It is commonly accepted that Japanese society evolved to the level of a centralized state by the seventh century. In terms of material culture, the earliest Buddhist temple was erected in 596 in the Nara basin where the central polity was located. The erection of Buddhist temple became the symbol of authority, replacing keyhol-shaped mounded tombs. In the southern Hitachi region of eastern Japan, however, our study has made it clear that the construction of keyhole-shaped mounded tombs continued in the early seventh century. Moreover, two early-7th century keyhole-shaped mounded tombs, excavated during this research project, were very distinctive from each other, although they are located in close neighborhood. One was enclosed by two moats, and the other was enclosed by a platform and a single moat. This strongly suggests that local elites remained somewhat autonomous. If this is indeed the case, the central polity in the seventh century in Japan was not fully centralized.

The goal of this research was to utilize the significant amount of Japan's Kofun-period archaeological material in order to clarify the historical significance of mounded-tomb building within human history. Comparison with the mounded-tomb building cultures of the world revealed that the mounded tomb (kofun) culture of Japan was unique: not only is Japan home to the greatest number of mounded tombs throughout the world measuring over 200m in length, but the shape and size of the tombs represented the political hierarchy centered on the paramount king. Furthermore, this unique nature of the kofun culture derived from the fact that Japan's state formation was accomplished through regional consolidation rather than through warfare, and that this widespread integration was represented in a set of shared mortuary rituals.

An Englishman William Gowland, while employed at the Japan Mint between 1872 and 1888, visited to measure, photograph and study the Japanese ancient tomb. As of 1889, the Gowland’s collection has been held by the British Museum and is on permanent display in the Japan Gallery. Its Gowland Collection is widely known as one of the most important Kofun period collections held abroad containing reliably recorded archaeological materials.
Our Project has been investigating Gowland and his associated materials distributed between Japan and Britain. He investigated a main ancient tomb. The project simultaneously moved forward with documenting the amount of written records collected and conducts a comprehensive examination that links them to objects. It reassessed Gowland's studies and research methods and the archaeological history at that time. It attempts to be a diversified project that transmits its research results internationally based on the perspective of public archaeology.

The purpose of this research is to analyze the actual condition of the hierarchical composition at the time of national formation and the basic and traditional domains of the village which is the foundation from the data of eastern Kanto. As a target of analysis, we conducted a survey of key tumuli in the central part of Ibaraki Prefecture. Specifically, it is survey of Haguro Kofun group in Omitama city, survey and organizing work of Atagoyama Kofun in Mito city, survey of Mitsuzuka Kofun group in Hitachinaka city, survey of Tokkebara Kofun in Shirosato town was conducted. As a result of the research, it was confirmed that the change occurring during the Kofun period closely relates to the change of distribution, and that the reorganization of the administrative division in the 7th century influenced the tumulus. The results of the survey were published as a report.

This study achieved a survey and the research of Kofun Period materials of the Briton William Gowland which active part at the archaeological dawn in Japan. The Gowland Collection held at the British Museum is the generally and performed archives for understanding and the utilization in not only Kofun study but also the world wide area to measure making it as a historical heritage to sit astride both Japan and Britain.
We began the basic work photography and survey of the metal objects such as the horse ornaments harness and stoneware ceramics, accessories in particular. There was much confirmation of the item that was not publicized till now. We examined the research into domestic documents such as the burial mound and the burial chamber with the current general archives.The results will enhance public international appreciation of Japanese archaeology, and process international understanding in form to be provided, and can in this way send it to the world.

We devoted most of our effort for investigations into pottery with ink and incised inscriptions discovered in the Kanto region. We first compiled a comprehensive bibliography on this subject. We also compiled a database of pottery with ink and incised inscriptions. For the old provinces of Musashi, Sagami, and Kozuke, as well as the three provinces in the present Chiba Prefecture, we have compiled a detailed database of pottery with ink and incised inscriptions. Each datum consists of inscriptions, drawing of pottery, name of the site of discovery, site location, archaeological feature where the pottery was discovered, archaeological context, time period, firing technology of pottery, function of the pottery, dimension, where inscription is applied, direction of writing, and style of writing. Since this database is far beyond the publishable amount on paper, we will utilize the homepage of the University for publicizing. We are currently working on data from the old provinces of Hitachi, Kai, and Shirotsuke.
Along with pottery with ink and inscribed inscriptions, we began to work on a database of rooftiles with inscriptions. While we are still in a preliminary stage, this will be the first database of this kind ever compiled in Japan. In the process, we have looked at every single rooftile excavated at the Gotomaki site, Sakae Town, Chiba Prefecture. Once the Sakae Township Board of Education and we reach agreement, we will publish the results of our investigations into the Gotomaki rooftiles. Publication of the results for other regions is under way.
Research and investigations into pottery and rooftiles with inscriptions should closely be tied to other inscribed artifacts, such as wooden tablets. We made every effort to pay attention to possible correlations among different kinds of inscribed artifacts, such as association of inscribed artifacts with other artifacts and archaeological features where inscribed artifacts were discovered, as well as the location of archaeological sites. We also paid attention to the importance of Chinese ink itself. Moreover, we conducted research trips to Korea, in order to gain insight into possible Korean influence on the early writing in Japan, and a paper by Korean scholar is included in this report.

To approach political interaction among local elites, we have investigated a series of sixth-century keyhole-shaped tumuli located in the northwestern coastal area of the Lake Kasumigaura, Ibaraki Prefecture, Japan. In this particular area, nine keyhole-shaped tumuli are located, two of which have been excavated and mapped. In Japanese archaeology, keyhole-shaped tumuli are considered as elite burial mounds. This area is very noteworthy because, while the construction of keyhole-shaped tumuli declined in the sixth century in the Nara, Kyoto, and Osaka Prefectures where the central polity was presumably located, the construction of keyhole-shaped tumuli became intensified. For this study, we have mapped five keyhole-shaped tumuli and two large (more than 40meters in diameter) circular tumuli, and obtained the following results.
Fifith century (in the chronological order of construction) :
Tsukayama (circular):49 meters in diameter, 8 meters in height
Momoyama (circular):39meters in diameter, 5 meters in height
Sixth century (in the chronological order of construction) :
Raidenyama (scallop-shaped keyhole mound with very short frontal mound):55.8m in length;48m in the diameter of the circular rear mound;9.0m in height;7.8m in length of the frontal mound
Atagozuka (scallop-shaped keyhole mound):59.5m in length;49.8m in the diameter of the rear mound;10.1m in height;9.7m in length of the frontal mound

Momoyama (ordinary keyhole-shaped tumulus):54.5m in length;30.4m in the diameter of the rear mound;24.1m in length of the frontal mound;37.4m in width of the frontal mound;23.0m in the width at the joint of the rear and frontal mound
Among those, we have placed test trenches at the Momoyama tumulus to determine the original mound size. We have also collected fragments of haniwa ceramic cylinders, which are useful for relative dating of tumuli, and the above are the results of our haniwa analysis.
