There stored documents with respect to the development of education for librarian training after the WWII in the University of Tokyo. But as they were deteriorated, it was difficult to use them. By using budget for the Grants-in-Aid for Scientific Research, we promoted the conservation treatment and the data digitization of these documents.
Using the digitized documents about the librarian training courses which were held after the WWII, we studied and examined the characteristics of postwar Japanese library education system. At the beginning, the courses were started as the incumbents’education for the public libraries and planned to last for only five years, but they were seen as librarian training paths in the local governmental administration system and maintained after that.
Besides, we summarized the recommendations for the incumbents’education of the school librarians, which will be necessary in case that the school librarian qualification system be created in the near future.

The library policy in postwar Japan started under a strong influence of the United States educational and cultural policies. We investigated in the American libraries the materials of the first library officer P.O.Keeney of General Headquarters CIE (Civil Information and Education Section) to clarify his idea, and found out that he brushed up his national plan which had been published in Japan so that it might be adapted to the underdevelopment countries. We also examined deliberately the materials left in Japan, and discovered some important materials. We clarified an initial history of the Japanese Society of Library Science based on the secretariat materials and the interviews to a former president and a former member of the board of director. Moreover, we found some important materials related to the enactment process of the School Library Act(1953) from both the collection left at our section of the graduate school and the personal collection of an officer at the Ministry of Education of the day kept at the National Institute of Educational Policy Library and wrote an article about school library history. We can clarify the history of the library policy and the library science under the occupation period. We compiled the bibliography of the original materials which were kept at our laboratory and published it in the report. We made it accessible to the public on the Internet. Lastly we advanced our research not only through the original documents reading but also through general analysis of the post-war Japan library development. Especially we surveyed some articles in 1960's to make clear the influence of the British public librarianship and published an article about public library service policy in the 1960s and 1970s in Japan.

The present study has clarified historical development of the library from the middle of the 19th century to the 21st century by a new perspective. Values "access" and "confidentiality" joined basic traditional value "service" in the 1960's. These three values were deepened toward the end of the 20th century. However, with entering the 21st century, social and technological changes have made "access" and "confidentiality" decreased. Under these circumstances, many innovative nontraditional services are developed and tried such as learning commons, library as a third place, and so on. The present study empirically clarified such historical development.

This LIPER3 project over five years after the past two phases of LIPER research project has been carried out as the following three types of research, in order to give a change to the structural condition of Japanese library and information science(LIS) education system.

First, in order to review and share the educational content of LIS, we wrote the new LIS standard textbook series and published them by an academic press. Second, the LIS examination has been carried out once a year, in order that each educational institution can evaluate its own educational content and educational outcomes through the self-evaluation process. Third, in order to grasp the situation of foreign LIS education and to exchange them each other we published a translation of the American LIS standard textbook, made the research communication at international conferences, and visited and carried out interviews at the educational institutions in Europe and the United States.

This research project"Studies on the Critical Library History"focuses on the two parts. One is the historiography of library history research. The other is studies on the construction of the critical library history. Final results Studies on the Critical Library History was published in 2011.
