This paper aims to identify the ethical considerations driving the acceptance of and resistance to the use of insideable technology for human enhancement purposes, which are crucial to understand for the development of the cyborg technology market and businesses. While the literature privileges quantitative approaches, investigations focused on a strand of ethical theory or a specific value, this study adopts a qualitative and holistic approach. Based on prior interview data and a literature review, 33 items representing various ethical considerations of interest are identified. A qualitative Q-study was conducted, in which 55 individuals in three different countries expressed their points of view on insideables regarding these items. Hence, four different views are presented, highlighting drivers of acceptance of human enhancement technologies, conditional acceptance, and mere rejection. These views reveal the trade-offs between values made by respondents, shedding light on the ethical bricolage at play. The role of ethical concerns and theories in models to study the acceptance of human enhancement technologies and their potential business implications are discussed.

Social media platforms are used worldwide, and privacy risks are encountered by all users regardless of country. Therefore, privacy-enhancing tools that automatically detect relevant information in a users’ post could be useful globally, but perception of such tools has not been widely investigated. To address this issue, we conducted a qualitative analysis of perception in Japan, where there is high social media use, to understand what are users’ opinions and privacy concerns towards this type of privacy tools. We find that Japanese users’ perception of privacy tool appears to be influenced by an overall sense of distrust towards apps and developers and by general privacy concerns. On the other hand, specific privacy concerns due to the nature of the privacy tool are less frequent, and there were not marked differences in perception when compared to concerns towards a non-privacy tool. The findings suggest that the acceptance of privacy tools in Japan would be influenced by the gene ral sense of anxiety for privacy.

Determining the peculiarities of the technological acceptance of disruptive vs. conventional products is a need for both academics and practitioners. Forecasting how consumers will behave with emerging disruptive technology products is key to successfully launching them on the market. The UTAUT2 model has been widely used for new technologies, but not yet to compare conventional and disruptive technology products. A survey comparing the acceptance of wearables and insideables, which are implantable technologies aimed at human augmentation, was carried out. The sample consisted of 1,563 higher-education students in 7 countries. The findings show similarities and differences in expected behaviours with regard to conventional (wearables) and disruptive (insideables) technologies. The explanatory power of the model could be very valuable for both research and business decision-making in this field.

This chapter deals with the ethical issues relevant to body modification with cyborg technologies such as wearables and implantables and other aspects of transhumanism, taking Japanese culture into consideration. We are now at the threshold of the potential widespread use of these cyborg technologies. This means that we are at a good point to proactively address the ethical and social issues that the development and usage of these technologies could cause. To clarify such issues, interviews with experts in various fields were conducted, and the results of these interviews are analysed, taking transhumanist ideals and Japanese culture regarding body modification (including piercing, tattooing and organ transplants) into account. As a result, 44 research agenda points were elicited, which fall into eight categories. In addition, British and Spanish perspectives on body modification are discussed to relativise and clarify the Japanese sociocultural circumstances surrounding it.

Cybernetically controlled organisms have already been developable.
Your physical and intellectual capacities can be enhanced using wearable and implantable digital devices.
Body modification through the use of such devices could lead to digital eugenics.
Ordinary people may yet desire to use them.
Rules and restrictions on the use of those devices must be established appropriately.
Good human existence and a good society should be ensured.

This book deals with ethical and sustainability issues that are being manifested by the development and use of state-of-the-art digital technologies such as artificial intelligence, voice assistant technologies, blockchain, augmented/mixed reality, and wearables/implantables in certain cultural contexts, on the presupposition that the technology is received differently in different cultures. A range of cultural values and perspectives are incorporated into the discussions in this book, and cross-cultural research methodologies are employed in several chapters. However, how should and can culture be integrated into discussions about ethics, sustainability, and digital technologies? Why is such integration necessary and important? This introductory chapter explains the research background, objectives, and academic, practical, and social significance of the studies in the publication, offering the viewpoint of culture as suture, and describes the features of the book. An overview of each of the following chapters is also presented.

This study reconsiders responsible artificial intelligence (RAI) from a perspective of business. Machine learning-based artificial intelligence systems have widely been utilised for various purposes due to extremely useful functions such autonomous systems can perform. On the other hand, however, the autonomy tends to make system behaviour unpredictable and uncontrollable, and thus to make it difficult to determine exact cause as well as to define the locus of responsibility when the systems bring any harm. In this respect, RAI becomes an ethical and social matter. Although a variety of principles and recommendations for RAI have been offered, they lack a perspective of business which is critical to ensuring the effectiveness of them. Efforts to compensate for the lack are urgently necessary to develop sound economy and society which have increasingly been dependant on AI technologies.

Innovation constitutes a novelty which brings about change that affects a variety of stakeholders, and innovation ethics concerns critically thinking about the impact and the values at stake when engaging in an innovation process. This paper surveys the reasons for discussing innovation ethics, ways in which it is discussed, including autonomous approaches, deliberative approaches, and the practice and research on Responsible Research and Innovation. The paper also indicates the barriers to innovation ethics in the private sector and in a global competitive environment. In a final discussion, based on our conception of ethics, we argue that innovation ethics must promote critical thinking and avoid reification of values; needs to also focus on care and maintenance of existing values; is processual and iterative and cannot be just invention ethics; needs to be open to innovation in a variety of contexts; and acknowledges the infinite demands of ethics, but still is action-oriented.

This study deals with people’s attitudes towards the use of artificial intelligence (AI) technologies in the field of sports through a questionnaire survey, mainly focusing on the propriety or inappropriateness of AI systems’ substituting for human referees, umpires, or judges. Valid responses, 297 in total, were obtained from a questionnaire survey conducted online from May to July 2021. Statistical analyses of the responses indicate positive attitudes towards such AI use on the whole and that it could be socially acceptable for use in sports, as well as a broader range of fields. A large majority of respondents considered AI technologies would help evolve sports. On the other hand, however, the survey revealed nonnegligible objections and concerns in regard to some aspects of AI use, such as to replace human umpires, referees and judges.

A brain-machine interface (BMI) is a cyborg technology that enables the communication between the human brain and an external device by interpreting brain signals. This cyborg technology is expected to develop further to be utilised for supporting people with disabilities, in particular, those who cannot move their limbs by themselves. However, the social implications of BMI, even the negative impacts or social influences on people with disabilities who are expected to use this interface, have not been discussed thoroughly. In this study, we invited two people with disabilities to participate in our experiment with a non-invasive BMI device (EEG input device). The device was placed on their heads so that the robotic arm can be operated remotely by their brain signals. Semi-structured interviews were conducted with them before, during, and after the experiment to assess their reactions and views to the BMI device and their ethical awareness of a BMI device and to estimate the benefits and risks of using such devices for people with disabilities. The result of this experimental survey provided some meaningful insights: the importance of understanding the differences in the perception of people with and without congenital disabilities; the effect of such technologies on the individual identities and the social relationships of people with disabilities; risks caused by the gaps between the expectations from such technologies and their actual use; and social importance of communication among engineers, policymakers, researchers and people with disabilities in order to develop and utilise cyborg technologies to assist people with disabilities.

A brain-machine interface (BMI), one of a group of emerging cyborg devices, processes signals acquired from a human brain and translates them into a meaningful output in accordance with a given purpose such as operating a machine remotely. Thanks to these functions, BMI systems are expected to be adopted to support people with disabilities, in particular for those who cannot move their body by their own intentions. However, the ethical issues and social concerns surrounding the use of BMI systems for people with disabilities have not been exhaustively discussed. The social and ethical implications for social welfare should be carefully considered in advance of the actual use of BMI, to secure users’ well-being. In this study, the authors conducted experiments on two healthy social welfare professionals, with specialised knowledge and experience, as subjects using a non-invasive wearable BMI device. The subjects completed an interview survey, before, during, after the experiment, to investigate the availability, usability and ethical issues of BMI systems for people with disabilities.

This paper discusses an empirical study undertaken of a sample of Japanese people across the digital divide, focusing on their perception of both connectivity and being informed as the pandemic unfolds. The aim is to identify common themes regarding how digital technology is used to support information and interaction during the pandemic. These are used to propose changes which might halt the grey digital divide becoming the grey digital chasm and improve support through fit-for-purpose digital technology to the most vulnerable in times of emergency. To achieve the aim, questionnaire surveys were conducted and 136 valid responses including ones from grey digital natives and outcasts were analysed. The results of the analysis demonstrate that the grey digital divide did not seem to exist in terms of the acquisition of information about COVID-19, and that both grey digital natives and outcasts preferred to receive such information via low- and no-tech media. However, Japanese grey digital outcasts may receive a low priority regarding COVID-19 vaccination which began in April 2021, due to Japanese local governments’ adopting online systems to administer the vaccination programme.

Intercultural information ethics (IIE), a field which draws on the limits and richness of human morality and moral thinking in different societies, epochs and philosophic traditions as well as on their impact on today’s social appropriation of information and communication technology, has been argued to lack an adequate theoretical understanding of culture. In this paper, we take a non-essentialist view of culture as a point of departure and discuss not what culture is, but what we (both in our everyday lives, and as researchers) do when we use the concept of culture. To do so, we look for inspiration in the concept of suture, a concept which means the thread which stitches, or the act of stitching, a wound, but has had a long and intricate journey within psychoanalysis and film studies concerning the issue of identification. Three understandings of the use of culture emerge: suture as cultural misidentification, the evil in the cultural suture, and multiple, repeated cultural sutures. We use these categories to diagnose the use of culture in IIE and beyond, and suggest that the use of culture as multiple, repeated sutures—in other words, a recognition that we constantly fail in describing culture or cultural differences, and that each suture is coloured by its conditions of production, and that we cannot but suture with culture anyway—might be a way forward for cross-cultural research.

Ill-considered postings by young social media users hungry for attention have recently garnered headlines. Imprudent online posts distort the posters’ digital identity, which refers to one’s online image as perceived by others. Online attention-seeking behaviour may result in digital identities that are separate from a person’s true nature, which can lead to social and mental harm. To mitigate these impacts, effective educational material is needed to help non-technical users understand the risks and consequences of thoughtless, attention-seeking online behaviour. This study takes the first step towards fulfilling this educational need by developing the Online Attention Game (OAG), which is played in a laboratory or classroom setting (OAG-CS) or remotely (OAG-R). It replicates the online competition involved in seeking other social media users’ attention. Through five OAG games (two OAG-CS games with students, two OAG-CS games with researchers, and one OAG-R game with researchers), we confirmed the tendencies and characteristics of young university students’ and adult researchers’ online posting behaviour. Through carrying out the OAG-R successfully, we ensured the OAG was useful for digital identity education even at the difficult time of the COVID-19 pandemic.

Today, technological implants to increase innate human capabilities are already available on the market. Cyborgs, understood as healthy people who decide to integrate their bodies with insideable technology, are no longer science fiction, but fact. The cyborg market will be a huge new business with important consequences for both industry and society. More specifically, cyborg technologies are a unique product, with a potentially critical impact on the future of humanity. In light of the potential transformations involved in the creation of "superhuman" cyborgs, ethics must be a cornerstone of cyborg marketing decisions. Businesses need to take ethics into account, not only to ensure they behave ethically, as always, but also because ethics will be an important factor in buyers' decisions in the emerging cyborg market. This is because the decision to become a cyborg is determined, among many other factors, by ethical judgment. Our research focuses on how the dimensions of the Composite Multidimensional Ethics Scale (Composite MES) influence an individual's decision to become a cyborg.

In prior work, a machine learning approach was used to develop a suggestion system for 80 privacy settings, based on a limited sample of five user preferences. Such suggestion systems may help with the user-burden of preference selection. However, such a system may also be used by a malicious provider to manipulate users' preference selections through nudging the output of the algorithm. This paper reports an experiment with such manipulation to clarify the impact and users' resistance of or susceptibility to such manipulation. Users are shown to be highly accepting of suggestions, even where the suggestions are random (though less so than for nudged suggestions).

Cyborg technologies have left science fiction to become an emerging market. Cyborgs are defined as people who integrate technical elements in their bodies to improve their capacities over innate ones. Taking into consideration the human revolution that this technology can provoke, a cultural approach should be considered in any cyborg market strategy. Our research analyses how ethical awareness, innovativeness perceptions and perceived risk influence the decision to become a cyborg, analysing whether cultures as different as those of Japan and Spain show different results. The findings are surprising. Ethics is the most influential variable on the intention to use this technology. The different cultural aspects concerned with body modification in Japan and Spain constitute a key concern when implanting cyborg technology. Nevertheless, we did not find statistically significant differences in the acceptance of cyborg technology between these two countries.

Although Japan is a global leader in the development and usage of information and communication technology (ICT) and ICT-based information systems, issues regarding information ethics have not been appropriately addressed. Traditional ethical thinking and discourse have declined because the Japanese have, in the process of developing a capitalist democracy, lost sight of their core vocational ethical values, which were developed during the Tokugawa Era. Restoration of these values as the basis of ethical thinking and discourse, as well as the recognition of their limitations, is necessary for the Japanese to appropriately address ethical issues concerning ICT, many of which have a multicultural aspect.

It is now widely accepted that technology is not value-free and that there is a need for a continuous discussion about the ethical impacts of technology. Although there are exceptions, scholars who discuss the ethics of technology often draw on Western philosophy, such as utilitarianism, deontological ethics, and virtue ethics. In contrast, this introduction suggest that we should explore the possibilities of Japanese ethics for scrutinising the impact of technology. In the chapter, we briefly outline how philosophers such as Nishida, Watsuji, Miki, Tosaka, Nishitani, Shimomura, Imamichi, and Sakamoto viewed the relationship between ethics and technology. In the end of the chapter, the chapters in the book are summarized.

Widespread acceptance of the value of the culture of openness and honesty in cyberspace, due to the proliferation of (in many cases, ostensibly free) online services such as social media, paradoxically encourages "clever" or "crafty people to use those services in a closed or controlled fashion to their own advantage. Online services that would motivate such people to exploit "honest" or "innocent" users undermining the open and honest culture have been provided. This situation will lead to social issues, such as the spread of online behaviour that treats others as only a means, the distortion of digital as well as real identities of a wide range of individuals, and human alienation. Nobody except social media platform companies seems to get the benefit from people's social media usage in the longer term. In this paper, the nature of these issues is examined with referring to actual cases, and measures to address them, such as the establishment of the right to be translucent and the notion of co-ownership of digital objects, are proposed.

2013年6月からエドワード・スノーデンとその協力者によって行われた，米国の情報機関NSAによる無差別大量監視に関する内部告発が社会に与えた影響について，筆者らは2014年10～11月に日本を含む8カ国における大学生を対象としたアンケート調査ならびに聞取り調査を行った．この国際比較研究の結果，「国家による監視」に対する社会的態度において日本は調査を行った国の中で特異な存在であることが明らかになった．本研究報告ではこの調査結果に基づき，高度情報化が進む日本社会における「国家による監視」に対する人々の態度の特徴を示し，それがプライバシー保護や個人の自由と自律，民主主義のあり方などに対して持つ意味を明らかにする．

The purpose of this study was to investigate how ordinary Japanese people perceive and understand data sensitivity and sensitive data. Although the concept of sensitive data is described in an article of Japan’s revised personal data act, following the EU Data Protection Directive and the new data protection rule, there has been little research on whether this legally defined concept conforms to the general public’s perception of sensitive data in Japan and, if not, what differences exist between them. Using empirical data acquired through a questionnaire survey and appropriate statistical methods, we sought to clarify empirically the features of data sensitivity as perceived by ordinary Japanese people. This exploratory research revealed that ordinary Japanese tended to feel relatively low sensitivity to personal data related to their civic activities, which are typically mentioned in the official explanation of sensitive data, but they tended to feel a higher degree of sensitivity regarding financial-related personal data, which were not ordinarily considered sensitive data.

Reflecting the recent trend of information and communication technology (ICT) use in organisations centred on “monitor and control”, the participatory surveillance environment has emerged. With the growth of such a socio-technological environment, whereby individuals come under 24/7 monitoring by both human and electronic eyes and real-time control made possible by advanced ICT-based information systems, individuals are treated as dividuals, that is, as a dividable existence in which a set of their personal data is used to represent a specific aspect of them. The nature of dividualisation is associated with dis/re-embodiment of the individual, and leads the alienation and objectification of human beings. Due to the dividualisation, holistic approaches to understanding individuals may be undermined, and this may seriously affect individuals’ ways of thinking, ideas of what an individual is, and paradigms of good societies. In this study, the social risks caused by the dividualisation of human beings in the participatory surveillance environment are discussed.

This study investigates ”traditional” values concerning communication privacy in Japan from the perspective of Japanese socio-linguistic culture with a view to appropriately conceptualising communication privacy that is compatible with Japanese traditional social norms concerning communications as well as with today's networked world. The current and revised Japanese personal information protection law lacks conformity to those norms, while the functioning of the social norms in question has deteriorated, due to socio-technological changes in Japan. A re-examination of Japanese traditional communication ethics, a proper conceptualisation of the right to communication privacy based on such a re-examination, and the development of appropriate measures to protect that right are urgently needed in Japanese society.

This study investigates the attitudes towards and social impacts of Edward Snowden's revelations in Germany through a questionnaire survey with German youngsters as part of the worldwide cross-cultural analyses. However due to Snowden's revelations a continuing discussion about privacy, safety, security and data protection was unleashed in Germany. The results show interesting values and settings of young people in Germany. For example: The majority 69.41% of the surveyed persons feel that the usage of the Internet threatens their privacy.

This study investigates how Snowden's revelations are viewed by young people in the People's Republic of China (PRC) and the Republic of China (Taiwan) through questionnaire surveys of and follow-up interviews with university students in those countries. Considering the history of state surveillance in both countries and the current complicated and delicate cross-strait relationships, it is interesting to examine PRC and Taiwanese youngsters' attitude and reactions to Snowden's revelations separately and in comparison.

The series of revelations made by Edward Snowden starting on 5th June 2013 exposed a true picture of state surveillance or, more precisely, surveillance conducted by an industrial-government complex in the democratic nations. His revelations have attracted heavy doses of both praise and censure; whereas some have positively evaluated his deed as an act of valour to protect democracy against the tyranny of the state, others have criticised him as a traitor to his country that have been preoccupied with responses to the threat of terrorism since the 9.11 attacks. Indeed, the US government filed charges of spying against him on 21st June, and he is forced to live in exile in Moscow. He said that only the American people could decide whether sacrificing his life was worth it by their response. The Pew Research Foundation found in a survey that although Americans are deeply split on whether Snowden's actions served or harmed the public interest, that younger groups regarded his actions as more beneficial than harmful when compared with older groups.

This study attempts to examine the (un)necessity, (un)importance and (im)possibility of conceptualising the right to privacy of the deceased and its implication for people living in the age of digital immortality or e-mmortality. Legally, the dead almost universally have little, if any, right of privacy. However, if many people regard the importance of protecting privacy and/or personal data of deceased people as quite natural, and if the protection of decedents' privacy promotes human welfare, privacy after death is worth considering. Because people's views of life and death and thus of rights of the dead is inevitably affected, especially, by religious and cultural elements, this study is conducted with taking into account the Japanese religious and cultural environment. The outcomes of theoretical considerations, literature research and a questionnaire survey conducted in this study seem to show that in Japan there are social expectations that the right to privacy of the deceased should be established and the protection of it has a significant meaning not only for the dignity of the dead but for the happiness of the living.

This study attempts to explore the attitudes of young Japanese people towards online privacy as customers of online shopping sites in the Japanese socio-cultural context through questionnaire surveys and follow-up interviews. Although it is reputed that Japanese people have recently become sensitive to the importance of protecting personal information and privacy, the survey outcomes, which contained seemingly contradictory responses, showed that this was not necessarily the case. Analysis of the survey results and subsequent discussions led to useful suggestions for (a) businesses developing appropriate personal information and privacy protection policies and schemes and (b) governments making and implementing related policies including the enforcement of legal regulations for successful B to C e-commerce and personal information and privacy protection and the development of proper educational programmes concerning personal information and privacy protection in the Japanese socio-cultural environment.

Whereas ICT-based services provide people and organisations with huge benefits in the current socio-economic and technological environment, it is concerned that the widespread use and social penetration of them would exert negative impacts on human existence and society in invisible and irretrievable fashion. Such manufactured risk includes alienation through the embodiment of personal information and disembodiment of individuals, dehumanisation brought about by the externalisation of human memory, and the collective development of the schizophrenic society. This study attempts to examine the nature of the manufactured risk and to propose policies to obviate social problems caused by the risk, based on the studies on computer/information ethics and sociology of risk.

The widespread acceptance of the value and culture of openness in cyberspace owing to the proliferation of social media paradoxically encourages clever people to utilise social media in a closed or controlled fashion to their own advantage. In this study, we attempt to examine the effectiveness of online privacy policies and privacy seals/security icons on corporate trustworthiness and reputation management, and to clarify how young Japanese people evaluate the trustworthiness of B to C e-business sites in terms of personal information handling. The survey results indicate that posting online privacy policies and/or privacy seals/security icons by B to C e-businesses does not work for creating trust in business organisations by consumers actively. Instead, existing good name recognition and/or general reputation can engender trust and, increasingly, better their reputation in terms of personal information use and protection.

There is just less effective privacy protection law in Japan. The Act for Protection of Personal Information (APPI), which was put into effect in April 2005 as the basic law for personal information protection covering both the public and private sectors, was crafted centred on protection of personally identifiable information (PII) collected, stored and used by organisations, and the makers of the law deliberately precluded the elements of privacy protection beyond PII protection on the ground that the concept of privacy was elusive. Actually, APPI is not endorsed by careful theoretical considerations of the social importance of privacy protection but superficially follows the OECD&#039;s (1980) eight principles and EU&#039;s (1995) Directive 95/46/EC. This law is characterised more as regulation for organisations&#039; personal data handling than as law for protecting the right to privacy.<br />

In the information and communication technology (ICT)-dependent society/economy, ensuring and cultivating professional ICT human resources are critical for prosperity of organisations as well as society as a whole. What is required for the human resources is expertise of ICT and business, skills to successfully develop and operate ICT-based information systems and a professional outlook. They are expected to acquire such skills, knowledge and behaviour through well-designed educational programmes conducted in educational institutions and/or business organisations. However, there are several obstacles to cultivating professional ICT human resources in Japan, which should be candidly recognised and appropriately addressed as soon as possible. The most important challenge for constructing a prosperous information society in Japan is the rehabilitation of philosophy and ethics, which would enable us to make ethical discourses on development and use of ICT and ICT-based information systems.

In this paper, we examine the ethico-legal issue of P2P file sharing and copyright infringement in two different countries - Japan and Sweden - to explore the differences in attitude and behaviour towards file sharing from a socio-cultural perspective. We adopt a comparative case study approach focusing on one Japanese case, the Winny case, and a Swedish case, the Pirate Bay case. Whereas similarities in attitudes and behaviour towards file sharing using P2P software between the two countries are found in this study, the Swedish debate on file sharing has been coloured by an ideological and political dimension, which is absent in the Japanese context. This might indicate that Swedes have been more interested in issues of right and wrong, and the creation of political subject of piracy, while the Japanese are more interested in their own individual well being.

The construction of a secure and safe society using information and communication technology (ICT) is recognised as an urgent issue in Japan. This recognition is based on public fear about crime related to manufactured risk caused by modernisation or industrial civilisation. In 2003, Japan enacted its first private sector data protection legislation, complementing the concurrent update of the public sector regulations. The publicly stated goal of the Japanese government was to support trade with Europe by providing suitably strong protection to qualify for European data export approval. In this paper we examine the internal social and political pressures that led to the adoption of apparently strong private sector data protection, despite prior long resistance to such a move. The pressures we have identified include direct and indirect effects of Japanese economic difficulties since the early nineties, media pressure to update public sector rules because of the introduction of Juki-net, and similar media pressure to apply similar rules to the private sector. We also examine the role that the technology of kanji input systems played on the lack of urgency in demands for private sector data protection until 2000.

Even in the recession, the Japanese information and communication technology (ICT) industry has been expected to provide many workers, especially female workers, with employment opportunity. ICT has been recognised as an important factor to enhance economic efficiency, and to realise the gender-equal environment in terms of career opportunity and status in society. However, it is alleged that workers in the ICT industry are often forced to sacrifice their daily lives for their demanding works and some female workers even give up their marriage and children to continue to work. In order to examine the actual situation of female ICT workers, the authors interviewed seventeen female ICT workers. Through the interviews, it becomes clear that the most serious gender issue in the Japanese ICT industry is that almost all of the female workers don&#039;t notice the existence of gender issues at all. The present gender equal treatment has been established so that women are forced to behave similarly to men in their workplaces.

In general, there exists a trade-off between pursuing production efficiency and ensuring flexible and agile response to changing customer needs in manufacturing industries. One of the promising ways of resolving this trade-off is the development and implementation of a mass-customisation system into which supply chain management (SCM) is incorporated. In this study, we examine how this mass-customisation system can be applied to manufacturing operation management in order to achieve the proper balance between the efficiency and the effectiveness. In particular, we analyse this problem using the high-low entropy framework model. This model describes that the problem can be resolved through the mass-customisation system which contains both entropy heightening factors and lowering factors. In order to make this clearer, we propose &quot;the high-low entropy framework for mass-customisation with SCM&quot; to show that the mass-customisation system could realise the compatibility between entropy heightening factors and lowering factors, even though the complete compatibility can never be attained.

A large majority of commercial websites or B to C e-business sites now post their privacy policies online. Many of them put privacy seals online as well. Although the recognition of the right to privacy is inevitably affected by socio-cultural circumstances, there has been very little examination of the recognition of online privacy policies from a socio-cultural perspective. Do privacy policies and seals put on e-business websites function well as tools to engender consumers&#039; trust in e-business companies in Japan? The results of a questionnaire survey that investigated young Japanese people&#039;s awareness of online privacy policies are analysed to consider socio-cultural factors in this area. Through the analysis and discussions of the survey results, the current picture of Japanese B to C e-business with respect to online privacy policies is described and the implications for Japanese society and businesses committed to the protection of online privacy are stated.

In order to investigate professionalism of Japanese ICT workers from a gender perspective, semi-structured interviews with female ICT workers were conducted. Based on the result of the interviews, obstacles to development professionalism among Japanese ICT workers, especially female workers, are examined. The most serious problem is the interviewees didn&#039;t recognise the existence of gender issues in their working environment and it is guessed that this has caused the situation where ICT professionalism is found on the sacrifice of ICT workers in Japan.

Recently, a large majority of development, deployment and use of information and communication technology (ICT) has been carried out by business organisations. Because their behaviour has had strong influence over a wide range of people in the modern market economy and ICT can function as an amplifier of power imbalance, they have to carefully engage in activities of development, deployment and use of ICT and take their social responsibility regarding intentional as well as unintentional outcomes of the activities. As major providers of the technological architecture of the ICT-dependent society, they are expected to overcome nosism of them and to address ethical and social issues caused by their development, deployment and use of ICT proactively. However, the fact that business organisations operate in competitive markets often makes it difficult for them to develop an ethical outlook appropriately. In order to get over the difficulty, correct understanding of business ethics and corporate social responsibility is necessary, which requires reconsidering definitions and roles of business organisations, the market economy, liberalism and capitalism from the social viewpoint.

In this regard, organisations have to accept their social responsibility for IQM.<br />
One of the promising ways of ensuring socially responsible as well as successful IQM is to encourage organisational members who are engaged in IQM to develop a professional outlook and attitude; all the players of socially responsible IQM in an organisation have to develop, more or less, a professional outlook. However, there exist obstacles to development of professionalism of employees in business organisations and remain several open questions about IQM professionalism. This study aims at addressing the questions and proposing policies to surmount the obstacles.

Information quality management (IQM) has become considered vital for organisations to preserve the quality of their products and services because the quality of their decisions and, thus, activities are significantly dependent on the quality of information they gain and use. The quality of information organisations use directly or indirectly influences the quality of products and services they provide and, in turn, the quality of life of a wide range of people.
The existing studies on IQM tend to confine subjects of their discussion to data which is input into decision-making processes of decision makers. They seem to focus on the quality management of data stored in databases. However, their scope of IQM is too narrow to develop effective IQM schemes in organisations.
Additionally, considering any organisation has to take its social responsibility, information handling and decisions in organisations should be socially acceptable. This means that IQM needs to be examined from the viewpoint of social responsibility of organisations. In order to establish socially responsible IQM, organisations should secure and/or cultivate decision makers with high ability of conversation and sympathising as well as of interpretation and information editing and encourage information managers and information system professionals in the organisations to develop their professional outlook.

Radio frequency identification (RFID) wristband systems have recently attracted a great deal of attention as an effective tool to avoid medical malpractice such as misidentification of patients. However, in the ICT-dependant society, this type of ICT-based information systems should be designed through careful deliberation from a social point of view, because the systems inevitably use patient information which contains sensitive data like medical history of the patients. One of the most promising ways of attaining socially responsible design of RFID wristband systems is to perform stakeholder analysis of the systems. In a stakeholder analysis session, participants ought to try to recognise as many kinds of risks regarding the use of RFID wristband systems as possible from their own points of view, and control of and trade-off between the risks should be deliberated.

This paper deals with socio-cultural influence on protection of personal data and privacy in Japan and its meanings for Japanese business. The enforcement of the Act for Protection of Personal Data in April 2005 has prompted broad recognition that Japanese firms, which collect, store and use personal data, should enhance their effort in protecting personal data and privacy as a part of development of their social responsibility. However, Japanese socio-cultural characteristics related to the notion of privacy tend to make ordinary Japanese people consider protection of privacy is identical to compliance with the Act. This would distort Japanese firms’ ways of approaching protection of personal data and privacy and result in putting Japanese firms as well as Japanese economy in jeopardy in the global business environment.

This paper presents a description of the early stages of a collaborative, cross-cultural, multidisciplinary project that seeks to investigate how privacy online is understood in Japan as compared with the United Kingdom. Much still remains to be done - and perharps there will be a lot more to report by the time this paper is presented at conference. Previous studies have examined this topic in the context of Western democracies, and to a limited extent also in the Middle East. But relatively little attention hax thus far been paid to cross-cultural factors, and those few studies that have addressed this topic have so far been inconclusive about the role of culture in relation to privacy issues and Internet behaviour. The Internet is now emphatically a global phenomenon with little respect for national, cultural or language differences. It is not under the hegemony of any one social group, whether at local, national ore regional level. In recognition of this, the study aims to address the gap in our knowledge.

This book explores the relevance of Japanese ethics for the field of ethics of technology. ネット上に公開されている無数の情報の中から,自らが利用したい情報を見つけ出すためのツールとして,検索エンジンは広く利用されている。あらゆるタイプのメディアがデジタルメディアに集約化され,サイバースペースがリアルスペースの「ミラーワールド」であると見なされるようになりつつある今日,検索エンジンは,人々が何を見て,何を知ることができるのかを決定する要因となってきている。このことは,個人や組織が知ることのできる情報が検索エンジンによって制約されるばかりではなく,個人や組織が発信した情報が他者によって知覚されるか否かについても検索エンジンの機能が大きく影響していることを意味する。この点において,検索エンジンがどのような検索結果を表示するのかは,民主主義の根幹である言論の自由に対する直接的な影響力を持ち,したがって, ネット検索企業は,その社会責任の重さを認識し,それを全うするよう行動しなければならないのである。

Recently, brain-machine interfaces (BMI) or brain-computer interfaces (BCI), which enable the control of external devices using brain signals, have been developed. BMI devices are expected to be used to support people with disabilities in the social welfare field. However, the benefits, possibilities, and risks of BMI for people with disabilities have not been sufficiently recognised, because BMI devices are not practically integrated into daily life. This study examines the expected benefits and social risks of BMI use for people with disabilities, based on the results of our surveys using a non-invasive wearable BMI device to operate a robotic arm and semi-structured interviews with people with disabilities.

This study focuses on the ethical dimensions of introducing digital technology into care, particularly care as labour. It highlights the tension between technological efficiency and the profoundly human, emotional nature of care, which cannot be easily replicated by machines, based on interviews with people working in the group home for people with disabilities in Sweden. Ethical concerns arise, for example, around the limitations of programming empathy and personalised care, and the potential exclusion of individuals from care. The study calls for a comprehensive ethical framework that balances the benefits of digital tools with the need to preserve the moral, interpersonal and emotional aspects of care, particularly within diverse socio-economic contexts.

Shoshana Zuboff's Big Other concept captures the paradigm shifts provoked by surveillance capitalism and its seemingly free services. The Big Other brings with it “new possibilities of subjugation... as this innovative institutional logic thrives on unexpected and illegible mechanisms of extraction and control that exile persons from their own behavior.” Our paper disrupts the Big Other’s pervasive illegibility by comparing three examples of global cinema. In the process, we fill in historical blind spots in Zuboff's framework. To underline the Big Other’s new subjugations, our interdisciplinary paper traces the line between what constitutes just and the unjust surveillance within business. Our examples feature both enthused surveillance capitalists as in James Ponsoldt’s adaptation of "The Circle" (2017) as well as confused, even terrified end users in Kiyoshi Kurosawa’s horror film "Pulse" (2001). We then frame the historical roots of such mass surveillance by situating studies on Big Data’s role in the Holocaust against Quentin Tarantino's WWII film "Inglourious Basterds" (2009). Our comparisons illustrate the consequences of the Big Other's emergence: to be reduced to data is to accept the possibility of being deleted. Ultimately, these films give surveillance and information ethics scholars a new language to map out surveillance capitalism’s trap.

The protection of privacy, which has always been considered to be an important social issue, arises naturally with the growth of the information society and economy. The business models adopted by many contemporary organisations are premised on the mass collection of personal data by 24/7 electronic surveillance systems and sophisticated analysis of those data by artificial intelligence (AI)-based information systems with the intention of controlling their existing and/or potential customers’ behaviour. Hence, such businesses are allegedly fraught with privacy risks. Curiously enough, however, it is rare that a clear definition of privacy is provided in arguments concerning privacy protection. The implicit assumption that privacy protection is identical to personal data protection seems to be made frequently. Legal or technological measures to protect personal data are an important aspect of privacy protection. However, such a narrow or trivialised understanding of privacy or privacy protection has brought about a new societal challenge: legally and/or technologically appropriate approaches to the protection of privacy or personal data have paradoxically caused and even justified serious invasions of privacy, especially decisional and psychological/mental privacy. This study investigates the modern-day version of the privacy paradox and proposes policies to resolve this paradox, including establishing organisations’ fiduciary responsibility to data subjects.

This paper discusses an empirical study undertaken of a sample of Japanese people across the digital divide, focusing on their perception of both connectivity and being informed as the pandemic unfolds. The aim is to identify common themes regarding how digital technology is used to support information and interaction during the pandemic. These are used to propose changes which might halt the grey digital divide becoming the grey digital chasm and improve support through fit-for-purpose digital technology to the most vulnerable in times of emergency. To achieve the aim, questionnaire surveys were conducted and 136 valid responses including ones from grey digital natives and outcasts were analysed. The results of the analysis demonstrate that the grey digital divide did not seem to exist in terms of the acquisition of information about COVID-19, and that both grey digital natives and outcasts preferred to receive such information via low- and no-tech media. However, Japanese grey digital outcasts may receive a low priority regarding COVID-19 vaccination which began in April 2021, due to Japanese local governments’ adopting online systems to administer the vaccination programme.

情報倫理問題を解決することは，ICTへの依存度をますます高めつつある現代社会を，真に豊かなものへと作り上げていくために非常に重要である．しかしその一方で，ICTの主要な開発・利用主体であるビジネス組織に，そうした問題へのプロアクティブな取り組むことをうながすことは，決して容易ではない．ビジネスという場においては，情報倫理問題への対応という目的が，手段へとすり替えられてしまうという現象が観察できることがその一つの要因となっている．ビジネス組織における情報倫理確立のためのグローバルに受容可能でローカルに有効な方策を設計し，実行していくことが，私たちに課せられた喫緊の課題として認識されなければならない．

This study deals with the social acceptance of the usage of wearable and/or implantable/insideable electronic devices for various purposes, especially for enjoying sports, in Japan as part of the cross-cultural study on cyborg ethics. Following the authors' previous work (Murata et al, 2017), qualitative study centred on semi-structured interviews with experts was conducted. Through the study, useful views, opinions and suggestions on the research of cyborg ethics were provided. In particular, the experts' expectations for and concerns about the emerging technologies in various contexts, which directly relate to human rights and dignity, were clarified.

機械学習を用いることで，少数の設定から全体の設定を推測するプライバシ保護設定推測手法が提案されている．少数の設定により全体の設定を推測することで，少ない手間で適切な設定を行うことができる可能性があるが，一方で推測モデルの提供者に悪意があった場合，ユーザが知覚することなく設定を操作される危険性がある．本研究では，通常の推測モデルに加え，プライバシ寄りに推測値をシフトしたモデル，公開寄りに推測値をシフトしたモデル，ランダムに推測値を返すモデルを用いて，それぞれのモデルに対する被験者の受容度について調査を行い，推測モデルの違いが，被験者がモデルの操作について知覚する度合いに与える影響について明らかにした．

現在、多くの人々が、プライバシーの保護は大切だと考えている一方で、プライバシーとは何か、また、なぜプライバシーを保護することが重要なのかについて理解しておらず、さらに自分自身と他者のプライバシーを守るための積極的な努力をしていない、という「プライバシーパラドクス」という現象が、わが国において、また諸外国でも発生している。高度に発達した情報通信技術が社会・経済のすみずみにまで浸透する現代社会において、プライバシーパラドクスの存在は、社会におけるプライバシーの価値を実質的に低下させ、人々の自由と自律を脅かす要因となっている。
本講演では、プライバシー概念ならびにプライバシー保護とはどのようなものなのかについて改めて論じ、プライバシーパラドクスの解消に向けて、われわれが認識し、考えなければならない課題を提示する。

Widespread acceptance of the value of the culture of openness in cyberspace, due to the proliferation of (in many cases, ostensibly free) online services such as social media, paradoxically encourages intelligent people to use social media in a closed or controlled fashion to their own advantage. This would lead to social issues, such as the spread of online behaviour that treats others as only a means, the distortion of digital as well as real identity in a wide range of individuals, and human alienation. In this study, the nature of these issues is examined and measures to address them are proposed.
