effects （ATEs） were not statistically significant. However, in the treatment 2 group, the subjects who are tolerant of high prices for organic products significantly increased their spending.

    <p>Governments implement various policy measures to improve the environmental performance of the agriculture sector, but their environmental impacts are difficult to assess quantitatively. This study analyzes the environmental performance of Japanese direct payment for environmentally friendly farming, by using the OECD's policy impact model. The results suggest that such direct payments can improve the level of nitrogen purification and carbon sequestration, while they increase the emission of ammonium. Policy measures bring several different impacts both to farm economics and the environment; thus it is important to understand their effects so as to improve the cost-effectiveness of agri-ennvironmental policy measures.</p>

    This paper introduces recent activity and discussion at the OECD on agriculture and the environment. The OECD plays a significant role in policy design related to agriculture and the environment as well as other important fields. At the OECD, the most recent and important issues are discussed among the 31 member countries based on analytical papers that are prepared by the Secretariat. In this study, after a quick reviewof the history of the OECD Joint Working Party on Agriculture and the Environment, the latest important themes are introduced. Recently, in addition to the collection of information for a cross-country comparative analysis, the OECD started to work on economic （quantitative） policy analysis in order to dispatch policymessages. Understanding and following the discussion not only allows us to grasp the pressing short- and longterm policy issues faced by developed countries, but also provides a vital starting point for research conducted by agricultural economists and scientists.

    本稿では，実験経済学の手法を用いて，わが国の農業経済分野で注目の高いコメの生産権取引制度の設計について検討した。具体的には，二酸化炭素排出権取引に関するHizen and Saijo(2001)とHizen et al.(2001)の2つの先行研究の実験条件をコメ生産権取引の実情に合うように改変し，実験を実施した。実験結果から得られた主な含意は，以下の2点である。第1に本制度導入により，不遵守が生じる可能性は低い。実験結果によれば，不遵守時に一定のペナルティーを課せば，ほとんどの主体が目標値を達成する。しかし，供給地域が超過遵守を恐れて，積極的な取引が行われない可能性が示唆された。この問題を解決するためには，バンキング制度の整備も検討する必要があろう。なお同制度は，期間中の生産量を生産調整目標数量よりも低く抑えることができた場合に，その差を次期目標期間へ繰り越すことを認めるというものである。第2に取引方法に関して，相対取引，イングリッシュオークション(売り手がある付け値を提示し，買い手の誰もがそれ以上の高値を支払おうとしなくなるまで価格を上げていき，最も高値を付けた買い手が財を獲得する)，ダブルオークション(参加者すべてが売り手にも買い手にもなることができる)の3つを比較した。その結果，取引価格の安定性を判断基準の1つとすれば，ダブルオークションが望ましいことが明らかとなった。ただ，本実験からも示唆されるが，ダブルオークションが優れているのは，情報量の豊富さとスピードによるところが大きい。したがって，売買注文や取引価格がリアルタイムに表示できるようなハード面での環境整備を行う必要があるだろう。

    This paper studies the consumer&#039;s consciousness structures on recently introduced agri-environmental payment programs in Shiga, using structural equation modeling (SEM) which includes WTP (Willingness to Pay). Agri-environmental payment programs in Shiga offers financial compensation to farm workers who reduce farm chemicals and chemical fertilizer more than 50% compared with current practice. The purpose of this paper is to clarify an effective way to ensure agreement consumers. To the end, mail survey was conducted in August 2003 where 4 types of CVM questionnaires were mailed to 2, 000 households in Shiga. The only differences between these questionnaires were questions on price. The overall response rate was 45.8%.&lt;BR&gt;At first, the theoretical model of SEM, and the WTP calculation model (Cameron and Quiggin, 1994) which was used as a indicator were described. After examination of WTP&#039;s validity, I drew up a hypothesis and general idea for a structural equation model which indicated cause and effect relations as&quot;knowledge&quot;→&quot;consciousness&quot;→&quot;behavior (WTP) &quot;. Then, SEM was conducted using five latent variables named &lt;I&gt;&quot;Knowledge about Agriculture and Environment&quot;, &quot;Environmental Consciousness&quot;, &quot;Food Safety Consciousness&quot;, &quot;Weakness for High-Quality Goods&quot;&lt;/I&gt;and&lt;I&gt;&quot;Evaluation for the policy&quot;&lt;/I&gt;. In a framework of CVM studies&#039; questionnaire, this kind of analysis is rarely used.&lt;BR&gt;The main findings were: (1) there are positive relations of cause and effect between agri-environmental knowledge and consciousness. (2) There are positive relations of cause and effect between environmental consciousness, weakness for high-quality goods and Consumers&#039; Evaluation for the policy. (3) There are negative relations of cause and effect between food safety consciousness and Consumers&#039; Evaluation for the policy. Only the findings of (3) are not suitable for the hypotheses. For the reasons of (3), it is conjectured that people who have high consciousness about food safety are wondering if farm chemicals and chemical fertilizer are really reducing, and that safety foods are supplied sufficiently. The other reason is that people are not satisfied with current reduction levels of farm chemicals and chemical fertilizer. The authorities can be coped with the former one by measures supposed to be done. However, for the latter one, none of the measures can be cope with. Consequently, it is suggested that another solution is needed for people with high consciousness about food safety.

    <p>If a government highlighted the first producer to adopt green technology, how would the remaining producers react? This study is the first attempt to evaluate the impact of a message sent by the government to an industry about a first mover in climate action. Among 374 wineries in Japan, randomly selected half received a message mentioning the winery that was an early adopter of renewable energy. We then observed whether other wineries participated in webinars on carbon footprint measurement to collect information. We find that this message about climate leadership did not encourage the wineries to participate in the webinar, and it even had a negative effect on nearby wineries. We interpret these results as reflecting both the strategic decisions of competing wineries and the adverse psychological effects of the message. This preregistered experiment suggests that we must be cautious when designing policies to honor first movers on the supply side.</p>

    日本の野菜消費量は、食習慣の欧米化などを背景に約30年前から減少傾向が続く。成人1人当たり摂取量は1日平均280グラム程度で、国が推奨する目標の1日350グラムを下回る。農林水産省は、野菜摂取を呼び掛けるポスターなどで啓発を続けているものの、積極的な消費拡大には結び付いていない。他方、コロナの影響により、健康、栄養バランス、環境、持続性などの意識は高まり、また家庭内調理は増加した。
    そこで、本研究では、家計簿アプリから収集されたレシートデータをアウトカムとし、野菜購買を促す効果的な情報発信（ナッジ）のあり方を探るため、ランダム化比較試験 (Randomized Controlled Trial、RCT)の手法を使ったフィールド実験を実施した。
    これまでの研究で用いられることが多かった販売データであるPOSやID-POSは、JANコードのない生鮮品のデータをカバーしておらず、またユーザー軸での購買履歴の把握や店舗横断的な視点での分析ができないことが課題であった。このため、本研究では、家計簿アプリを通じて、レシートデータ、またレシートがない場合は手入力データによって長期間購買データを収集し、日常の買い物行動に情報提供（ナッジ）が与える影響を分析するデザインとした。加えて、本研究では、上記レシートから取得する野菜の購入量や購入額のデータだけでなく、野菜の摂取量を申告データ（「野菜料理摂取皿数」）から取得する実験デザインとした。
    R3年度に当初の計画通り実験が終了し、対照群と２つの介入群の実験データを収集することができた。本研究により、情報提供（ナッジ）が購入量／額に与える影響に加え、摂取量への影響についても考察することが可能となる。また、消費者の様々な属性情報と合わせて分析することで、詳細な消費者行動を解明する。

    本研究では,アンケート調査の分析や経済実験等を通じて,(1)環境保全型農業経営をはじめとする経済主体のリスク態度を明らかにするとともに,(2)農業環境政策の一手段である環境保全型オークションの制度設計のあり方を検討した.その結果,(1)環境保全型オークションに対する選好や農家の多角化行動にリスク態度が影響を及ぼしていることを,(2)一定の条件下での環境保全型オークションでは,一律価格方式の方が差別価格方式よりも高い効率性を示すことが経済実験の結果より明らかになった.
