This research project examined sustainable transport policy based on the evaluations of transport policies in Japan. Several interesting findings are obtained by our empirical analyses. Especially, 1) even regulatory reform on entry/exit and fares, changes in the market environment may be the large momentum of the private rail’s response; 2) informal communication is significant for overall coordination and mechanisms enhancing informal communication are observed mainly at the task group and individual levels; 3) Japanese track access charges, calculated by the avoidable cost rule, is too low, causing difficulties in the promotion of a modal shift to rail freight; 4) High speed rail may be a stronger competitor for FSCs than LCCs.

In the rail freight transportation in Japan, in order to promote modal shift, infrastructure development has been developed. And some company has been considering whether to new entry for the transportation between the areas that JR freight monopolizes. Now, introduction of the competition on the track between rail operators should consider.
However, in the Europe that on-rail competition is introduced into widely, distribution of the track use right between companies is fair. And the conditions such as the railroad carriage lease business that can avoid the sunk cost and risk with the new entry exist. In Japan, we have to make new system design that can assure equitableness of the track use right distribution, avoid the sunk cost and risk with the new entry. -
