本年度は,シスモンディにおける「エコノミー・ソシアール」概念の実相に迫るべく,彼における「一般的至福」の認識にもとつく労働問題へのアプローチを取りあげて検討した.その結果,得られた知見は以下のとおりである.シスモンディは,財産と労働が分離する近代の市場経済社会では,労働者と資本家とのあいだの密接な相互依存関係,すなわち「自然的連帯」は「普遍的競争」によって歪められざるをえないと考えていた.シスモンディの認識では,労働問題としての「ポーペリスム」はこの「自然的連帯」の歪みの影響が労働者側において発現したものであったが,その影響は雇用主にも等しく及ぶものとされた.シスモンディは近代の市場経済社会の,このようなプロブレマティークに連帯の再構築を担いうる組織の制度設計を試みることで応えようとした.労働者が「ポーペリスム」に陥ることを回避し,雇用主が価格競争の末の破産から免れるためには断絶の危機に瀕している二重の意味での連帯,すなわち,財産(=生産手段)と人間労働との連帯,労働者と雇用主との連帯をいかに再構築するかが問題とならざるをえないからである.こうしてシスモンディは,雇用主のパテルナリスムの実践の場を想起させる同業組合組織「コルポラシオン」とその上位組織「ジュランド」の再建を提起することになるが,このような同業組合組織の再建は,かつてそれらが有した閉塞性を回避すべく,「一般的至福」につうじた善意の政府による様々な立法措置の発動により補完される必要があった.シスモンディ自身が明示的に「エコノミー・ソシアール」という用語を使用しなかったにもかかわらず,A.J.ブランキ以来,シスモンディの名と結びつけられて理解されてきた「エコノミー・ソシアール」は,「一般的至福」をもたらしうる調整された経済秩序を模索する改良主義的経済思想であったと考えられる.
